{"id":22605,"date":"2018-02-22T16:57:17","date_gmt":"2018-02-22T16:57:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/02\/22\/navy-looking-at-radical-new-career-paths\/"},"modified":"2026-08-08T19:05:21","modified_gmt":"2026-08-08T19:05:21","slug":"navy-looking-at-radical-new-career-paths","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/02\/22\/navy-looking-at-radical-new-career-paths\/","title":{"rendered":"Navy looking at radical new career paths"},"content":{"rendered":"<figure class=\"wp-block-smg-jwplayer-video\"><atype-video-jwplayer nostick=\"true\" playlisturl=\"https:\/\/cdn.jwplayer.com\/v2\/playlists\/fCzRqMW8?tags=1975c17f-5cf7-40a7-9c76-4995aafd37b8\" poster=\"\/wp-content\/uploads\/2026\/08\/video-poster-1975c17f-5cf7-40a7-9c76-4995aafd37b8.jpg\" aspectratio=\"16 \/ 9\" mute autostart=\"false\"><\/atype-video-jwplayer><\/figure>\n\n\n<p class=\"wp-block-paragraph\">The traditional days of a 20- to 30-year Navy career may be numbered, as service officials are looking into ways to challenge the traditional stovepipe \u201cup-or-out\u201d career paths.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And now Congress wants to help.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the need to increase manpower and the <a href=\"https:\/\/www.navytimes.com\/pay-benefits\/military-retirement\/2017\/06\/03\/blended-retirement-should-i-make-the-switch\" title=\"\" class=\"\" target=\"_blank\">new blended retirement system <\/a>potentially leading to retention challenges down the line, Navy officials want services and lawmakers to take a long look at how a military career is defined \u2014 and executed by sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means in the years to come, the old 20-year career model could end up looking more like putting in 20 over a span of 40 years, or even 30 over 50.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/02\/19\/as-fleet-grows-its-a-good-time-to-be-in-the-navy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Navy-Cover-25000.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">As fleet grows, it&#8217;s a good time to be in the Navy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Adding 25,000 sailors will correspond with a spike in new opportunities for sailors.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">After an office discussion with Navy Chief of Personnel Vice Adm. Robert P. Burke, Senator Elizabeth Warren (D-Mass) is asking all the service personnel chiefs how Congress could help the services make these alternative career paths a reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe talked about new ways of thinking about an individual\u2019s lifecycle in service,\u201d she said during a Feb. 14 hearing of the Senate Armed Services Subcommittee on Personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warren also floated the idea of \u201cpotentially making it easier for someone who has to leave military service for either personal or professional reasons to be able to return to uniform later in life.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has been working on this idea all the way back to at least 2005, when it began investigating how to quickly bring a reserve sailor back to active duty in less than 72 hours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the service succeeded \u2014 at least on the enlisted side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2009, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/02\/21\/plan-opens-active-duty-billet-process-to-reservists\" title=\"\" class=\"\" target=\"_blank\">The Navy began their RC to AC Program<\/a> that has been regularly bringing qualified reservists back to active duty ever since.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It takes much longer on the officer side, however, due to current laws governing officer personnel policies for all the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can fairly quickly bring folks back in that were on the reserve side, bring them back into the active component,\u201d Burke told lawmakers at the hearing. \u201cWe\u2019re filling&#8230;hundreds of gaps to sea with reservists that we brought back into the active component.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Warren would like to see it go a step further and make it easier for those who are now on the street to get back into the fleet, and has asked the services to share with lawmakers what additional changes in the law are needed to make the system more flexible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Burke outlined to the subcommittee a possible future Navy gameplan under such a scenario.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re thinking in terms of a longer career, making our people pyramid narrower at the base, so we bring in fewer people, giving them opportunities to move around,\u201d Burke said. \u201cBut as importantly, with this commitment to family readiness, which is important to sailor readiness and fleet readiness, we have to let people step off the treadmill occasionally or they\u2019re not going to hang out for a 40-year career.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But getting to a point where someone can serve off and on over a lifetime will require changes in the law, individual service policies and culture.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/management\/pay-benefits\/military-benefits\/health-care\/2015\/12\/03\/medical-readiness-access-are-top-health-reform-priorities-advocates-say\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635847587559543301-2148437jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Medical readiness, access are top health reform priorities, advocates say<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Any overhaul of the military health system must preserve U.S. forces&#039; ability to treat combat casualties and improve access to care, advocacy groups told members of Congress on Thursday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For example, right now, the military has a mandatory retirement age of 62.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With people staying fit longer than ever before, Congress should consider changing the law to allow a person\u2019s fitness level \u2014 not an arbitrary age cutoff \u2014 to determine length of service, a familiar source expressed to Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Current Department of Defense and Navy medical standards and policies would have to be changed as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a sailor leaves the service today, for instance, and doesn\u2019t affiliate directly with the reserve, that sailor may face greater challenges when trying to get back in under the current rules, the source said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those rules require a person who is completely separated from all military obligations to meet the same initial entry physical and medical standards as someone entering the service for the first time, standards significantly more strict than those faced by service members already in the system. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A sailor with a medical condition that would still allow for re-enlistment, for example, may be denied re-entry into the service if trying to come back as a civilian.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;So we&#8217;ve got to have an alternative to out,&#8221; Burke said. \u201cSo that option could be into the reserves&#8230;or the other alternative would be&#8230;a horizontal career track where they can keep flying&#8230;go into her research job, whatever it may be.
