For decades, the Saudis were the world\u2019s top exporter and swing producer, able to change output to meet fluctuations in market demand. Would an assault on their oil bring panic and an extreme rise in prices?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now there is an answer. The recent drone and missile attacks at Abiqaiq, Saudi Arabia\u2019s largest oil processing center, caused the worst sudden supply disruption in history, knocking out <a href=\"https:\/\/www.wsj.com\/articles\/saudis-have-restored-50-of-lost-production-energy-minister-11568743711\" target=_blank>nearly 6 million barrels per day<\/a>, half of the country\u2019s total production and about 5 percent of global supply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But not much happened in the aftermath. There\u2019s been renewed rhetorical fire and fury between Iran and the U.S., a plan to deploy U.S. <a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/u-s-deploy-military-forces-saudi-arabia-after-drone-attacks-n1057216\" target=_blank>\u201cair and missile defense\u201d troops<\/a> in Saudi Arabia, and a promised <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/09\/trump-orders-iran-sanctions-saudi-readies-attack-evidence-190918132018882.html\" target=_blank>increase in U.S. sanctions<\/a>. (Amr Nabil\/AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>History not a guide<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We\u2019ve seen the impact oil shocks can have. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Iranian Revolution of 1978-79 took <a href=\"https:\/\/www.globalpetrolprices.com\/articles\/28\/\" target=_blank>about 5 million barrels per day or 9 percent of global supply<\/a> off the market, at a time when oil demand was rising and the Saudis weren\u2019t able to fill the gap. Prices more than doubled and remained high for over a year, raising inflation and <a href=\"https:\/\/theconversation.com\/how-the-federal-government-came-to-control-your-cars-fuel-economy-94467\" target=_blank>bringing a new era of smaller vehicles<\/a>, energy conservation and lower oil consumption. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A decade later, when Iraq\u2019s invasion of Kuwait took out exports from both countries, <a href=\"https:\/\/www.econlib.org\/archives\/2014\/06\/who_caused_the.html\" target=_blank>amounting to 4.3 million barrels per day<\/a>, or 5 percent of global supply, the price rise was small and brief. The Saudis had more oil on tap and were able to replace the loss.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This history helps explain why some observers, in the heat of the moment, thought that the attacks on Saudi facilities at Abiqaiq would push prices up <a href=\"https:\/\/oilprice.com\/Energy\/Oil-Prices\/Platts-Oil-Could-Test-80-After-Attacks-In-Saudi-Arabia.html\" target=_blank>30 percent or more<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">World prices did <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-09-15\/oil-prices-jump-19-after-attack-cuts-saudi-arabian-supplies\" target=_blank>rise to US $69 per barrel<\/a> the day after the attacks, but quickly <a href=\"https:\/\/www.bloomberg.com\/energy\">fell back to around $64<\/a>, where they\u2019d been for much of the summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Geopolitical tensions certainly didn\u2019t relax. The Trump administration blamed Iran for the attacks and spoke of a <a href=\"https:\/\/www.politico.com\/story\/2019\/09\/15\/trump-locked-loaded-iran-saudi-arabia-1497452\" target=_blank>possible military strike<\/a>, despite a claim of <a href=\"https:\/\/www.reuters.com\/article\/us-saudi-aramco-houthis-emirates\/yemens-houthis-threaten-to-attack-united-arab-emirates-targets-idUSKBN1W3282\" target=_blank>responsibility by the Houthis in Yemen<\/a>. Iran denied responsibility while the Saudi government <a href=\"https:\/\/www.bbc.com\/news\/world-middle-east-49746645\" target=_blank>insisted the country was at fault<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite these rattling sabers, the markets have remained relatively calm. One reason may be that the Saudis seem able to divert enough oil from other sources <a href=\"https:\/\/www.eia.gov\/petroleum\/weekly\/\" target=_blank>to keep exports at pre-attack levels<\/a> for a week or more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also, <a href=\"https:\/\/www.npr.org\/2019\/09\/19\/762065119\/what-we-know-about-the-attack-on-saudi-oil-facilities\" target=_blank>photos of the attacked sites<\/a> reveal a fairly sophisticated, precision-targeted operation and serious but limited damage. Individual buildings were not destroyed, as shown by images of <a href=\"https:\/\/www.aljazeera.com\/news\/2019\/09\/saudi-oil-attacks-latest-updates-190916102800973.html\" target=_blank>more than a dozen spheroidal structures<\/a> in which crude is depressurized and explosive gases are recovered. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.hydrocarbons-technology.com\/projects\/abqaiq-aramco\/\" target=_blank>Abqaiq<\/a> processing center removes these gases and toxic hydrogen sulfide from crude oil, making it safe for export. (Saudi Press Agency via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><i><b>American powerhouse<\/b><\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new reality of world oil supply that has recently emerged explains why panic remains unlikely with current conditions. And central to this reality is the radically new role played by the U.S., one that will not wither or weaken anytime soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In just six years, America\u2019s production of crude oil rose so rapidly that it surpassed that of both Russia and Saudi Arabia, increasing from <a href=\"https:\/\/www.eia.gov\/todayinenergy\/detail.php?id=40032\" target=_blank>5.5 million to 12.2 million barrels per day<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is <a href=\"https:\/\/www.reuters.com\/article\/us-oil-opec-capacity\/global-spare-oil-capacity-in-us-hands-after-saudi-outage-idUSKBN1VZ0ND\" target=_blank>now forecast<\/a> to reach over 13 million barrels per day in 2020. Adding to this other petroleum liquids, especially those derived from natural gas, the total rises to 18 million barrels per day, a level no country has ever before achieved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There has also been the lifting of a 40-year ban on oil exports, a policy Congress reversed in 2015. As a result, exports went from near-zero to <a href=\"https:\/\/www.eia.gov\/dnav\/pet\/hist\/LeafHandler.ashx?n=PET&#038;s=MCREXUS2&#038;f=M\" target=_blank>over 3 million barrels per day<\/a> by mid-2019, surpassing most countries in the <a href=\"https:\/\/www.cnn.com\/2013\/07\/30\/world\/opec-fast-facts\/index.html\" target=_blank>OPEC<\/a> group. A particularly striking number here is that America\u2019s need for imports of crude oil have fallen from 60 percent a mere 8 percent <a href=\"https:\/\/www.spglobal.com\/platts\/en\/market-insights\/latest-news\/shipping\/061119-us-to-become-net-oil-exporter-in-november-eia\" target=_blank>in a single decade<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What does this mean for the global market? Two things: that the world has gained a massive new source of supply, while dropping a longtime source of imports. The overall effect has been to keep the market better supplied than in the past. Another effect has been to eliminate worries about the world running out of oil.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still more, the historical anxiety in the U.S. about \u201cforeign oil\u201d (and over-dependence on OPEC) has also been erased. This hasn\u2019t stopped prices from being volatile at times. But it has added a degree of background stability; supply is no longer controlled by autocratic regimes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the attacks on Abqaiq had occurred 10 years ago, prices would have shot far higher and not fallen back so quickly. If President Trump were to order a military response, and war broke out in the Persian Gulf, serious impacts on the oil market would ensue. And more provocations from Iran are <a href=\"https:\/\/slate.com\/news-and-politics\/2019\/09\/iran-saudi-arabia-oil-missile-trump.html\" target=_blank>entirely possible<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To date, the global oil market has been tested by this growing conflict and shown to be more resilient than in the past.
