{"id":27776,"date":"2018-10-24T16:26:15","date_gmt":"2018-10-24T16:26:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/10\/24\/budget-watchdog-questions-navys-plan-for-355-ship-fleet\/"},"modified":"2026-08-08T19:27:02","modified_gmt":"2026-08-08T19:27:02","slug":"budget-watchdog-questions-navys-plan-for-355-ship-fleet","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/10\/24\/budget-watchdog-questions-navys-plan-for-355-ship-fleet\/","title":{"rendered":"Budget watchdog questions Navy\u2019s plan for 355-ship fleet"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A federal financial watchdog is questioning whether the Pentagon will ever reach its ambitious goal of a 355-ship Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This month\u2019s <a href=\"https:\/\/www.cbo.gov\/system\/files?file=2018-10\/54564-FY19Shipbuilding.pdf\" target=_blank>report<\/a> from the non-partisan <a href=\"https:\/\/www.cbo.gov\/\" target=_blank>Congressional Budget Office<\/a> analyzed the sea service\u2019s strategy of extending the life of current ships while buying more new vessels to hit 355 over the next three decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s latest <a href=\"https:\/\/www.navytimes.com\/smr\/federal-budget\/2018\/02\/13\/us-navy-to-add-46-ships-in-five-years-but-355-ships-is-well-over-the-horizon\/\" target=_blank>shipbuilding plan<\/a> was submitted to Congress in February, its first since 2017. Currently sitting at 285 battle force ships, the Navy plans to buy 301 new vessels between 2019 and 2048.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf the Navy adheres to the schedule for retiring ships outlined in the 2019 plan, it would not meet its goal of 355 ships at any time over the next 30 years,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of its race to 355, the service announced it also wants to extend the life of its destroyers to 45 years \u2014 an extra five to 10 years of service \u2014 while boosting the service lives of seven attack submarines from 33 years to 43 years, the <a href=\"https:\/\/www.cbo.gov\/system\/files?file=2018-10\/54564-FY19Shipbuilding.pdf\" target=_blank>report<\/a> states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those life extensions could get the Navy to 355 by 2034, the CBO notes, \u201cbut would fall short of the Navy\u2019s specific goals for some types of ships.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/02\/13\/us-navy-to-add-46-ships-in-five-years-but-355-ships-is-well-over-the-horizon\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/straits.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Navy to add 46 ships in five years, but 355 ships won\u2019t come for a long time<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy will grow by more than forty ships over the next five years, the Navy\u2019s Budget director said Monday. But while the fleet will grow rapidly in the near term, the gains will sputter out shortly thereafter.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">When it comes to cost, CBO cautions that reaching 355 ships would require largely unprecedented amounts of funding from Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s most recent estimates state it would cost $631 billion over 30 ears, or an average of $21 billion annually. That\u2019s $3.3 billion more per year than the Navy\u2019s 2017 estimates \u2014 and it\u2019s still probably not enough.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CBO researchers estimate that it likely will cost an average of $26.7 billion annually to buy all the new ships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And other expenses \u2014 including refueling nuclear-powered aircraft carriers and outfitting new ships with equipment after they are built \u2014 would likely drive the funding needed to about $28.9 billion a year, according to the CBO\u2019s estimates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt excludes other activities typically funded from the Navy\u2019s budget account for ship construction that would, in CBO\u2019s estimate, add $2.1 billion to the Navy\u2019s average annual shipbuilding costs under the 2019 plan,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To put into perspective how off the Navy\u2019s estimates might be, this level of funding would be 80 percent higher than the Navy\u2019s average shipbuilding budget over the past three decades, according to CBO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the Navy received the same average amount of shipbuilding dollars for each of the next 30 years that it has received over the past 30 years, \u201cthe service would not be able to afford its 2019 plan,\u201d the CBO report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CBO\u2019s estimate that the 355-ship plan would cost $26.7 billion annually for new ships alone is nearly double the historical funding average of $13.6 billion, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s also 50 percent more than the average shipbuilding budget of the last six years, \u201ca period of increasing shipbuilding appropriations,\u201d the report states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/10\/18\/navy-captain-charged-with-steering-defense-contracts-to-her-own-company\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"243\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Cole5.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy captain charged with steering defense contracts to her own company<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Capt. Heather Cole is accused of steering more than $600,000 in defense contracts to her own Oklahoma business, according to Navy records.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In the Fiscal 2019 defense spending bill, Congress hiked funding to restore readiness in the Navy and Marine Corps, including spending <a href=\"https:\/\/news.usni.org\/2018\/09\/28\/36944\" target=_blank>$24.2 billion<\/a> on six warships, three fast attack subs, two oilers and a mix of expeditionary sea vessels and a salvage boat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But admirals warned their sailors that the congressional largesse wasn\u2019t likely to last longer than a few years, much less 30.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CBO report also questions whether the Navy is fulling accounting for other expenses needed to run a larger fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlthough the cost of extending the ships\u2019 service life is relatively small compared with the cost of buying all the new ships the Navy wants, the cost of operating and maintaining a 355-ship fleet over 30 years would be much greater than either the cost of purchasing the new ships or the recent budgets for operating today\u2019s fleet,\u201d the CBO report states. \u201cRecruiting and training those sailors would require more civilian and military positions ashore; additional ships would lead to larger maintenance budgets; and those extra ships
