{"id":23002,"date":"2017-10-09T19:16:15","date_gmt":"2017-10-09T19:16:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2017\/10\/09\/i-now-hate-my-ship-surveys-reveal-disastrous-morale-on-cruiser-shiloh\/"},"modified":"2026-08-08T19:08:35","modified_gmt":"2026-08-08T19:08:35","slug":"i-now-hate-my-ship-surveys-reveal-disastrous-morale-on-cruiser-shiloh","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/10\/09\/i-now-hate-my-ship-surveys-reveal-disastrous-morale-on-cruiser-shiloh\/","title":{"rendered":"\u2018I now hate my ship\u2019: Surveys reveal disastrous morale on cruiser Shiloh"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s only a matter of time before something horrible happens,\u201d one shipmate warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur sailors do not trust the CO,\u201d another noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s a \u201cfloating prison,\u201d one said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI just pray we never have to shoot down a missile from North Korea,\u201d a distraught sailor lamented, \u201cbecause then our ineffectiveness will really show.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These comments come from three command climate surveys taken on the cruiser Shiloh during Capt. Adam M. Aycock\u2019s recently-completed 26-month command. The Japan-based ship is a vital cog in U.S. ballistic missile defense and the 7th Fleet\u2019s West Pacific mission to deter North Korea and counter ascendant Chinese and Russian navies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These comments are not unique. Each survey runs hundreds of pages, with crew members writing anonymously of dysfunction from the top, suicidal thoughts, exhaustion, despair and concern that the Shiloh was being pushed underway while vital repairs remained incomplete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Frequently in focus is the commanding officer\u2019s micromanagement and a neutered chiefs mess. Aycock was widely feared among sailors who said minor on-the-job mistakes often led to time in the brig, where they would be fed only bread and water.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/10\/09\/uss-bread-and-water-punishment-loomed-over-a-demoralized-crew\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"272\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NAV-bread-1016.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">&#8216;USS Bread and Water&#8217;: Old and rare punishment loomed over a demoralized crew<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Sailors aboard the cruiser Shiloh often worried about the commanding officer\u2019s use of an antiquated punishment: Three days in the brig with nothing to eat but bread and water.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The survey reports offer a window into life in the Navy\u2019s 7th Fleet, a Pacific command where leadership has admitted sailors are overworked and often insufficiently trained due to relentless mission pace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt feels like a race to see which will break down first,\u201d one sailor wrote, \u201cthe ship or it\u2019s [sic] crew.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/10\/09\/shiloh-sailors-voiced-concerns-about-safety-and-readiness\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635621820878288484-march-17-frontlines-9jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Shiloh sailors voiced concerns about safety and readiness<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Crew surveys obtained by Navy Times show recurring worries about the Shiloh&#039;s CO pushing the cruiser on missions as vital maintenance remained unfinished.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While government watchdogs have warned of such issues for years, the Navy\u2019s problems have come back in to the spotlight in the wake of this summer\u2019s at-sea collisions involving the destroyers Fitzgerald and John S. McCain, disasters that killed 17 sailors. The Shiloh belongs to the same chain of command as those two ships, where several top admirals were recently fired.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the Shiloh\u2019s sailor comments suggesting a ship in crisis, and at a time when the Navy stresses CO accountability, Aycock was not fired.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials declined to discuss survey details, but acknowledged that Aycock\u2019s superiors at Task Force 70 were aware of problems after the first negative survey taken two months into his command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aycock\u2019s bosses were tracking the dysfunction and counseling the captain, officials said, yet Aycock remained on the job and rotated out in a standard change-of-command ceremony on Aug. 30.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"866\" height=\"786\" src=\"\/wp-content\/uploads\/2026\/08\/NAV-bread-1016.jpg.jpg\" alt=\"\" class=\"wp-image-48685\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NAV-bread-1016.jpg.jpg 866w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NAV-bread-1016.jpg.jpg?resize=300,272 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NAV-bread-1016.jpg.jpg?resize=768,697 768w\" sizes=\"auto, (max-width: 866px) 100vw, 866px\" \/><figcaption class=\"wp-element-caption\">Capt. William McGough\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Aycock declined to comment for this story through a spokesperson at the Naval War College, where he now works as a researcher with the Institute for Future Warfare Studies. He commanded the Shiloh from June 2015 to August of this year. Previously, he served as commander on the destroyer Mahan and at Afloat Training Group Mayport in Florida.