James Kilby, is <span class=\"apple-converted-space\"><span><span class=\"rte rte-comment\"><span style=\"padding: 0in; border: 1pt none windowtext; color: #333333;\">still about<\/span><\/span><\/span><span class=\"apple-converted-space\"><span style=\"color: #333333;\">two years<span class=\"apple-converted-space\"><span><span class=\"rte rte-comment\"><span style=\"padding: 0in; border: 1pt none windowtext; color: #333333;\">out<\/span><\/span><span class=\"apple-converted-space\"><span style=\"color: #333333;\">from becoming a reality \u2014 the latest sign that the surface Navy is finally getting serious about tactics training and development. <\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p><span style=\"color: #333333;\">In a Jan. 15 speech at the annual Surface Navy Association symposium, Kilby <\/span><span class=\"rte rte-comment\" style=\"color: #333333;\">is <\/span><span style=\"color: #333333;\">spread<\/span><span class=\"rte rte-comment\" style=\"color: #333333;\">ing<\/span><span style=\"color: #333333;\"> the gospel about a center that will train young officers to be experts at surface warfare weapons<\/span><span class=\"apple-converted-space\" style=\"color: #333333;\"><span><span class=\"rte rte-comment\"><span style=\"padding: 0in; border: 1pt none windowtext; color: #333333;\">systems<\/span><\/span><\/span><span style=\"color: #333333;\">and sensors and then send these graduates back to the fleet to train combat information center watchstanders to be, well, the best of the best.<span class=\"apple-converted-space\"><span><span class=\"rte rte-comment\"><span style=\"padding: 0in; border: 1pt none windowtext; color: #333333;\">Then those officers will return to the fleet and train combat information center watch standers,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kilby said he is hoping to get beyond dry standard operating procedures <span class=\"apple-converted-space\"><span><span class=\"rte rte-comment\"><span style=\"padding: 0in; border: 1pt none windowtext; color: #333333;\">and doctrine<\/span><\/span><span class=\"apple-converted-space\"><span style=\"color: #333333;\">and instill the &#8220;why,<\/span><span><span class=\"rte rte-comment\"><span style=\"padding: 0in; border: 1pt none windowtext; color: #333333;\">&#8221; behind the &#8220;how,<\/span><\/span><\/span><span style=\"color: #333333;\">&#8221; to create officers with a deeper understanding of how the <span class=\"apple-converted-space\"><span><span class=\"rte rte-comment\"><span style=\"padding: 0in; border: 1pt none windowtext; color: #333333;\">Navy&#8217;s<\/span><\/span><span class=\"apple-converted-space\"><span style=\"color: #333333;\">ships fight.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The school continues the push to better train junior SWOs on tactics, including <a href=\"http:\/\/archive.navytimes.com\/article\/20130718\/CAREERS03\/307180002\/SWO-tactics-schools-hope-breed-anti-sub-ninjas-top-Aegis-minds\" title=\"http:\/\/archive.navytimes.com\/article\/20130718\/CAREERS03\/307180002\/SWO-tactics-schools-hope-breed-anti-sub-ninjas-top-Aegis-minds\">the start up of weapons tactics instructor courses<\/a> two years ago to teach advanced sub-hunting and air defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;re going to take &#8216;Did you do this, yes or no?&#8217; to &#8216;Why did you do this?&#8217; Let&#8217;s look at the [tactical memorandum] and see why you did that, let&#8217;s try it this way,&#8221; Kilby said. &#8220;And then repeat and repeat and repeat. So there is learning that happens there, not just an assessment, but a knowledge transfer.&#8221;<\/p>\n\n\n\n<p><span style=\"color: #333333;\">The new school will target lieutenants coming out of their second division officer school who are recommended by their chain of command.
