class=\"wp-element-caption\">On Nov. 5, 2018, a U.S. EP-3 Aries aircraft flying in international airspace over the Black Sea was intercepted by a Russian SU-27.<\/figcaption><\/figure>\n\n\n<p class=\"wp-block-paragraph\">This week saw a Russian fighter jet zoom <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/11\/05\/russian-fighter-jet-flies-dangerously-close-to-us-airplane-navy-says\/\" target=_blank>dangerously close<\/a> to a U.S. Navy reconnaissance plane over the Black Sea, the second publicized interdiction this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Video released by the Navy shows the Sukhoi Su-27 Flanker on the <a href=\"http:\/\/www.navair.navy.mil\/index.cfm?fuseaction=home.displayPlatform&#038;key=5B7DC7D0-C4DB-45E3-92EA-662605B57409\" target=_blank>EP-3 Aries II<\/a> aircraft\u2019s starboard side during what the Navy said was a routine Monday mission in international airspace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Russian pilot then banks right and hits the afterburners, forcing the Greece-based Navy crew to fly through the turbulent wash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While these encounters can turn harrowing for the sailors inside the planes, the intercepts also mark a return to Cold War behavior over the skies of Eastern Europe, experts told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some analysts warn the Russians have been getting too close, raising the specter that the aerial interdiction flights could trigger fatalities and larger conflict.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/11\/05\/russian-fighter-jet-flies-dangerously-close-to-us-airplane-navy-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"240\" dangerously close to US airplane, Navy says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Monday&#039;s encounter over the Black Sea was the latest in a string of hazardous intercepts involving U.S. Navy recon planes and Russian fighter jets.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Military officials declined to provide a tally of Russian intercept incidents in Europe for recent years, but said the last unsafe encounter happened in January, when an Su-27 flew <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/01\/29\/russian-jets-fly-within-five-feet-of-navy-plane-over-black-sea\/\" target=_blank>just five feet away<\/a> from another Navy signals surveillance aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe had intercepts quite often\u201d before the Soviet Union fell, said <a href=\"https:\/\/twitter.com\/JerryHendrixII\" target=_blank>Jerry Hendrix<\/a>, a retired naval flight officer who served on similar planes and recalled his own Russian intercept over the Mediterranean Sea decades ago.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These sorts of interactions are supposed to be guided by the 1972 Agreement for the Prevention of of Incidents On and Over the High Seas, or INCSEA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/www.c6f.navy.mil\/news\/incsea-statement-2018\">INCSEA<\/a> was designed to tamp down Cold War tensions by preventing potentially cataclysmic confrontations between the great powers that could spiral into World War III.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was boosted by a 1989 pact, the <a href=\"https:\/\/fas.org\/irp\/doddir\/navy\/opnavinst\/5711_96c.pdf\">Agreement on the Prevention of Dangerous Military Activities<\/a>. Both deals were reaffirmed by the Russian Federation in 1998.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe recognized that, yes, there is going to be a requirement that if we come by areas of interest to the Russians, they\u2019re going to come intercept us,\u201d said Hendrix, who retired as a captain in 2014 and now works as a national security consultant. \u201cIf they come and fly along the American East or West Coast or the Arctic realm, we\u2019re going to do interceptions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Hendrix said Monday\u2019s interception and January\u2019s near miss indicate a less strenuous Russian adherence to the terms of the formal agreements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI watched that video and I\u2019m like, \u2018Oh jeez, he\u2019s way too close. He\u2019s swinging too far in front and banking,\u2019\u201d Hendrix said. \u201cThere\u2019s a mixture of some bad chemicals there that could cause a reaction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Worst case scenario, he said, the Russian pilot \u201cpasses in front, goes to afterburner in front of the nose of an older airplane and causes one of the engines on that turboprop to flame out,&#8221; triggering \u201csome sort of mechanical failure because they acted aggressively.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;If there\u2019s a loss of an aircraft, a loss of life on either side, we\u2019re beyond a diplomatic incident,\u201d Hendrix added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flying through those sorts of pressure waves is \u201cnot a pleasant situation,\u201d he said, and the Russian Flanker fighter is likely piloted by a young aviator \u201cand they\u2019re going to make mistakes.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTestosterone gets in the way of good judgment,\u201d he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/01\/29\/russian-jets-fly-within-five-feet-of-navy-plane-over-black-sea\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"240\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/EP3-Aries-1.jpg-1.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russian jets fly within five feet of Navy plane over Black Sea<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">It was the second incident of a Russian jet buzzing a U.S. aircraft over the Black Sea in as many months.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Russian aggression in the air is transpiring in the wake of Moscow\u2019s 2014 annexation of Ukraine\u2019s Crimean Peninsula, which juts into the Black Sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia\u2019s occupation sparked an increasing number of American warships and aircraft patrolling there and the Baltic Sea that rims northern Europe, according to <a href=\"https:\/\/www.csis.org\/people\/mark-f-cancian\" target=_blank>Mark Cancian<\/a>, a senior adviser at the Center for Strategic and International Studies\u2019 International Security Program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are poking into seas that are close to Russian territory,\u201d he said. \u201cThis is the equivalent of the Caribbean for them, so they react.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cancian, a retired Marine Corps colonel, said this years intercepts are on the cusp of violating established norms. He contrasted the latest events to a 2001 incident, when a Chinese jet interdicted a Navy EP-3E Aries II about 50 miles southeast of Hainan Island.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The fighter pilot &#8220;flipped up over on top, and was really hot dogging, and then lost control and collided,\u201d forcing the Aries to make an emergency landing in China, Cancian said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt killed the Chinese pilot,\u201d he said. \u201cThat\u2019s what you want to avoid.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To Cancian, the increasingly bold Russian flights aren\u2019t a harbinger of Russian armor storming into Western Europe. Instead, he sees it more as a reaction to a persistent American presence in Moscow\u2019s backyard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are two sides here,\u201d Cancian said. \u201cWe\u2019re being more aggressive and then they\u2019re being more aggressive in intercepting us.
