{"id":28018,"date":"2015-11-04T16:04:59","date_gmt":"2015-11-04T16:04:59","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2015\/11\/04\/expert-tips-on-your-advancement-fms-scoring-system\/"},"modified":"2026-08-08T19:31:49","modified_gmt":"2026-08-08T19:31:49","slug":"expert-tips-on-your-advancement-fms-scoring-system","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2015\/11\/04\/expert-tips-on-your-advancement-fms-scoring-system\/","title":{"rendered":"Expert tips on your advancement FMS scoring system"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In mid-November, In less than a month,<\/p>\n\n\n\n<p>The fall petty officer advancement lists will be released before you have Thanksgiving turkey. Roughly 20,000 sailors<span class=\"rte rte-comment\">, give or take,<\/span> will get the word they\u2019ve picked up a stripe.\u00a0But nearly three times that number won\u2019t be so fortunate. \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But all sailors will get what training and education officials call a &#8220;profile&#8221; sheet&#8221; outlining that sailor&#8217;s standing among their rating and pay grade peers &#8212; and how they scored across the board.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Simply put, this sheet is a score card on how a sailor ranked in an exam cycle. They can find it on Navy Knowledge Online under their advancement tab.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Over the past few years, the chance to advance in the petty officer ranks has hovered around 25 percent. Give or take a percentage point up or down, expect it to be in that neighborhood again this cycle, personnel officials say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every cycle, manpower planners determine the number of vacancies \u00a0\u2014 quotas in each rating for sailors to move up into.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The &#8220;opportunity&#8221; to advanced is simply the percentage of all those who took and passed their advancement exams who will get one of those coveted quotas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether a sailor gets a quota depends on how they rank against all other sailors competing those quotas Navy-wide.<\/p>\n\n\n\n<p>&#8220;Most ratings have more sailors competing than vacancies to fill,&#8221; said Tom Updike, a retired master chief who heads the <span class=\"rte rte-comment\">, now the <\/span>division <span class=\"rte rte-comment\">head <\/span>for enlisted advancement exam execution at the Navy Education and Training Professional Development and Technology Center. &#8220;We call this quotas limitation, so we need a way to rank sailors within individual ratings to determine who advances.&#8221;\u00a0<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">But <\/span>It\u2019s more than just who passes the test<span class=\"rte rte-comment\">, Updike said<\/span>. Depending on the sailor, where they\u2019ve been and what they\u2019ve done, as many as seven factors <span class=\"rte rte-comment\">can <\/span>play in to each of the <span class=\"rte rte-comment\">what officials call a<\/span> &#8220;Final Multiple Score&#8221; officials use to rack and stack the test-takers.\u00a0<span class=\"rte rte-comment\">which they say gives the best snapshot of each sailor so they can advance the best qualified into those limited quotas.<\/span><\/p>\n\n\n\n<p>Knowing what this overall score is and what goes into it helps sailors see where they need to improve. It&#8217;s also a chance to double-check your records and make sure you&#8217;re getting every point you deserve\u00a0\u2014 discovering missing points can put you\u00a0<span class=\"rte rte-comment\">but often commands and sailors catch missing things or miscalculations and end up advanced as points are discovered that push them <\/span>over the edge.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So getting as smart in the details, officials say, can benefit you.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it comes to &#8220;doing the math,&#8221; a sailor&#8217;s final multiple score is the single most important calculation made in a career \u2014 because it determines whether you move up or not.<\/p>\n\n\n\n<p>Your exam score is a major factor, but depending on the pay grade it may not be the largest one<span class=\"rte rte-comment\"> factor<\/span>. The calculations also factor in awards, performance, seniority and more. Advancement experts explained how each factor works so you can assess your own scores.