{"id":27931,"date":"2021-02-23T16:42:18","date_gmt":"2021-02-23T16:42:18","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/02\/23\/navy-looking-to-slash-the-budget-of-its-internal-oversight-office\/"},"modified":"2026-08-08T19:18:44","modified_gmt":"2026-08-08T19:18:44","slug":"navy-looking-to-slash-the-budget-of-its-internal-oversight-office","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2021\/02\/23\/navy-looking-to-slash-the-budget-of-its-internal-oversight-office\/","title":{"rendered":"Navy looking to slash the budget of its internal oversight office"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In recent years, the <a href=\"https:\/\/www.secnav.navy.mil\/navaudsvc\" target=_blank>Naval Audit Service<\/a> has reported that overseas personnel were not prepared to respond to a biological, radiological or nuclear incident given the protective equipment on hand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Auditors unearthed underperforming technical schools, overpayment of benefits and nearly $5 million in potential fraud in fiscal 2020 alone, according to a recent annual report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The audit service has evaluated security for overseas port visits, submarine cybersecurity and <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/01\/20\/audit-naval-academy-is-falling-apart\/\" target=_blank>a physically deteriorating U.S. Naval Academy<\/a>, while assisting the Naval Criminal Investigative Service in its white-collar crime investigations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But those same auditors are now sounding the alarm over a potential 70 percent cut to the office\u2019s budget over the next two fiscal years, a move they fear could cripple the preeminent oversight entity inside the Department of the Navy, tasked with keeping tabs on the sprawling Navy and Marine Corps enterprises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cuts would whittle the department from 290 people to 85 over the next two fiscal years as Big Navy searches for more money it can put toward shipbuilding, according to internal documents obtained by Navy Times.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/01\/20\/audit-naval-academy-is-falling-apart\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"167\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/topping2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Audit: Naval Academy is falling apart<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Naval Audit Service\u2019s report says the Annapolis, Maryland, college\u2019s infrastructure has degraded to the point of threatening its ability to train midshipmen.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">One Naval Audit official who requested anonymity because they were not authorized to speak on the matter said the department\u2019s mandate runs the gamut, from morale and welfare to vessels, sexual assault and housing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe function we provide cannot be replicated,\u201d the official said. \u201cWe are an integral part of the Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That official questions how the audit service would do its job under the proposed cuts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOnce that oversight is not there, I think that presents a huge problem for the taxpayer, for our Marines and sailors, because we are looking out for the programs that they are using,\u201d the official said. \u201cIf we are not able to do that, that check is gone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of now, Naval Audit\u2019s budgetary fate has not been finalized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The planned cuts that have alarmed auditors were submitted by the Navy to the Pentagon in October as part of the Trump administration\u2019s defense budget proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden\u2019s White House is expected to submit its own budget proposal this spring. But Congress ultimately will determine whether such sizeable cuts make it into law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy spokesman Lt. Tim Pietrack said in an email that Naval Audit Service\u2019s budget is $46.1 million this fiscal year, but he declined to discuss future budgets, since the Biden administration\u2019s spending plan remains in the works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White House officials referred questions to the Pentagon, and Pentagon officials did not respond to requests for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Naval Audit Service has already absorbed the loss of 70 billets over the past five years, <a href=\"https:\/\/www.secnav.navy.mil\/donhr\/About\/Senior-Executives\/Biographies\/Pettitt,%20D.pdf\" target=_blank>Naval Auditor General Debra Pettitt<\/a> wrote in a September memo to then-Navy Secretary Kenneth Braithwaite, Chief of Naval Operations Adm. Mike Gilday and Marine Corps Commandant Gen. David Berger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am deeply troubled that the DON\u2019s only internal audit agency is targeted for such a draconian and misguided reduction,\u201d she wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pettitt declined comment for this story.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.navytimes.com\/video\/2018\/10\/24\/smith-oversight-of-the-military-needs-to-increase\/\" class=\"smg-interstitial-link__fallback-link\">Video: Smith: Oversight Of The Military Needs To Increase<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">Naval Audit officials and internal records suggest the department could be facing the axe in order to direct more money to the Navy\u2019s shipbuilding efforts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An internal update sent by Pettitt to her employees earlier this month states that the cuts are part of the Navy\u2019s \u201cStem to Stern\u201d budget review started by then-acting Navy Secretary Thomas Modly last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The initiative, announced in February 2020, aims to generate $40 billion in savings across the department from FY22 to FY26.