This year, it fell to a 13 percent selection rate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But those were still the third best odds to be selected over the past two decades, trailing only fiscal years 2019 and 2014.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 20-year average is pegged at about an 11 percent selection rate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compare that to the 22 percent selection rate averaged by first class petty officers looking to make chief over the same span, or the 14 percent cut for senior chiefs vying for the master chief grade.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/04\/02\/why-the-navy-will-make-fewer-e-9s-this-year\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"250\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Navy-E-9-Pin.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why the Navy will make fewer E-9s this year<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy is growing but that&#039;s not reflected in the master chief quotas for fiscal year 2020.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The E-8 selection board began its work on April 22 at the <a href=\"https:\/\/www.public.navy.mil\/bupers-npc\/Pages\/default.aspx\" target=_blank>Navy Personnel Command<\/a> in Millington, Tennessee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For FY 2020, 12,764 eligible chief petty officers will compete for 1,653 quotas to move up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the number of chiefs eligible for review fell by 500 this year, the board also faced a loss of 200 quotas<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy Divers have the best chance to get ahead, if they\u2019re rated as master divers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year, all 14 chiefs who are master divers will become senior chiefs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That contrasts with the 116 other eligible Navy Divers in the non-master group.
