{"id":27990,"date":"2019-05-16T03:54:19","date_gmt":"2019-05-16T03:54:19","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/05\/16\/two-more-navy-officers-censured-for-fat-leonard-related-infractions\/"},"modified":"2026-08-08T19:24:05","modified_gmt":"2026-08-08T19:24:05","slug":"two-more-navy-officers-censured-for-fat-leonard-related-infractions","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/05\/16\/two-more-navy-officers-censured-for-fat-leonard-related-infractions\/","title":{"rendered":"Two more Navy officers censured for Fat Leonard-related infractions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Navy has censured a pair of commissioned officers for their roles in the <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/02\/09\/navy-captain-who-moonlighted-as-fat-leonards-pr-man-is-headed-to-prison\/\" target=_blank>Fat Leonard<\/a> public corruption scandal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letters of censure issued to the captains by <a href=\"https:\/\/www.navy.mil\/secnav\/index.asp\" target=_blank>Navy Secretary Richard Spencer<\/a> serve as both a public rebuke of their actions and shine more light into the web of kickbacks, payoffs and port contracts spun by the portly Leonard Glenn Francis that cost U.S. taxpayers at least $35 million.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At least 10 captains and admirals have received similar written reprimands in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Capt. Heedong Choi\u2019s infractions took place from 2008 to 2013, as he served in several leadership positions in the Western Pacific, including as commanding officer of the guided-missile destroyer <a href=\"https:\/\/www.public.navy.mil\/surfor\/ddg90\/Pages\/default.aspx\" target=_blank>Chafee<\/a>, according to the April 26 letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Spencer concluded that his relationship with Francis went back to 2001, when Choi was a flag aide to the commander of 7th Fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs Flag Aide, Mr. Francis specifically described you as his means to \u2018grease\u2019 your Commander and the \u2018pipeline\u2019 between him and your Commander,&#8221; Spencer wrote. &#8220;He also said you were on his \u2018payroll\u2019 since that time because you \u2018kept delivering.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/02\/09\/navy-captain-who-moonlighted-as-fat-leonards-pr-man-is-headed-to-prison\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/breslau.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy captain who moonlighted as Fat Leonard\u2019s PR man is going to prison<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Retired Capt. Jeffrey Breslau was sentenced Friday in a San Diego courtroom.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In exchange for greasing that wheel, Choi enjoyed several lucrative perks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOn June 6, 2009, you improperly solicited from Mr. Francis arrangements for your marriage proposal and ultimately accepted the gift of an elaborate and lavish private dinner with a jazz ensemble, on the helipad of the Swissotel in Singapore,\u201d the letter states. \u201cMr. Francis\/GDMA spent approximately $18,000 for this event.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Francis instructed Choi \u201cto pass the \u2018gospel word\u201d of GDMA to other officers, and your actions show you did just that,\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From 2008 to 2013, Choi took more than $25,000 in gifts from Francis, and in return the officer improperly endorsed GDMA, facilitated \u201cinappropriate relationships\u201d between Francis and other Navy officers, provided advice on Fat Leonard\u2019s operations and shared internal Navy information with the businessman, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choi tried to impede an investigation into Francis in 2012 as well, Spencer indicated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou notified Mr. Francis of an ongoing investigation by the Naval Criminal Investigative Service and Korean authorities and provided Mr. Francis information to avoid or minimize criminal and civil liability,\u201d he wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choi did not respond to requests for comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He remains on active duty and is currently stationed with the Navy Reserve Officers\u2019 Training Corps at State University of New York Maritime College, according to his service record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Choi was <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/05\/08\/navy-rotc-unit-commander-at-suny-maritime-college-fired\/\" target=_blank>fired<\/a> as commander of the unit in May 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While officials did not specify why Choi was fired, Navy spokeswoman Capt. Amy Derrick said at the time that it \u201cwas based on alleged personal misconduct that is the subject of an ongoing investigation.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/06\/22\/navy-hired-retired-officer-despite-fat-leonard-misconduct-investigation\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/csg-7-2008.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy hired retired officer despite \u2018Fat Leonard\u2019 misconduct investigation<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The retired captain was under investigation for sleeping with prostitutes and accepting other gifts from &quot;Fat Leonard&quot; when the Navy hired him for a civilian position.