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s because your performance is ranked, too, based on your advancement recommendation off your evaluations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Performance is also rewarded by separate points for select awards and medals, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials also award points for pulling individual augmented duty in combat zones, too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, being a salty sailor can help, too as points are awarded for a sailor&#8217;s service time in their current pay grade \u2014 seniority. \u00a0While for those who just barely miss moving up can also get a few points tossed for that good performance in to help them on the next cycle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s many misconceptions and wives tales about the FMS, what factors in and how.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy Times sat down with the advancement experts in charge of this ranking\u00a0<br\/> \u00a0<br\/> Here&#8217;s a look at each factor and how it factors in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Performance Mark Average\u00a0<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;What many sailors don&#8217;t understand is that your PMA is calculated only using an average of your promotion recommendations on your evaluations, it has nothing to do with their trait average,&#8221; said Master Chief Electronics Technician (SS\/SW) James Berhalter, NETPDTC&#8217;s command master chief.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This recommendation is found in Block 45 of the enlisted evaluation form.<\/p>\n\n\n\n<p>Each of the five potential promotion recommendations come with a numeric value for advancement purposes. The top ranking,\u00a0early promote, is scored as a 4.00. That drops to <span class=\"rte rte-comment\">ropping to <\/span>3.80 for a must promote and 3.6 and 3.4 respectively for\u00a0<span class=\"rte rte-comment\">for <\/span>promotable. Sailors whose recommendation shows significant problems get a score of 2.0.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Depending on the paygrade you are competing for there is a window that determines which evaluations will be counted \u2014 this is the only factor that&#8217;s calculated at the command by the education services officer.&#8221;<\/p>\n\n\n\n<p>Berhalter points out that any evaluation <span class=\"rte rte-comment\">the sailor has <\/span>inside that is included<span class=\"rte rte-comment\">\u00a0window can be calculated in<\/span>, whether they are regular, special or transfer evaluations<span class=\"rte rte-comment\"> could be potentially factored in<\/span>.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The only thing not allowed is any special evaluation that is designed only to push up a sailor&#8217;s PMA average for advancement purposes,&#8221; he said.<\/p>\n\n\n\n<p>For E-4, <span class=\"rte rte-comment\">\u00a0it is <\/span>any evals from the last 8 to 9 months factor in. For E-5, the window grows to any in the past 14 to 15 months.\u00a0<\/p>\n\n\n\n<p>For competing for E-6, it\u2019s any within the last three years<span class=\"rte rte-comment\">36 months<\/span>. \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This is the only factor in the final multiple that is provided by the command \u2014 it&#8217;s written on your exam profile sheet by your ESO,&#8221; Berhalter said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All factors that play into a sailors in the final multiple score are pulled from Navy personnel databases \u2014 except for the PMA average.<\/p>\n\n\n\n<p>The PMA is calculated by your command.\u00a0<span class=\"rte rte-comment\">Though officials say they hope to automate this, too in the future, for now, it will continue to be calculated by the command.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Sailors need to pay attention to this average, and it doesn&#8217;t hurt to do your own math on this, too.&#8221; \u00a0he said. &#8220;It could be the difference maker for them.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Exam Standard Score<\/strong><\/p>\n\n\n\n<p>Misconceptions and urban legends abound about how the exams are scored in the fleet, Updike said<span class=\"rte rte-comment\">, many urban legends abound about how test results are calculated for the final multiple<\/span>.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The standard score is not the same thing as a sailor&#8217;s raw score \u2014 the number of questions answered correctly,&#8221; Updike said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Everyone passing the exam gets a standard score that ranges from 20 to 80,&#8221; Updike said. &#8220;It is a ranking of how nearly everyone scored on the test. The sailor with the best raw score gets the 80, and the lowest passing score gets the 20, and everyone else falls somewhere in between.