{"id":25779,"date":"2022-01-19T16:27:53","date_gmt":"2022-01-19T16:27:53","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2022\/01\/19\/russian-attack-could-happen-any-minute-ukraine-official-says\/"},"modified":"2026-08-08T06:08:55","modified_gmt":"2026-08-08T06:08:55","slug":"russian-attack-could-happen-any-minute-ukraine-official-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/flashpoints\/2022\/01\/19\/russian-attack-could-happen-any-minute-ukraine-official-says\/","title":{"rendered":"Russian attack could happen \u2018any minute\u2019 Ukraine official says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Even as U.S. Secretary of State Antony Blinken <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2022\/01\/18\/blinken-to-meet-with-senior-russian-as-ukraine-tensions-soar\/\" target=\"_blank\">plans to meet with his Russian counterpart Friday<\/a>, Russia is increasing the number of troops, weapons, intelligence-gathering and electronic warfare capabilities along the border with Ukraine, and now has the ability to strike Kyiv with medium-range ballistic missiles, according to a recent Ukrainian government assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A new Russian invasion of Ukraine could take place at \u201cany minute,\u201d a Ukrainian official told Military Times Wednesday morning, echoing a similar statement made Tuesday by White House spokeswoman Jen Psaki.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you put it in terms of green, yellow and red, I would say we are at yellow-plus,\u201d the official said of the state of alert of Ukrainian forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe issues of creating strike groups near the borders of Ukraine, mobilization, logistical support, transfer of significant military contingents (including by air) from the \u2018internal\u2019 military districts of the Russian Federation were practically worked out,\u201d according to the Ukrainian assessment, shared with Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia now has 36 Iskander medium-range ballistic missile systems arrayed around Ukraine\u2019s border, according to the assessment. Many have the ability to hit Kyiv, the Ukrainian government official told Military Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIskanders are capable of striking objects at a depth of 500-700 km,\u201d or about 300 to 460 miles, according to the assessment. That means missiles could hit<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to the missile threat, Russia has increased its intelligence activity against Ukraine, according to the assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAdditional maneuver [signals intelligence] units were redeployed next to the Ukrainian border,\u201d the assessment read. Russian reconnaissance aircraft \u201cfly along the border of Ukraine and above the water areas of the Black Sea and the Sea of Azov\u201d at three times the rate seen at the same period last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has also maintained a Reinforced Naval Group in the Black and Azov seas, according to the assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cElements of the naval landing operation are being worked out,\u201d it states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/11\/20\/russia-preparing-to-attack-ukraine-by-late-january-ukraine-defense-intelligence-agency-chief\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"168\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21113343743431.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russia preparing to attack Ukraine by late January: Ukraine defense intelligence agency chief<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Russia is building toward the ability to carry out an attack on Ukraine, the head of it&#039;s defense intelligence agency told Military Times.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cRussia continues to deploy troops and maintain reinforced troops near Ukraine\u2019s border to maintain tensions in the region and political pressure on neighboring states,\u201d the assessment found. \u201cIn this way, the [Russian Federation] creates a group capable of conducting offensive operations against Ukraine, and redeploys part of its troops from the central and eastern regions \u2026 to its western border to keep them there on a permanent basis.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian officials have denied plans to attack Ukraine, instead blaming Ukraine, the U.S. and its allies for fomenting problems. The Russian embassy did not immediately respond to a request for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In all, about 14,000 people have died since Russia annexed Crimea and invaded Ukraine in 2014.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2022\/01\/18\/blinken-to-meet-with-senior-russian-as-ukraine-tensions-soar\/\">Blinken visited Ukraine<\/a> on Wednesday, the Biden administration said it\u2019s providing <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/01\/19\/us-boosts-military-aid-to-ukraine-as-russia-tensions-soar\/\" target=\"_blank\">an additional $200 million in defensive military aid<\/a> to the country amid the fears of a Russian invasion, according to The Associated Press.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Ukrainian military official declined to say what was in that shipment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like the Ukrainians, the Pentagon does not know Putin\u2019s final plan, spokesman John Kirby told reporters Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe still don\u2019t believe that he\u2019s made a final decision\u201d on whether to attack Ukraine, Kirby said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there are no plans to add U.S. troops to <a href=\"https:\/\/www.militarytimes.com\/news\/2021\/12\/13\/full-on-russian-invasion-and-threat-to-us-troops-in-ukraine-unlikely-right-now-experts-say\/\">the cadre of more than 100 Florida National Guard soldiers<\/a> in western Ukraine who are training and advising Ukraine\u2019s military, according to Kirby.