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three retired Navy surface warfare skippers reviewed the surveys for Navy Times. They expressed dismay and questioned if the Navy did enough to correct the situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe disrespect shown to Sailors in this ship was unforgivable,\u201d said Wallace Lovely, a retired Navy captain and surface warfare officer who led Destroyer Squadron 31 after serving as the commander of the Frigate Samuel B. Roberts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe large number of lengthy comments from the respondents is not normal and the number of consistently negative comments is shocking.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such reports always include some disgruntled sailors, but Lovely said he had never seen it at the Shiloh\u2019s level.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI felt the tension while reading these surveys and can\u2019t imagine what a Junior Sailor would be thinking while living through this scenario,\u201d he said. \u201cWe\u2019re lucky that a suicide or other casualty didn\u2019t occur due to this oppressive environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Shiloh made news this summer when a sailor named Peter Mims went missing and was presumed overboard. The incident sparked a 50-hour search involving ships, aircraft and a carrier. In the end, Mims was found hiding on the ship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials said Mims received non-judicial punishment for his actions but reasons for the incident remain unknown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After Mims went missing, several sailors contacted Navy Times and voiced concern about the Shiloh, its CO and the crew, prompting Navy Times to submit a Freedom of Information request for copies of recent command climate surveys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rick Hoffman, a retired Navy captain whose years in uniform included command stints on the frigate De Wert and the cruiser Hue City, said he was \u201cflabbergasted\u201d by portions of the surveys and how they were \u201cuniformly focused on the Captain and his leadership style.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlmost all were negative and suggested he was insensitive to the crew\u2019s needs,\u201d Hoffman said. \u201cIt certainly appeared he was increasingly toxic over time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reports depict a poster child for bad surface warfare officers, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLong hours, no communication, CO is a micromanager, chain of command is not functioning unit,\u201d Hoffman said. \u201cCrew pushed to exhaustion with no end in sight.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1405\" height=\"1340\" src=\"\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg\" alt=\"\" class=\"wp-image-41110\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg 1405w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg?resize=300,286 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg?resize=768,732 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ShilohPoll_WEB.jpg.jpg?resize=1024,977 1024w\" sizes=\"auto, (max-width: 1405px) 100vw, 1405px\" \/><figcaption class=\"wp-element-caption\">Command climate survey results depict the plunging morale of Shiloh sailors under Capt. (Philip Kightlinger\/staff)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The surveys suggest the Navy has learned nothing from prior toxic commands, said Jan van Tol, a retired captain who commanded several warships during his Navy career, including two from the Japan-based Forward Deployed Naval Forces of 7th Fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He compared Aycock\u2019s leadership to the notorious cruiser Cowpens\u2019 CO, Capt. Holly Graf, who was relieved of command in 2010 for cruelty and maltreatment of her crew.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the Survey results in fact are accurate\u2026it must raise serious questions of why no one in the ship\u2019s external chains of command, including the administrative chain of command leading back to (Naval Surface Force Pacific), was aware of it,\u201d van Tol said in an email. \u201cOr if they were, why no one senior chose to take any remedial action. Neither of those alternatives is explicable.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials would not comment on the survey remarks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCommand Climate Surveys are a tool used to evaluate command morale and quality of life,\u201d spokesman Cmdr. William Speaks said. \u201cBy their very nature, they must be private and confidential in order to be effective. In the interest of protecting the integrity of this process, we will not comment on feedback from our Sailors which is intended for Navy leadership.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the surveys are completed, ship commanders like Aycock are required to meet face to face for a debrief with their immediate supervisor to discuss the survey, according to Naval Surface Force spokesman Cmdr. John Perkins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aycock\u2019s boss was Task Force 70 commander Rear Adm. Charles Williams, who was fired in September after 7th Fleet lost faith in his ability to command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRear Adm. Charlie Williams provided specific guidance and mentorship to Captain Aycock regarding improving the climate aboard USS Shiloh,\u201d Perkins said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perkins said that after the first negative survey report in August 2015 \u2014 two months into Aycock\u2019s command \u2014 Williams directed the skipper to conduct surveys every six months, instead of annually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The results from the second survey are dated about nine months later, in May 2016, while the third is dated in November.