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Choi was administratively reassigned to the NROTC unit at the U.S. Merchant Marine Academy in New York after his relief, Derrick said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retired Capt. Ricardo Martinez was also censured in an April 26 letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His Fat Leonard-related infractions took place while he was serving as the U.S. Naval attach\u00e9 to Indonesia and New Zealand from 2001 to 2008, according to the reprimand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Martinez received or solicited nearly $16,000 in gifts from Francis and his port services company, Glenn Defense Marine Asia, or GDMA, and the April 26 censure letter contains a \u201cchronological list of misconduct.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Martinez asked Francis to have Navy business cards made for him in February 2002.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The following month, Martinez provided Francis with \u201ca disc containing force protection photos\u201d of the 7th Fleet flagship Blue Ridge when it was in Indonesia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He shared \u201cnonpublic\u201d information about the 7th Fleet commander\u2019s visit to the area with Francis in April 2003 and was treated to a free dinner and discounted hotel the following month in Malaysia, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Martinez connected Francis with Saudi navy officials in August 2003 and he disclosed sensitive information regarding President George W. Bush\u2019s visit to Indonesia the following month.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/03\/08\/fat-leonard-wrongdoing-not-a-definite-career-killer-for-navy-officers\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/USS-Salvor.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Fat Leonard\u2019 wrongdoing not a definite career killer for Navy officers<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Disciplinary records show several officers found to have accepted gifts from &quot;Fat Leonard&quot; were recommended to retain command.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">He got hooked up with free or discounted lodging over the next several months, and then reviewed, edited and drafted documents hyping GDMA\u2019s experience and technical capabilities, the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The letter details 13 instances where Martinez \u201cdrafted, reviewed, or edited documents or emails that Mr. Francis\/GDMA intended to send to Department of Navy personnel.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The relationship continued after Martinez started his twilight tour in New Zealand in 2004.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In spring of that year, at Francis\u2019 request, Martinez drafted an email for Francis to send to a Navy judge advocate which requested a change to an ethics opinion regarding whether sailors could attend a GDMA party, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Martinez asked for and received an array of gifts from Francis, including an iPod and a Game Boy video game system, investigators determined.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A few months earlier, he wrote a letter for Francis to send to Navy officials regarding force protection measures and told the magnate to whom he should send his pitch, according to the reprimand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By 2006, Martinez pinged Francis several times about GDMA giving him a job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBetween May and July 2006, you contacted Mr. Francis on four separate occasions to discuss employment with GDMA, offering to take leave to travel to Singapore to discuss it with him in person,\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou also sent Mr. Francis a hand-written note and a traditional wooden Maori waka huia box in connection with your employment request.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/03\/15\/fat-leonard-admiral-keeps-high-level-security-clearance\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Adrian-Jansen.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Fat Leonard\u2019 admiral keeps high-level security clearance<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rear Adm. Adrian Jansen was found guilty last year of taking thousands in wine and private dinners from &quot;Fat Leonard&quot; Glenn Francis and failing to report the interactions while serving as Naval Attach\u00e9 in Indonesia.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In early 2006, Francis asked Martinez for information about a rival defense contractor and stated that he needed help \u201cto eliminate the competing firm.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou eagerly responded to Mr. Francis\u2019 request for information and assistance,\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At other times, Martinez ordered a Ford Excursion for Francis and had it delivered to him, a purchase the officer made with a discount he got due to his diplomatic status, according to the reprimand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou maintained a highly inappropriate relationship with Mr. Francis\/GDMA during two tours and abused the power associated with your position as a U.S. Naval Attach\u00e9 and senior Naval Officer for your own benefit,\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe frequency of the gifts you solicited and received, your direct and personal contact with Mr. Francis regarding the gifts, and your work on behalf of Mr. Francis\/GDMA make absolutely clear that you used your public office for private gain.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Martinez, a submariner and Texas native, retired in 2008.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Messages left for him Tuesday by Navy Times were not returned and emails and other attempts to contact him were
