{"id":26597,"date":"2018-04-27T22:24:31","date_gmt":"2018-04-27T22:24:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/04\/27\/bosnia-faces-its-greatest-challenge-since-1990s-war-and-putins-not-helping\/"},"modified":"2026-08-08T06:26:43","modified_gmt":"2026-08-08T06:26:43","slug":"bosnia-faces-its-greatest-challenge-since-1990s-war-and-putins-not-helping","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/flashpoints\/2018\/04\/27\/bosnia-faces-its-greatest-challenge-since-1990s-war-and-putins-not-helping\/","title":{"rendered":"Bosnia faces its \u2018greatest challenge\u2019 since 1990s war, and Putin\u2019s not helping"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Ongoing political <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2017\/04\/18\/russian-rockets-fuel-tensions-in-the-balkans\/\" title=\"\" class=\"\" target=\"_blank\">tensions <\/a>leading into elections later this year in Bosnia could further destabilize the <a href=\"https:\/\/www.armytimes.com\/news\/2017\/08\/02\/pence-future-of-balkans-is-in-the-west\/\" title=\"\" class=\"\" target=\"_blank\">Balkan <\/a>region and offer opportunities for <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2017\/04\/12\/us-senator-blasts-russia-for-interference-in-balkans\/\" title=\"\" class=\"\" target=\"_blank\">Russia <\/a>to sow chaos, experts told Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Matthew Palmer told the House Foreign Affairs Committee last week that Bosnia is facing its \u201cmost serious challenges since the 1990s,\u201d when it was embroiled in a bloody, ethnically driven war that saw at least 100,000 killed during three years of fighting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And those challenges, left unchecked, could have \u201cserious consequences\u201d for the western Balkans, Europe and the United States, Palmer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Near-term solutions could include moving troops into key areas ahead of the elections this fall to counter any move by Russian forces, and putting in place a NATO membership action plan for Bosnia as early as July, experts said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The top general in NATO, U.S. Army Gen. Curtis Scaparrotti, told senators in March that the biggest threat Europe faces is Russian influence and aggression in the Balkans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the elections fail and a government is not produced from the process, Palmer said, Bosnia could face a \u201cprolonged post-election crisis.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While he cautioned that those events might not result in bloodshed, they do offer more opportunities for Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMost importantly, such internal problems in Bosnia and Herzegovina open the door to maligned actors such as Russia,\u201d Palmer said. \u201cWhich is intent on sowing chaos in the region and thwarting Bosnia\u2019s Euroatlantic future.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2018\/03\/08\/top-general-says-balkans-not-baltics-the-most-vulnerable-to-russian-influence\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Dynamic-Front.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Top general says Balkans, not Baltics the most vulnerable to Russian influence<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Supreme Allied Commander, U.S. Army Gen. Curtis Scaparrotti, told senators he sees the Balkans and the Arctic as key threat areas as NATO follows Russia&#039;s provocations in the region.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Rep. Dana Rohrabacher, R-California, who chairs the committee, asked Palmer to quantify how close the nation is to a major crisis and if that could spill over to its neighbors or be contained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Palmer was reluctant to answer with a specific number, calling it a \u201ccomplex hypothetical question.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Palmer stressed that Russian goals are at odds with both the United States and Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bosnia has been on a path to join the European Union, a move that Russia seems to thwart with any nation near its borders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re working to help the countries of the Western Balkans integrate into European and Euro Atlantic institutions,\u201d Palmer said. \u201cThe Russians are working assiduously to sow distrust and discord. This is of concern to us. It\u2019s concern to us what it is that\u2019s happening at the state to state level.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia is sowing distrust and chaos, Palmer said, primarily through disinformation campaigns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Scott Perry, R-Pennsylvania, wanted to know what military capabilities are in the hands of the different Balkan factions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s certainly plenty of weapons that are sloshing around, though, in the Western Balkans,\u201d Palmer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that the Bosnian army has some heavy weapons, artillery and tanks, and their air force has helicopters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sasha Toperich, a senior fellow at Center for Transatlantic Relations at Johns Hopkins University, told the committee members that if the United States does not act to ensure a proper election, there is danger of political instability that \u201cwill inevitably lead to regional instability, which will only play into Russia to further pursue her agenda.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><font color=\"#000000\"><span style=\"background-color: rgb(255, 213, 0);\">He <\/font>advised that the United States work with NATO partners on a political decision and a NATO action plan for Bosnia and Herzegovina by July to counter Russian influence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perry wanted more specifics on what Russia is doing or could do to gain more of a foothold in the region.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kurt Bassuener, co-founder of the Democratization Policy Council said there is Russian special forces training happening and a new training center is nearly open outside Banja Luka, the largest city in the Republic of Srpska, a legal territory within Bosnia and Herzegovina.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He speculated that Russian President Vladimir Putin could fly paratroopers into Banja Luka.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bassuener said to prevent that, allied nations could move security forces into certain areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s open season,\u201d Bassuener said.
