Elaine Luria<\/a>, D-Va., expressed concerns about the proposed cuts, which would see the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2021\/02\/23\/navy-looking-to-slash-the-budget-of-its-internal-oversight-office\/\" target=_blank>Naval Audit Service\u2019s<\/a> budget cut by 70 percent over the next two fiscal years, a move that would entail \u201csignificant personnel reductions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile I fully appreciate the fiscal realities you face in meeting and executing your highest priority requirements, I am very concerned that these proposed reductions come at a critical time when the Navy must focus on being an efficient steward of taxpayer dollars,\u201d Luria wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luria\u2019s letter follows a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2021\/02\/23\/navy-looking-to-slash-the-budget-of-its-internal-oversight-office\/\" target=_blank>Navy Times report<\/a> earlier this week that first revealed details of the potential cuts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luria\u2019s congressional district encompasses a Naval Audit Service field site in Norfolk, and she wrote that her staff had \u201creceived calls from employees expressing fear and anxiety that their positions will be eliminated as early as this fall.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cuts would whittle the department from 290 people to 85 over the next two fiscal years as Big Navy searches for more money it can put toward shipbuilding, according to internal documents obtained by Navy Times.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/02\/23\/navy-looking-to-slash-the-budget-of-its-internal-oversight-office\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"165\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/audit-service.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy looking to slash the budget of its internal oversight office<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Naval Audit Service could face a 70 percent budget cut in the next two fiscal years, according to internal documents.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Those cuts were put forth under the Pentagon budget drafted last fall during the Trump administration. President Biden is expected to submit his own budget this spring, and it remains unknown whether the planned Naval Audit reductions will be included in the spending plan he sends to Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy and Pentagon officials have declined to comment on the proposed audit service cuts since they are pre-decisional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harker\u2019s spokesman did not return a request for comment by Navy Times\u2019 deadline Thursday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Wednesday\u2019s letter, Luria wrote that the internal audit agency \u201cplays a significant role in identifying waste, fraud and abuse.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am curious to know how these reductions will impact that critical and necessary oversight mission and how the Navy intends to mitigate those impacts moving forward,\u201d she wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luria also pushed back on the notion that such oversight work could be accomplished by private contractors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt will likely be more expensive for the Navy to contract with private, external auditing firms to cover these auditing missions rather than utilize the experienced and dedicated civil service workforce already in place,\u201d she wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lawmaker asked Harker to provide a summary outlining proposed personnel reductions and future organizational structure for the audit service, as well as any \u201cprevious and\/or planned notifications to Congress regarding these decisions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luria also requested the Navy\u2019s plan for its future audit and oversight mission, and any cost\/benefit analyses done regarding the contracting out of such functions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One Naval Audit official who spoke to Navy Times this month on condition of anonymity because they were not authorized to speak on the matter expressed fear about how the office would continue to do its work if such cuts go through.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOnce that oversight is not there, I think that presents a huge problem for the taxpayer, for our Marines and sailors, because we are looking out for the programs that they are using,\u201d the official said. \u201cIf we are not able to do that, that check is gone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Naval Audit Service has already absorbed the loss of 70 billets over the past five years, Naval Auditor General Debra Pettitt wrote in a September memo to then-Navy Secretary Kenneth Braithwaite, Chief of Naval Operations Adm. Mike Gilday and Marine Corps Commandant Gen. David Berger.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/10\/24\/secnav-lawmaker-trade-barbs-on-ford-flattop-woes\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"146\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Ford.jpg_2ff49c.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">SECNAV, lawmaker trade barbs on Ford flattop woes<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Billed as the first of a new generation of floating American airfields, the carrier was slated for delivery in 2015, but was not turned over to the Navy and christened until 2017.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cI am deeply troubled that the DON\u2019s only internal audit agency is targeted for such a draconian and misguided reduction,\u201d she wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An internal update sent by Pettitt to her employees earlier this month and later obtained by Navy Times states that the cuts are part of the Navy\u2019s \u201cStem to Stern\u201d budget review started by then-acting Navy Secretary Thomas Modly last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The initiative, announced in February 2020, aims to generate $40 billion in savings across the department from FY22 to FY26.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGetting after this won\u2019t be easy, but it\u2019s entirely possible,\u201d Modly wrote in a Feb. 18, 2020, memo. \u201c(Stem to Stern) will identify low priority, redundant, or legacy capabilities, programs, processes, or headquarters functions that can be realigned, eliminated or reduced to meet the DON\u2019s resource needs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such a cut to the audit service would leave it able to accomplish only \u201cthe most critical work,\u201d and would limit its oversight capabilities, Pettitt wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt appears that DON senior leadership places a higher value on building the fleet than maintaining (the Naval Audit Service) at its current level,\u201d Pettitt wrote in her employee update this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pettitt declined to comment on the matter when contacted by Navy Times earlier this month.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The letter from U.S. Rep.
