{"id":22984,"date":"2019-06-19T15:11:08","date_gmt":"2019-06-19T15:11:08","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/06\/19\/relearning-the-lessons-of-baltops\/"},"modified":"2026-08-08T19:06:14","modified_gmt":"2026-08-08T19:06:14","slug":"relearning-the-lessons-of-baltops","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/06\/19\/relearning-the-lessons-of-baltops\/","title":{"rendered":"Relearning the lessons of BALTOPS"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Facing a rising Russia and only two weeks after becoming operational, the U.S. 2nd Fleet is leading a multinational armada during war games in Northern Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Helmed by <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=667\" target=_blank>Vice Adm. Andrew \u201cWoody\u201d Lewis<\/a>, the reborn 2nd Fleet is doing what its previous Cold War command did, too \u2014 running <a href=\"https:\/\/navylive.dodlive.mil\/2019\/06\/03\/baltops-2019-focuses-on-partnership-presence-professionals\/\" target=_blank>BALTOPS<\/a>, which started last week and wraps up on June 21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A shortened form of \u201c<a href=\"https:\/\/www.dvidshub.net\/feature\/BALTOPS2019\" target=_blank>Baltic Operations<\/a>,\u201d the annual exercise has been held since 1971 and it\u2019s designed to serve as both a show of force on Russia\u2019s doorstep while rehearsing maritime interdiction, gunnery, anti-submarine warfare, minesweeping and other skills, some needed during humanitarian crises, others during battle on the high seas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lewis and his deputy commander for the exercise, <a href=\"https:\/\/www.royalnavy.mod.uk\/-\/media\/royal-navy-responsive\/documents\/profiles\/burns-andrew.pdf\" target=_blank>British Rear Adm. Andrew Burns<\/a>, wield a force of 8,600 personnel from 18 nations on board 50 ships and two submarines, with 36 aircraft in the skies above them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lewis told Navy Times in an early Monday call from his flagship <a href=\"https:\/\/www.navy.mil\/navydata\/fact_display.asp?cid=4200&#038;tid=500&#038;ct=4\" target=_blank>Mount Whitney<\/a>, which was underway in the Baltic Sea, that his Norfolk -based 2nd Fleet isn\u2019t like its predecessors in \u201c1985 or even 2010,\u201d which makes this BALTOPS a little different.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/2019\/05\/30\/navys-2nd-fleet-is-now-operational-focused-on-the-arctic\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"150\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Woody2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Second Fleet continues to grow<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy says its newly revived 2nd Fleet has enough staff to command ships in the Atlantic and Arctic Oceans.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Although it evolved from the \u201cstriking arm of the Atlantic Fleet\u201d to a post-Cold War organization with primary mission to \u201ctrain carrier strike groups\u201d to deploy to \u201c5th and 6th Fleets\u201d, 2nd Fleet always had defined lists of missions and definite geographic boundaries demarcating where its oversight ended and the European and Middle Eastern commands picked up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lewis said that now his only boundaries are the operational limits placed by his superiors on any effort 2nd Fleet is conducting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During BALTOPS, his boss is <a href=\"https:\/\/www.c6f.navy.mil\/about-us\/our-leaders\/adm-foggo\/\" target=_blank>Adm. James G. Foggo III<\/a>, who commands NATO forces and all U.S. personnel in Europe and Africa. But his next commander might be <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=636\" target=_blank>Adm. Christopher G. Grady<\/a> of Fleet Forces Command, depending on the mission 2nd Fleet is assigned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Much like the California-based 3rd Fleet, Lewis is showcasing the ability of his command to operate forward, in the Baltic Sea or wherever else it\u2019s ordered to go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd we went into this with an eye toward interoperability,&#8221; Lewis said. \u201cBeing able to communicate with all these different countries, just on the basics.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lewis told Navy Times that during BALTOPS the many nations are \u201cmaking good progress\u201d towards that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, he wants the U.S. Navy and its allies and partners in the region to fully integrate their forces, just as American carrier strike or amphibious ready groups come together for a deployment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That, he said, \u201cgets us to a much more powerful capability and much more capable force.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"\/wp-content\/uploads\/2026\/08\/foto3.jpg.jpg\" alt=\"\" class=\"wp-image-48691\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/foto3.jpg.jpg 1200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/foto3.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/foto3.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/foto3.jpg.jpg?resize=1024,683 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><figcaption class=\"wp-element-caption\">The amphibious command ship USS Mount Whitney departs Naval Base Kiel-Tirpitzhafen, Germany to begin exercise Baltic Operations, June 9, 2019. Abrey Liggins\/USMC)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">For BALTOPS, the 50 vessels are split into two task groups, each led by a large deck amphibious ship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One is Juan Carlos I, the first in its class of Spanish assault ship-aircraft carriers capable of fielding AV-8B Harrier II jets, F-35B Lightning II Joint Strike Fighters, heavy helicopters and tiltrotor aircraft such as the <a href=\"https:\/\/www.boeing.com\/defense\/v-22-osprey\/\" target=_blank>V-22 Osprey. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lewis compared it to the U.S. Navy\u2019s Wasp-class warships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other is the British amphibious transport dock Albion, a vessel that also was the first in its class.
