{"id":23774,"date":"2020-09-21T20:05:15","date_gmt":"2020-09-21T20:05:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/09\/21\/fresh-insights-into-theodore-roosevelts-covid-19-outbreak-provided-in-newly-released-records\/"},"modified":"2026-08-08T19:17:53","modified_gmt":"2026-08-08T19:17:53","slug":"fresh-insights-into-theodore-roosevelts-covid-19-outbreak-provided-in-newly-released-records","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/09\/21\/fresh-insights-into-theodore-roosevelts-covid-19-outbreak-provided-in-newly-released-records\/","title":{"rendered":"Fresh insights into Theodore Roosevelt\u2019s COVID-19 outbreak provided in newly released records"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Navy last week released <a href=\"https:\/\/www.secnav.navy.mil\/foia\/readingroom\/SitePages\/Home.aspx?RootFolder=%2Ffoia%2Freadingroom%2FHotTopics%2FTR%20INVESTIGATION&#038;FolderCTID=0x012000C9F89F68DF40E744A067873ECF6220C0&#038;View=%7B854CB8F6%2D5C90%2D46E6%2DA4A1%2D11FD0F9B23C6%7D\" target=_blank>a fresh tranche of records<\/a> from the investigation into the COVID-19 outbreak aboard the aircraft carrier <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/06\/19\/capt-crozier-wont-be-reinstated-as-the-commander-of-the-carrier-theodore-roosevelt\/\" target=_blank>Theodore Roosevelt<\/a> this spring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those records include statements from leadership, emails and other materials offering further insight into those harried days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the new revelations:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2666 Several members of the ship\u2019s medical department \u2014 including the carrier\u2019s senior medical officer \u2014 considered leaking a letter to the media about the dire conditions on the ship by late March, around the time that a similar call for help was sent to higher-ups by then-commanding officer <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/06\/19\/capt-crozier-wont-be-reinstated-as-the-commander-of-the-carrier-theodore-roosevelt\/\" target=_blank>Capt. Brett Crozier<\/a>, correspondence that leaked to the media and led to his firing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn their letter, the (medical department) signatories outlined their concerns over the situation on TR, detailed the possibility of 50 fatalities onboard the TR based on their assessment of published COVID-19 mortality rates at the time, and threatened to release their letter to the media,\u201d a timeline of events states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/09\/19\/captain-says-he-knowingly-risked-career-with-virus-warning\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Crozier_Capt.-Brett.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Teddy Roosevelt captain says he knowingly risked career with virus warning<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">In a witness statement, Capt. Brett Crozier said he wrote the now-famous email in an urgent effort to help avoid a \u201clarger catastrophe.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Crozier asked them not to send the letter to the media \u201cbecause he had sent his email, with the attached letter, up the chain of command and thought it would address their concerns,\u201d according to the timeline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the end, <a href=\"https:\/\/www.navytimes.com\/off-duty\/military-culture\/2020\/04\/16\/navy-ids-sailor-who-died-from-covid-19-complications\/\" target=_blank>Chief Aviation Ordnanceman Charles R. Thacker<\/a>, 41, was the lone TR sailor to die of COVID-19 complications, but roughly a quarter of the ship\u2019s 5,000 crewmembers were infected.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.secnav.navy.mil\/foia\/readingroom\/SitePages\/Home.aspx?RootFolder=%2Ffoia%2Freadingroom%2FHotTopics%2FTR%20INVESTIGATION&#038;FolderCTID=0x012000C9F89F68DF40E744A067873ECF6220C0&#038;View=%7B854CB8F6%2D5C90%2D46E6%2DA4A1%2D11FD0F9B23C6%7D\" class=\"smg-interstitial-link__fallback-link\">Go here to read the newly released records<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">\u2666 As the Navy scrambled to figure out housing for TR sailors in Guam, &#8220;human suffering\u201d was the order of the day in an aft section of the ship set up to isolate sailors who had been in contact with shipmates who tested positive, the ship\u2019s executive officer told investigators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSailors are not dumb, they knew they were all in close contact,\u201d <a href=\"https:\/\/www.public.navy.mil\/airfor\/cvn71\/Pages\/ExecutiveOfficer.aspx\" target=_blank>Capt. Daniel Keeler<\/a> said in a May statement. \u201cWe were as open and honest about the situation as we could be.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2666 The new records indicate that feeding the crew out of the ship became challenging as an increasing number of cooks tested positive for the coronavirus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMeals and conditions were spartan and grew increasingly crowded,\u201d Keeler said of the aft isolation section. \u201cSailors had nothing to do except sit in crowded and unpleasant berthing\/lounges with other Sailors who might be sick.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/06\/19\/capt-crozier-wont-be-reinstated-as-the-commander-of-the-carrier-theodore-roosevelt\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Crozier.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Capt. Crozier won\u2019t be reinstated as the commander of the carrier Theodore Roosevelt<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The decision came after a deeper probe into how Crozier handled a highly publicized COVID-19 outbreak on the ship.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Keeler, who came aboard as XO in early March, called the aft berthing quarantine plan \u201ca failure\u201d that he regretted attempting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSailors in aft berthing had anxiety when a rack \u2018neighbor\u2019 would test positive,\u201d <a href=\"https:\/\/www.secnav.navy.mil\/foia\/readingroom\/HotTopics\/TR%20INVESTIGATION\/9.%20APPENDIX%20H-ES%20-%20REDACTED%20FOR%20RELEASE.pdf\" target=_blank>he told investigators.<\/a> \u201cThey knew they had been sleeping next to that Sailor for at least a few days. It was obvious to (the senior medical officer), (command master chief) and I that the entire ship was in close contact and we all needed to go into proper quarantine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the investigation has chided TR leadership for not following social distancing protocols as the carrier headed for Guam, Keeler noted that such distance isn\u2019t really possible on a carrier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith 4800 onboard, there was no way to draw a 6-foot circle around every Sailor and still operate,\u201d he said in his statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2666 Crozier\u2019s April 2 firing was like \u201cdropping a nuclear bomb in the middle of an ongoing crisis,\u201d Keeler said. \u201cHis relief took over everything for two or three days.