&#8221;<\/p>\n\n\n\n<p>A common misconception<span class=\"rte rte-comment\">, he said<\/span> is that someone with a<span class=\"rte rte-comment\">n<\/span> score of 80 &#8220;aced&#8221; the exam by getting all the questions right.\u00a0Not true, Updike says. A score of 80 is still worth a congratulations though: it means you outscored 99 percent of your peers.\u00a0<span class=\"rte rte-comment\">, but \u00a0a score of 80 is simply the highest score possible, scoring better than 99 percent of your peers, he said. <\/span>On the other end, scoring a 20 means you only did better than 1 percent of test-takers.\u00a0<span class=\"rte rte-comment\">Those scoring in the bottom one percent are too low to register on the scale. <\/span>\u00a0A score of 50 means you were exactly in the middle of the pack.<\/p>\n\n\n\n<p>Officially, it\u2019s not possible to fail, Updike says.\u00a0But anyone whose raw score is below 1 percent <span class=\"rte rte-comment\">in the bottom that one percent of the group <\/span>doesn\u2019t get a standard score<span class=\"rte rte-comment\"> and technically is a failure<\/span>.\u00a0<span class=\"rte rte-comment\">Around three percent of sailors, on average don\u2019t score high enough to get a standard score, Updike said.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Award points<\/strong><\/p>\n\n\n\n<p>Awards points are pulled directly from <span class=\"rte rte-comment\">what <\/span>awards <span class=\"rte rte-comment\">are <\/span>listed in the the Navy\u2019s awards database. If it\u2019s in your personnel record, but not in the Navy Department Awards Web Services database, it won\u2019t count<span class=\"rte rte-comment\">,<\/span> initially.\u00a0<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">But <\/span>This <span class=\"rte rte-comment\">is probably one <\/span>factor accounts for many sailors getting\u00a0<span class=\"rte rte-comment\">that gets more sailors <\/span>advanced retroactively. <span class=\"rte rte-comment\">because <\/span>There\u2019s often a lag <span class=\"rte rte-comment\">time <\/span>between awards being given and updated in the awards database. <span class=\"rte rte-comment\">Also, <\/span>Any award dated up to the day before the exam counts \u2014 so often there\u2019s a discrepancy.\u00a0<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">One catch is <\/span>If an award only has a month and year, the day is <span class=\"rte rte-comment\">always <\/span>considered to be the final day of that month for advancement calculations.\u00a0<\/p>\n\n\n\n<p>&#8220;It\u2019s important that sailors know what their awards are and ensure they show up in NDAWS, otherwise we don\u2019t even know to count them,&#8221; Berhalter said. &#8220;If a sailor<span class=\"rte rte-comment\">s<\/span> or their command finds a discrepancy after the results come out, they should contact us to get the awards points recalculated.&#8221;<\/p>\n\n\n\n<p>The maximum award points for E-4 and E-5 hopefuls <span class=\"rte rte-comment\">candidates <\/span>is 10 \u2014 that goes up to 12 for those up for E-6. Over twenty <span class=\"rte rte-comment\">different <\/span>awards and commendations count and a complete list is available in the Navy Awards manual, BUPERS Instruction 1430.16F<span class=\"rte rte-comment\">, which can be downloaded from the Navy Personnel Command Web site<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Individual augmentees<\/strong><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">For <\/span>Sailors who have served for at least 90 consecutive days in a Congressionally-designated combat zone\u00a0get a two-point boost<span class=\"rte rte-comment\"> added directly as are awards points &#8211; directly to a sailors final multiple<\/span>. These are\u00a0added directly to a sailor&#8217;s FMS. But you only get one boost, even if you&#8217;ve done more than one individual augmentation, where sailors are dispatched abroad on missions to war zones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But even if a sailor has done multiple IA tours, only one, two-point addition is allowed.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Generally, <\/span>Areas that count include Afghanistan, Iraq,\u00a0the Horn of Africa,\u00a0and Kuwait\u00a0<span class=\"rte rte-comment\">Guantanamo <\/span>as well as Joint Task Force<span class=\"rte rte-comment\">,<\/span> 515<span class=\"rte rte-comment\"> or the Joint Force Special Task Force<\/span>\u00a0Philippines, provided the service is after Oct. 24, 2001.