{"id":27355,"date":"2019-06-06T20:08:56","date_gmt":"2019-06-06T20:08:56","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/06\/06\/this-is-how-the-navy-plans-to-break-the-big-e\/"},"modified":"2026-08-08T19:10:12","modified_gmt":"2026-08-08T19:10:12","slug":"this-is-how-the-navy-plans-to-break-the-big-e","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/06\/06\/this-is-how-the-navy-plans-to-break-the-big-e\/","title":{"rendered":"This is how the Navy plans to break the Big E"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Enterprise, the world\u2019s first nuclear-powered aircraft carrier, could become the first Navy vessel of its kind to be scrapped by a commercial breaker \u2014 if the Pentagon gets its way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last week the Puget Sound Naval Shipyard pointed to a <a href=\"https:\/\/carrierdisposaleis.com\/\" target=_blank>website<\/a> that outlines <a href=\"https:\/\/carrierdisposaleis.com\/Proposed-Action-and-Alternatives\" target=_blank>four potential plans<\/a> to finally dispose of the Big E, a warship that faithfully served the fleet for 51 years before it was deactivated in 2012.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Five years and $750 million later, workers had siphoned out the flattop\u2019s nuclear fuel and the Navy <a href=\"https:\/\/www.navytimes.com\/2017\/02\/04\/big-e-decommissioned-legendary-carrier-awaits-final-dismantling\/\" target=\"_blank\">decommissioned<\/a> it. Now it\u2019s just a rusting hulk tied up at the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/09\/20\/the-big-e-keeps-costing-the-navy-big-bucks\/\" target=\"_blank\">Huntington Ingalls Newport News shipyard.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The four proposals include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Partially dismantling the carrier at a commercial breaker by removing all parts of the ship except the nuclear reactor compartments, which will be transported to the Puget Sound Naval Shipyard &amp; Intermediate Maintenance Facility in Bremerton, Washington. After processing the parts will be chopped into eight sections and shipped again to the U.S. Department of Energy\u2019s <a href=\"https:\/\/www.energy.gov\/ea\/hanford\" target=_blank>Hanford Site<\/a> for disposal.<\/li><li>Following the same plan, except for packaging the reactor compartments into four sections for shipment to Hanford. Each package would contain two of the ship\u2019s reactor plants.<\/li><li>Dismantling the carrier at commercial shipyards, including cutting apart the eight reactor plants into several hundred small containers for disposal at established Department of Energy or licensed commercial waste facilities in Washington, Utah, Texas or South Carolina.<\/li><li>Doing nothing. The Enterprise would be mothballed at an unnamed shipyard with &#8220;periodic maintenance to ensure storage continues in a safe and environmentally responsible manner.\u201d<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Last fall, the Navy contracted with the Huntington Ingalls Newport News shipyard, agreeing to pay <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/09\/20\/the-big-e-keeps-costing-the-navy-big-bucks\/\" target=\"_blank\">$34 million<\/a> for stowage and upkeep of the vessel over the next three years.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/08\/03\/breaking-the-big-e-already-more-than-1-billion-in-projected-costs-and-snarled-in-red-tape\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Enterprise_Decom-4l.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Breaking the Big E: Already more than $1 billion in projected costs and snarled in red tape<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Contractors could cut the cost of dismantling the decommissioned USS Enterprise without hurting Navy readiness.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/www.gao.gov\/assets\/700\/693654.pdf\" target=_blank>2018 report <\/a>by the Government Accountability Office estimated it could cost between $1 billion and $1.5 billion to dispose of the Enterprise at the Puget Sound shipyard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Due to work backlogs, that also would take about least 15 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO pegged the price tag for breaking the Big E at between $750 million and $1.4 billion if completed by commercial scrappers, and it could be completed in the next decade.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2016, the Navy asked contractors to submit <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/03\/01\/navy-puts-retired-aircraft-carrier-enterprise-recycling-on-hold\/\" target=\"_blank\">disposal bids <\/a>but the effort was halted a year later due to a scuffle with the <a href=\"https:\/\/www.nrc.gov\/\" target=\"_blank\">Nuclear Regulatory Commission<\/a> over which agency had the legal authority to oversee reactor work in the private sector.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Navy officials remain mum on the spat, the differences appear to be sorted out and the process is moving forward.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy will examine a range of options for overseeing compliance with applicable federal laws,\u201d said Puget Sound Shipyard spokesman J.C. Mathews.