{"id":26084,"date":"2018-03-08T04:22:07","date_gmt":"2018-03-08T04:22:07","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/03\/08\/south-korea-leader-sees-more-obstacles-ahead-to-disarm-north-korea\/"},"modified":"2026-08-08T05:44:33","modified_gmt":"2026-08-08T05:44:33","slug":"south-korea-leader-sees-more-obstacles-ahead-to-disarm-north-korea","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/flashpoints\/2018\/03\/08\/south-korea-leader-sees-more-obstacles-ahead-to-disarm-north-korea\/","title":{"rendered":"South Korea leader sees more obstacles ahead to disarm North Korea"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">SEOUL, South Korea \u2014 South Korea\u2019s president said Thursday that many \u201ccritical moments\u201d still lie ahead to end the nuclear crisis despite <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/03\/06\/north-korea-reportedly-willing-to-hold-nuclear-talk-with-us\/\" title=\"\" class=\"\" target=\"_blank\">North Korea\u2019s recent outreach<\/a> to Seoul and Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moon Jae-in spoke before two senior Seoul officials left for the United States to brief officials about the outcome of <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/03\/06\/north-korean-dictator-seoul-envoys-have-openhearted-talk\/\" title=\"\" class=\"\" target=\"_blank\">their recent visit to North Korea<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Seoul officials said North Korea offered talks with the United States over normalizing ties and denuclearization of the Korean Peninsula. Seoul said the North also agreed to suspend nuclear and missile tests during such future talks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some experts <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2018\/02\/27\/trump-sees-talks-with-north-korea-only-under-right-conditions\/\" title=\"\" class=\"\" target=\"_blank\">question how sincere North Korea<\/a> is about its reported offers, citing what they call its track record of using past disarmament talks to wrest aid and concessions while covertly continuing its bomb program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the South Korean officials, North Korea said it has no reason to possess nuclear weapons as long as military threats against the country are removed and its security is guaranteed. That\u2019s the same positon North Korea has long maintained to justify its nuclear program or call for the withdrawal of 28,500 U.S. troops and a halt to annual U.S.-South Korean military drills as a condition for scrapping its nuclear program. The North sees the allies\u2019 drills as an invasion rehearsal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve overcome one critical moment. But there are many critical moments that we still have to go through before reaching the denuclearization of the Korean Peninsula and a permanent peace,\u201d Moon said in a meeting with church leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moon still described the outcome of his envoys\u2019 North Korea trip \u201ca big step toward denuclearization of the Korean Peninsula\u201d that was possible with \u201ca strong support\u201d by the U.S. government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s unclear whether the United States would accept the North\u2019s reported offer for talks. President Donald Trump expressed both hope and skepticism, calling the North\u2019s move \u201cpossible progress\u201d that also \u201cmay be false hope.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seoul and Washington plan to kick off their delayed springtime drills next month, and how sensitively the North reacts will affect the reconciliation mood revived by the North\u2019s participation in last month\u2019s Winter Olympics held in the South. The North responded to past joint drills by the allies with its own weapons tests and fiery rhetoric.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China, the North\u2019s most important ally, encouraged follow-up measures while noting the progress was in part due to the suspension of both North Korean nuclear tests and U.S.-South Korean military exercises during the Olympics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis proves that China\u2019s proposal of suspension for suspension was the right prescription for the problem and created basic conditions for the improvement of inter-Korean relations,\u201d Foreign Minister Wang Yi told reporters in Beijing. Wang said Pyongyang\u2019s security concerns should be addressed in return for denuclearization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moon and North Korean leader Kim Jong Un are to meet at a border village in late April, when the South Korea-U.S. drills would likely be still under way. If realized, the Moon-Kim meeting would mark the rivals\u2019 third-ever summit talks since their 1945 division, according to Moon\u2019s