\u00a0<\/p>\n\n\n\n<p>But this also\u00a0is a place sailors need to check<span class=\"rte rte-comment\"> to see they got proper credit, as the system can lag behind reality<\/span>.\u00a0<\/p>\n\n\n\n<p>&#8220;Let\u2019s say a sailor completes an IA\u00a0in April,<span class=\"rte rte-comment\">&#8220;<\/span> \u00a0<span class=\"rte rte-comment\">\u2014 <\/span>[it]\u00a0might not show up in the system for some months,&#8221; Berhalter said. <span class=\"rte rte-comment\">&#8220;That\u2019s something else sailors might want to check on before the exam cycle begins \u2014 it could make a big difference.&#8221;<\/span><\/p>\n\n\n\n<p>These points are calculated with the awards points \u2014 but <span class=\"rte rte-comment\">can be <\/span>don\u2019t count against the maximum awards points ceiling. <span class=\"rte rte-comment\">points raising it to 12 for E-4\u2019s and E-5\u2019s and 14 for E-6\u2019s. \u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Pass not advanced\u00a0<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A year ago, these points, called PNA points were reworked to only reward those top performers who don&#8217;t score overall enough to make the cutoff to advance.<\/p>\n\n\n\n<p>These pass not advanced<span class=\"rte rte-comment\">&#8220;<\/span> points used to be given to every test-passer who didn&#8217;t advance.\u00a0<span class=\"rte rte-comment\">sailor who simply passed the test if they didn\u2019t advance.\u00a0<\/span><\/p>\n\n\n\n<p>In 2014, officials <span class=\"rte rte-comment\">tightened it in mid-2014 <\/span>limited<span class=\"rte rte-comment\">ing<\/span> it to the top 25 percent of sailors who didn\u2019t advance in the test and performance mark average categories, as a way of boosting only the top performers. Each of these sailors in the top quarter of evals or tests earns\u00a0<span class=\"rte rte-comment\">A flat <\/span>1.5 points; sailors in both areas earn three points. <span class=\"rte rte-comment\">\u00a0are given for being in this top quarter of either test scoring or performance marks and those categories and those in the top of both areas, it\u2019s cumulative to a maximum of 3 points for any given cycle. \u00a0<\/span><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">One note, is that <\/span>PNA\u00a0points have a shelf life: <span class=\"rte rte-comment\">and a limit \u00a0as <\/span>Only the points from the last six <span class=\"rte rte-comment\">consecutive <\/span>exam<span class=\"rte rte-comment\">ination<\/span> cycles count, up to <span class=\"rte rte-comment\">a total of <\/span>15 points.\u00a0Also, only PNA points earned in your current pay grade count;\u00a0once you advance, that ticker starts <span class=\"rte rte-comment\">all <\/span>over<span class=\"rte rte-comment\"> again<\/span>.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Service in paygrade\u00a0<\/strong><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Simply put, <\/span>These are points for seniority in your current paygrade.\u00a0<\/p>\n\n\n\n<p>In 2014, these were cut <span class=\"rte rte-comment\">way <\/span>back. Those competing for E-4 and E-5 can get up to two points, while E-6<span class=\"rte rte-comment\">\u2019<\/span>s can get three.\u00a0<\/p>\n\n\n\n<p>Points are calculated by years and months. Each year, <span class=\"rte rte-comment\">total <\/span>service is calculated for the spring cycle from July 1 of that year. For the Fall cycle, it\u2019s as of January 1 the following year.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Education Points<\/strong><\/p>\n\n\n\n<p>Credit for <span class=\"rte rte-comment\">documented <\/span>college degrees can also help a sailor&#8217;s advancement score. <span class=\"rte rte-comment\">and \u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two points are given for an accredited associate&#8217;s degree with four for a baccalaureate degree or above.\u00a0Points are given only for the highest degree held and aren&#8217;t cumulative.<\/p>\n\n\n\n<p>This means, if you have <span class=\"rte rte-comment\">both <\/span>an associate&#8217;s and bachelor\u2019s degree, you only get the four bachelor\u2019s degree points.\u00a0<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">But <\/span>The catch here is that it has to be noted in your record, specifically your <span class=\"rte rte-comment\">your <\/span>Joint Services Transcript online, which only happens if your transcripts are sent<span class=\"rte rte-comment\">d<\/span> directly from your school to the Navy.\u00a0<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">And, <\/span>To count on the exam cycle, the degree must be in your record as of the first day of the month the exam is given.
