But here&#8217;s the good news for candidates: It ticked up this year.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">That\u2019s the news as <\/span>The fiscal <span class=\"rte rte-comment\">year <\/span>2017 E-8 selection board convened Monday<span class=\"rte rte-comment\">today<\/span> with a slate of quotas that will allow them to pick<span class=\"rte rte-comment\">select<\/span> 1,613 of 13,516 eligible chiefs<span class=\"rte rte-comment\"> seeking senior chief&#8217;s star this year<\/span>.<\/p>\n\n\n\n<p>Though there\u2019s 775 more eligible chief petty officers this year, there\u2019s also 157 more quotas which pushed overall opportunity up to 11.9<span class=\"rte rte-comment\">3<\/span> percent.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/ec.militarytimes.com\/static\/pdfs\/E8-Quotas-Active-Cycle-229-2016.pdf\"><strong>Here are\u00a0the full E-8 quotas for active-duty.<\/strong><\/a><\/p>\n\n\n\n<p>The increase is up from last year\u2019s 11.4<span class=\"rte rte-comment\">3<\/span> percent, though slightly short of the 12.03 percent shot <span class=\"rte rte-comment\">realized <\/span>two year<span class=\"rte rte-comment\">\u2019<\/span>s ago \u2014 and well<span class=\"rte rte-comment\">quite<\/span> short of the nearly two-decade high of 13.6<span class=\"rte rte-comment\">2<\/span> percent off <span class=\"rte rte-comment\">the fiscal 2014 board <\/span>just three years ago.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">And <\/span>The Navy\u2019s top personnel officer says the best news is that <span class=\"rte rte-comment\">he believes the rise shows that <\/span>opportunity has stabilized and <span class=\"rte rte-comment\">that opportunity <\/span>will remain close to this mark<span class=\"rte rte-comment\">, in the coming years<\/span>.\u00a0<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Putting on senior chief, through the years, <\/span>It&#8217;s tough to make E-8.\u00a0<span class=\"rte rte-comment\">has been statistically the toughest rate to achieve. <\/span>Historic percentages show it annually has the lowest percentage of advancement in the enlisted paygrades. Force structure in these paygrades is limited by law and based on the total size of the enlisted workforce.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The best news of all is that again this year, every considering chief&#8217;s a step up has a quota for at least one sailor to put on their star<\/p>\n\n\n\n<p>In all, fewer<span class=\"rte rte-comment\">less<\/span> ratings are advancing above the Navy-wide average, with just 34 of the <span class=\"rte rte-comment\">of the <\/span>86 advancement groups at this level.\u00a0That\u2019s down from 47 last year when there were 88 groups<span class=\"rte rte-comment\">, though still better than the 32 who advanced above the Navy-wide average last year<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This increased the numbers of below average ratings to 52, up from last year&#8217;s 41, and still better than the 56 below-average ratings two years ago.<\/p>\n\n\n\n<p>Of note is the Navy diver rating, where there are 142 chiefs split between two competitive groups \u2014 Group 1 are those qualified as master divers, while Group 2 members hold lesser, first class diving qualifications. There are nine quotas for those who wear the master diver badge and\u00a0<span class=\"rte rte-comment\">For those with the master diver qualification, there are quotas for nine to advance, but <\/span>only five qualified chiefs available to fill them<span class=\"rte rte-comment\">ose billets<\/span>. It&#8217;s likely that all of them will advance, although\u00a0<span class=\"rte rte-comment\">likely, all will advance, though <\/span>the board has the option to give back quotas if they don\u2019t feel someone is qualified. <span class=\"rte rte-comment\">Still, <\/span>This 100 percent opportunity<span class=\"rte rte-comment\">, this group<\/span> tops the list for the second straight year.<\/p>\n\n\n\n<p>But their diving counterparts, with <span class=\"rte rte-comment\">the <\/span>only the first class qualification, are among the worst advancing groups this year with seven quotas and 131 eligible chiefs, for a 5.3 percent shot. <span class=\"rte rte-comment\">competing just a 5.34 percent shot at moving up.<\/span><\/p>\n\n\n\n<p>This year is the first that Seabee sailors from the builder, steelworker and engineering aide ratings will compete to enter the newly created compression rating of senior chief constructionman. With 161 eligible sailors from these three ratings, sailors will have a higher-than-average chance of 14.3 percent.\u00a0<span class=\"rte rte-comment\">competing for sailors have a slightly higher than average 14,29 percent chance to move up.<\/span><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">This year&#8217;s other milestone is that those selected <\/span>Those selected will be\u00a0<span class=\"rte rte-comment\">this year will be <\/span>the first year-group of senior chiefs who must attend the <span class=\"rte rte-comment\">for whom attendance of the <\/span>Senior Enlisted Academy to be eligible for master chief.\u00a0<span class=\"rte rte-comment\">Program over the next three years will be mandatory for them to compete in three years in order to be eligible to advance to master chief.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Those seeking E-8 must nab one of the 13,516 quotas.