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis was an effort to continually monitor the command climate and promote improvements,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile USS Shiloh was meeting all operational requirements, a positive command climate should also be enforced,\u201d Perkins said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perkins said if Aycock was subject to any administrative discipline or punishment, it would not be something the Navy would comment on publicly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Navy official informed Navy Times on Oct. 6 that a fourth command climate survey was conducted shortly before Aycock\u2019s departure from the Shiloh. A copy of that survey was not released to Navy Times, and it remains unclear whether that survey\u2019s results differ from the other three.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lovely, one of the retired skippers who reviewed the surveys, said he was surprised by the fact Aycock\u2019s boss was aware of the issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am shocked to hear that leadership was tracking this nightmare and willing to be patient for a Major Commander to learn how to lead and respect,\u201d he said. \u201cIt\u2019s easy for me to say but if this were one of my 0-5 COs when I was Commodore\u2026the relief process would have been quickly undertaken.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoffman, another retired skipper, said there are very few signs that the surveys were briefed to Aycock\u2019s bosses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf it did, it certainly didn\u2019t have any positive result,\u201d Hoffman said. \u201cThe comments in the later surveys suggest that the Captain became even more abusive, domineering and micromanaging over time. There was a steady downward trend over the three surveys.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shiloh\u2019s sailors said goodbye to Aycock at the end of August, about 10 months after the November survey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There were \u201cred flags\u201d on Aycock that required action, Hoffman said, \u201ceither to ensure the CO knew what his shortcomings were or to remove him altogether.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lovely also said \u201ca red flag would have been raised\u201d if higher-ups were tracking the surveys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUltimately,\u201d he said, \u201cI must wonder where the process fell apart,\u201d a question shared by sailors on the Shiloh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHow is this not being investigated is beyond me,\u201d one sailor wrote in the May 2016 survey.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/08\/17\/water-on-deck-get-out-the-navys-official-report-of-the-fitzgeralds-catastrophe-at-sea\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"209\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screen-Shot-2017-08-17-at-5.48.43-PM.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Water on deck!\u2018 \u2018Get out!\u2018 \u2014 The Navy&#8217;s official report of the Fitzgerald&#8217;s catastrophe at sea<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Sailors had less than a minute to escape as seawater blasted through a massive hole in the destroyer Fitzgerald after a container ship struck its starboard side on June 19.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>\u201cI HOPE THIS SURVEY IS READ\u201d<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Navy officials said Aycock\u2019s boss was aware of the issues, the trajectory of the three surveys slopes downward in several categories, suggesting little improved during Aycock\u2019s tenure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several survey questions show a precipitous drop between the final survey of Aycock\u2019s predecessor, Capt. Kurush F. Morris, and the November survey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About 63 percent of responding Shiloh sailors said they trusted leadership to treat them fairly under the last survey of Morris\u2019 tenure, in March 2015. That figure plunged to 31 percent in Aycock\u2019s November survey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Percentages of those proud to be part of the Shiloh, those motivated to do their best and those who trusted leadership with their best interests all fell among responding sailors between the final Morris survey and the November survey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perkins would not confirm the number of Aycock-related complaints received.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said one Aycock complaint is still being investigated, but would not expound on it, citing the ongoing investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy treats complaints about a ship\u2019s commanding officer very seriously,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the time of the third survey in November, some sailors were asking when help would arrive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI wonder how long will it take for \u2018BIG NAVY\u2019 to step in,\u201d one sailor wrote. \u201cI hope this survey is read, and change will come.