Kai Torkelson\u2019s relief was \u201ctied to issues related to a loss of confidence in leadership to correct underlying performance issues that affect Norfolk Naval Shipyard\u2019s ability to meet ship maintenance schedules,\u201d Naval Sea Systems Command spokesman Rory O\u2019Connor said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Torkelson did not respond to requests for comment submitted via official channels and social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rear Adm. Howard Markle, director of the industrial operations directorate for <a href=\"https:\/\/www.navsea.navy.mil\/\" target=_blank>Naval Sea Systems Command<\/a>, has assumed the duties of the acting CO until a permanent replacement is named.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/08\/21\/watchdog-75-percent-of-sub-and-aircraft-carrier-maintenance-ended-late-in-recent-years\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Nimitz-drydock.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Watchdog: 75 percent of sub and aircraft carrier maintenance ended late in recent years<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">This week&#039;s Government Accountability Office report is the latest showcase of the Navy&#039;s struggles to get vessels out of the shipyards on time.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A Virginia native and Virginia Military Institute graduate, Torkelson took command of the shipyard in 2018, according to his <a href=\"https:\/\/www.navsea.navy.mil\/Portals\/103\/Documents\/NNSY\/Captain%20Kai%20Torkelson%20Bio.pdf?ver=2018-06-29-151758-283\" target=_blank>biography<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Torkelson\u2019s firing comes as the sea service grapples with continuing maintenance woes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the Navy has spent nearly $3 billion in recent years to improve shipyard maintenance performance, the public yards \u201ccontinue to face persistent and substantial maintenance delays that hinder the readiness of aircraft carriers and submarines,\u201d according to a <a href=\"https:\/\/www.gao.gov\/products\/GAO-20-588\" target=_blank>Government Accountability Office report<\/a> released last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three-quarters of the 51 aircraft carrier and submarine maintenance periods from fiscal 2015 to 2019 were completed late, resulting in 7,425 days of delays and limiting the Navy\u2019s pool of ships and boats that can deploy, according to the report by the Government Accountability Office.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Capt.