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We are at the early stages of this process, and we are not ready to discuss the regulatory structure at this time.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those details, he said, will be spelled out when a final impact statement is published in \u201cearly 2021,\u201d although the timetable could change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the decades, the Navy at Puget Sound has safely packed and shipped to Hanford 133 military reactor compartments pulled from 124 nuclear vessels, Mathews said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GAO noted that civilian contractors also have disposed of 32 commercial reactors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposals don\u2019t specify potential commercial breakers, only locations in Newport News <a href=\"https:\/\/www.fastcompany.com\/3002137\/how-texas-town-owns-us-naval-ship-recycling-industry\" target=\"_blank\">and Brownsville, Texas<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials are planning public meetings to discuss the proposals in both communities, plus Bremerton.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1109\" height=\"739\" src=\"\/wp-content\/uploads\/2026\/08\/Dismantling.jpg.jpg\" alt=\"\" class=\"wp-image-56142\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Dismantling.jpg.jpg 1109w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Dismantling.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Dismantling.jpg.jpg?resize=768,512 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Dismantling.jpg.jpg?resize=1024,682 1024w\" sizes=\"auto, (max-width: 1109px) 100vw, 1109px\" \/><figcaption class=\"wp-element-caption\">An artists rendering of how the ex-aircraft carrier Enterprise would be cut down to just it&#8217;s reactor spaces for towing to Puget Sound. (PSNY\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The first two options the Navy is considering begin with the same process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Enterprise would be dry-docked and then split into three sections, isolating the middle \u201cpropulsion spaces\u201d holding the reactors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That section would be stripped of the ship\u2019s island, flight deck and any other spaces above the hanger deck.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s left would be sealed up and towed around South America to Puget Sound.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That\u2019s because at nearly 133 feet long at the waterline, the towed propulsion section is too large for the Panama Canal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The widest ships to make that transit were the Navy\u2019s four Iowa-class battleships, which passed through the canal with six inches to spare on each side, Mathews said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/09\/20\/the-big-e-keeps-costing-the-navy-big-bucks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"159\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Enterprise_NNS-1-2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Big E keeps costing the Navy big bucks<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Officials announced Monday that the Navy will pay an additional $34 million to the Huntington Ingalls Newport News shipyard to keep mothballing the world\u2019s first nuclear carrier and prepare its hull for towing elsewhere.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It\u2019s much easier to store or scrap non-nuclear warships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It costs the Navy roughly $200,000 to mothball a non-nuclear carrier every year, according to Naval Sea Systems Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But officials have expedited their removal. Between 2014 and 2017, the Navy sent the carriers <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2014\/08\/19\/uss-constellation-takes-final-voyage-to-scrappers\/\" target=_blank>Constellation<\/a>, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2015\/03\/05\/uss-ranger-towed-from-bremerton-next-stop-texas-scrap-yard\/\" target=_blank>Ranger<\/a> and <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/06\/02\/decommissioned-uss-independence-arrives-in-texas\/\" target=_blank>Independence<\/a> to breakers. And the service plans the same fate for the carriers Kitty Hawk and John F. Kennedy, the only two ex-flattops still managed by the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials have been shopping the ex-Kitty Hawk to scrappers since late 2017, with no takers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2017, the Navy also removed the former flattop John F. Kennedy from the museum ship donation list and earmarked it for \u201cdisposal by dismantling.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its 2018 report, GAO investigators urged the Navy to find alternatives to expensive nuclear scrapping options because the Nimitz-class aircraft carriers are beginning to reach retirement age, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nimitz is expected to end its service life in 2025, followed by the Dwight D.