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another sailor questioned the point of the surveys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is the third survey I have taken in the past year and now don\u2019t know what to expect from them,\u201d the sailor wrote. \u201cIf the climate of the command has not changed by now obviously these are not a functional tool.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The surveys are not mandatory, and participation among Shiloh sailors declined from the May 2016 survey report to the November report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoffman, the retired skipper, theorized sailors may have felt there was no point in filling them out because nothing changed, a sentiment echoed in some comments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese kids are tired and emotionally beat,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As time passed, the sailors said the Shiloh became notorious along the Yokosuka, Japan, waterfront.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt doesn\u2019t make me proud when I tell someone that I\u2019m on the SHILOH and they respond with \u2018man that sucks,\u2019\u201d one sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEven taxi drivers Know [sic] us by the ship who has the worst captain and people trying to commit suicide,\u201d another wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hoffman wondered how Aycock\u2019s bosses could not have known the extent of Shiloh\u2019s issues if Yokosuka cabbies reportedly knew about them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI put the bulls eye back on [Aycock\u2019s boss] for letting this fester,\u201d Hoffman said. \u201cHe ignored the one tool that the Navy has in place to manage the internal mood of the ship and allowed this CO to continue to drag the ship into a deeper abyss.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By the May 2016 survey, the entire waterfront knew of the Shiloh\u2019s issues, \u201cand how terrible the command has become,\u201d one sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI feel like I would be better off being a hobo in San diego [sic] than show up to work onboard USS Shiloh,\u201d the sailor wrote.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link with dereliction, faces possible discharge<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The guided-missile cruiser Shiloh sailor who was presumed lost at sea only to be found a week later in the ship\u2019s engine room was charged with abandoning watch and dereliction of duty after admitting that he intentionally hid from his fellow sailors, Navy officials say. <\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>\u201cTHIS COMMAND IS RAN OFF OF FEAR\u201d<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aycock \u201cbelittles the XO in public\u201d and \u201chas his hands in every process,\u201d slowing everything up, a sailor wrote in the November survey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recurring theme of the surveys was the commanding officer\u2019s micromanagement and how it rendered the chiefs mess powerless and unable to defend its lower-enlisted sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMost Khaki wonder how they will physically and mentally survive the remaining months and all are burnt out,\u201d one sailor wrote in the May 2016 survey. \u201cOur sailors do not trust the CO and because all decisions are made by the CO, the Sailors do not trust us. This is a very real problem.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One sailor wrote in the November survey that the chiefs mess was no longer \u201cthe back bone of the ship\u201d because they couldn\u2019t lead their divisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDivision Officer {sic] are so scared of the CO that they can not make a decision,\u201d the sailor wrote. \u201cDept Heads are all yes men who will never go against the grain. [Executive officer] and [command master chief] are exactly the same as DEPT HEADS. This command is ran off fear.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two months into Aycock\u2019s tour, the August 2015 survey shows sailors scared of making basic mistakes and being taken to captain\u2019s mast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re afraid to clean in the morning for clamp down in case they get caught using soap without gloves on because they know their career could be in jeopardy,\u201d another sailor wrote in the May 2016 survey. \u201cWe\u2019re all human, people make mistakes. Punishments should be handled at the lowest level possible. I feel my chain of command has no power in covering for their people.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors also complained of restrictive liberty policies that fostered more ill will.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI now have to route a chit 3 days in advanced (sic) to stay overnight with my friends or visiting family members,\u201d one sailor wrote. \u201cI have to explain to my wife that no I cannot go out and stay at our friends (sic) house right off base because my captain doesn\u2019t see me as an adult.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Shiloh no longer felt like home, according to one sailor, and the crew no longer felt like family.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a place we despise going to and cannot wait to leave,\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several sailors cried foul in the May 2016 survey over Aycock brushing aside proposed Black History Month celebrations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an email to the crew responding to a CO suggestion box comment, Aycock denied shutting down Black History Month, but said that \u201cwe did not have a program that ensured that every diverse group was equally and fairly recognized.