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re going to continue to watch the situation on the ground and we need to make decisions for force protection purposes,\u201d Kirby said. \u201cWe\u2019ll do that but there is no there are no planned additional rotational troops to you to Ukraine at this time,\u201d he said, adding that there are \u201cno changes to what the Florida National Guard is doing on the ground.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adding to concerns, Russia is moving stockpiles of ammunition, field hospitals and security services to the border of Ukraine, \u201cwhich confirms the preparation for offensive operations,\u201d the Ukrainian assessment stated. \u201cTank, motorized and artillery units from the Central Military District of the Russian Federation continue to be transferred to the areas near the Ukrainian border in the Bryansk, Smolensk and Kursk regions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine estimates there are now 54 Russian Battalion Tactical Groups \u201con constant alert\u201d near the Ukrainian borders, an increase of two BTGs from the previous week. All told, there are 106,000 ground troops and additional 11,000 naval and aviation troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Echoing what Ukraine Brig. Gen. Kyrylo Budanov told Military Times in November, U.S. officials now say Russia could attack through Belarus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think what we should be concerned about is not whether it increases the intent, but whether or not it increases the capability and their ability to launch an invasion of Ukraine with an intent to topple the government,\u201d a senior State Department official said Tuesday afternoon about Russian troop movements into Belarus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The official expressed alarm at the arrival of those troops on Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRussian military units began arriving in Belarus again under the guise of joint exercises,\u201d the Ukrainian assessment stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The latest troop movement adds additional concerns about an incursion through Belarus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia and Belarus have already established a Joint Air Defense and Russian Air Space Force Command Center during \u201cZapad 2021\u2033 exercise, according to the Ukrainian assessment. The command center has been operating along the borders of Belarus since Nov. 25.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After Zapad 21 ended, Russia left behind S-400 Grodno anti-aircraft systems and Su-30 fighters, according to the Ukrainian assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the near future, the number of Russian Air Force aircraft at Belarusian airfields is expected to increase,\u201d the assessment stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, on Dec. 18, Belarus\u2019 Minister of Foreign Affairs \u201cdeclared his readiness to deploy Russian nuclear weapons on his territory,\u201d the assessment stated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOn January 17, Russian military units began arriving in Belarus again under the guise of joint exercises,\u201d the assessment read. \u201cThus, the territory of Belarus should be considered as a full-fledged theater of operations that Russia can use to expand aggression against Ukraine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those concerns are in addition to troops Russia already has in occupied Ukrainian territory, according to the assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRussia maintains its powerful military group\u201d of more than 35,000 in the occupied east, according to the assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vast majority are \u201cmercenaries from the local population,\u201d the assessment stated, adding that there are<b> <\/b>about 3,000 Russian troops, including generals and other high-ranking officers, \u201ctaking the key positions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Russian Federation does not adhere to the ceasefire regime and keeps the situation tense, unreasonably accusing Ukraine\u201d of fomenting trouble,\u201d the assessment stated. \u201cDaily up to 10 firings are observed on the line of contact in Donetsk and Luhansk regions. Of those, about 30% are \u2018prohibited\u2019 by the Minsk agreements because they were fired by weapons with a caliber of more than 100 mm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRussia continues militarization of the occupied Crimean peninsula and the entire Black Sea region in order to prepare them for the offensive,\u201d the assessment stated. \u201cThe number of Russian troops there is about 33 000 people. Deployment of the tactical nuclear weapons on the temporary occupied territory of Crimea is not excluded.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201csituation on the temporary occupied territories and around Ukraine remains difficult,\u201d according to the assessment. \u201cThe Kremlin continues to take measures to thwart Ukraine\u2019s Euro-Atlantic aspirations and aggravate the security situation in order to put pressure on our country and the West and to regain full control over Ukraine and split the EU and