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGetting after this won\u2019t be easy, but it\u2019s entirely possible,\u201d Modly wrote in a Feb. 18, 2020, memo. \u201c(Stem to Stern) will identify low priority, redundant, or legacy capabilities, programs, processes, or headquarters functions that can be realigned, eliminated or reduced to meet the DON\u2019s resource needs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such a cut to the audit service would leave it able to accomplish only \u201cthe most critical work,\u201d and would limit its oversight capabilities, Pettitt wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt appears that DON senior leadership places a higher value on building the fleet than maintaining (the Naval Audit Service) at its current level,\u201d Pettitt wrote in her employee update this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In her letter to Braithwaite and the service chiefs in September, Pettitt wrote that her senior team had been engaging with leadership regarding their \u201chighest and\/or riskiest\u201d responsibilities, and that the office had seen a 35 percent increase in requested audits compared to its average over the past three fiscal years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvery leader with whom we spoke during these outreach efforts expressed the high value they place on our services,\u201d she added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One idea that has reportedly been floated around is that such oversight could be contracted out to independent public accountants, but Pettitt contended in her letter that Naval Audit\u2019s work extends far beyond financials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe budget cut to the Naval Audit Service will destroy the Naval Audit Service\u2019s ability to fulfill its mission,\u201d she warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, officials in the Pentagon Inspector General\u2019s Office \u201chave stated that they cannot absorb our oversight coverage, which would result in inadequate independent oversight of the DON,\u201d she wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis means that the risks for fraud, waste and abuse within DON programs will escalate exponentially,\u201d Pettitt wrote.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2047\" height=\"846\" src=\"\/wp-content\/uploads\/2026\/08\/50851746233_666d53dbb5_k.jpg.jpg\" alt=\"A sailor directs an F\/A-18E Super Hornet on the flight deck of the aircraft carrier USS Nimitz (CVN 68) during flight operations on Jan. 17, 2021, in the Arabian Sea.\" class=\"wp-image-6330\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/50851746233_666d53dbb5_k.jpg.jpg 2047w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/50851746233_666d53dbb5_k.jpg.jpg?resize=300,124 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/50851746233_666d53dbb5_k.jpg.jpg?resize=768,317 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/50851746233_666d53dbb5_k.jpg.jpg?resize=1024,423 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/50851746233_666d53dbb5_k.jpg.jpg?resize=1536,635 1536w\" sizes=\"auto, (max-width: 2047px) 100vw, 2047px\" \/><figcaption class=\"wp-element-caption\">A sailor directs an F\/A-18E Super Hornet on the flight deck of the aircraft carrier USS Nimitz (CVN 68) during flight operations on Jan. 17, 2021, in the Arabian Sea. Air Force\u2019s audit agencies already enjoy higher end strengths.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI cannot stress enough the sacrifice to the Department\u2019s transparency and accountability that will be realized if the 70 percent cut to the Naval Audit Service is implemented,\u201d Pettitt warned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The uncertain fate of the Naval Audit Service comes as the Pentagon is reviewing the roles of oversight offices across the military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Jan. 29, then-<a href=\"https:\/\/www.defense.gov\/Our-Story\/Biographies\/Biography\/Article\/1289725\/david-l-norquist\/\" target=_blank>Deputy Defense Secretary David Norquist<\/a> notified the services\u2019 inspectors general and auditors general that the Pentagon comptroller would be reviewing such oversight efforts across the department and the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe study will assess whether there is duplication of effort or possible audit gaps and determining whether we can generate savings by eliminating or decreasing spending on non-financial statement audit areas,\u201d he wrote in a memo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That memo does not indicate when the study will be completed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army and Air Force officials declined comment on any proposed budget cuts to their audit services, citing the ongoing nature of the president\u2019s budget proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to losing oversight, one Audit Service official worried that budget cuts, and a large decrease in personnel, would hollow out the service\u2019s institutional knowledge; it already takes three to five years to build a proper auditor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The official also fears that such cuts are a sign of the Navy\u2019s unwillingness to keep tabs on itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy does not want to be critiqued,\u201d the official