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe cannot recognize one group in such a way that another group feels excluded or less important,\u201d Aycock wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One sailor in the survey said that led some African American shipmates to conclude Aycock was racist, furthering the ship\u2019s discordant vibe in the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome of the unnecessary stress that passes down makes the climate go down,\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe only fair treatment,\u201d another wrote, \u201cis that everyone is equally treated as almost worthless.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/08\/23\/7th-fleet-commander-sacked-days-after-second-deadly-collision\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/3415351.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">7th Fleet commander sacked days after second deadly collision<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Adm. Joseph Aucoin after a rash of accidents have raised fundamental questions about the ships in 7th Fleet, including whether they are able to safely execute even the most basic functions expected of naval warships based in one of the most volatile regions on earth.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>\u201cI NOW HATE MY SHIP AND MY JOB\u201d<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Shiloh surveys under Aycock show respondents feeling exhausted, overworked and concerned about the mental health of themselves and their shipmates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we went to war I felt like we would have been killed easily and there are ppl [sic] on board who wanted it to happen so we could just get it over with,\u201d one sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A junior sailor wrote of feeling expendable and insignificant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy voice will never be heard unless a mistake was made, my tasks will never be acknowledged unless it was botched, and my presence will never be important unless I\u2019m absent,\u201d the sailor wrote. \u201cI\u2019m just an individual to force feed qualifications to, sweep the same p-way 4 times a day, constantly lecture about being responsible on liberty, and a crew member with a 33% chance to go to mast.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another decried how decisions were made \u201cin a vacuum,\u201d and that this led to \u201cinhumane\u201d work hours and an unsustainable operational tempo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt has taken its toll and its [sic] only a matter of time before something horrible happens,\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have been crying out for help to medical, chaplain and i [sic] am afraid to inform anyone due to a negative impact on my career,\u201d another sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI now hate my ship and my job,\u201d one sailor wrote. \u201cI now hate myself and the depressed, mindless person I\u2019ve become. I feel like all the emotion and ambition i [sic] had is gone and i\u2019m [sic] floating in chaos and confusion.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sailor said there were days when they would have committed suicide if it hadn\u2019t been for their division officer and lead petty officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut they look so depressed and exhausted too,\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the May 2016 survey, several shipmates called out a policy where sailors who reported feeling suicidal were placed on restricted liberty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am honestly worried people will stop asking for help due to the worry of being punished,\u201d one crew member wrote. \u201cWhy would someone ask for help just to be forced to stay in the location that is making them feel that way.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One November survey comment encapsulates the long hours on the Shiloh, a prevalent issue in 7th Fleet after the Fitzgerald and John S. McCain collisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMembers, especially leaders, are so worn out, beat down, and overworked, that they are almost incapable of being effective,\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Department heads did nothing, but it wasn\u2019t their fault, the sailor continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe incessant meetings, combined with 3-section watch, combined with all the cumbersome administrative processes onboard has made it almost impossible to accomplish the mission,\u201d the sailor wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Division officers \u201chave to do all of the work that is pushed down from Department Heads, since they cannot complete anything because of their schedules. Leaders do not have time to take care of themselves, and it greatly impacts their ability, or lack thereof, to take care of their Sailors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sailor suggested \u201cmajor schedule and watch rotation changes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are all people,\u201d the sailor wrote. \u201cNot machines.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are suffering,\u201d another wrote. \u201cWe are so disrespected, beat down and unable to do our jobs.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Morale aboard the cruiser Shiloh plummeted during the command of Navy Capt.
