{"id":28453,"date":"2018-09-28T21:22:39","date_gmt":"2018-09-28T21:22:39","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/09\/28\/navy-chief-reduced-in-rank-at-lost-gear-trial\/"},"modified":"2026-08-08T19:13:13","modified_gmt":"2026-08-08T19:13:13","slug":"navy-chief-reduced-in-rank-at-lost-gear-trial","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/09\/28\/navy-chief-reduced-in-rank-at-lost-gear-trial\/","title":{"rendered":"Navy chief busted because of lost gear"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A Navy chief lost rank last month after losing nearly $180,000 worth of night vision goggles, weapon mounted lasers and magnified scopes, according to his charge sheets and Navy officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a special court-martial trial on Aug. 2 in San Diego, then-Chief Gunner\u2019s Mate Grover R. White pleaded guilty as part of a pretrial agreement to failing to obey an order or regulation and was reduced to Petty Officer 1st Class, Navy spokesman Brian O\u2019Rourke said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White admitted that he failed to maintain accountability of serialized military property and keep inventory documentation on items belonging to Explosive Ordnance Disposal Group 1 between March of 2014 to October of 2016, according to O\u2019Rourke.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/08\/16\/sailor-convicted-for-trying-to-have-sex-with-a-15-year-old-girl\/\" target=\"_blank\">Naval Criminal Investigative Service<\/a> spokesman Ed Buice said their probe began in November of 2016.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White initially faced additional charges for losing military property and forgery but they were withdrawn and dismissed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those discarded forgery charges alleged that White falsely altered a requisition and invoice shipping document by adding serial numbers.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/09\/24\/command-master-chief-fired-for-sliding-into-facebook-messages-of-another-chiefs-wife\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/PCU-Hudner.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Command master chief fired for sliding into Facebook messages of another chief\u2019s wife<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Stephan J. Raniszewski was fired as the senior enlisted leader of the future warship Thomas Hudner this spring.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">It remains unclear in the legal documents how these items went missing, how many items disappeared and what was eventually recovered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A spokeswoman for Explosive Ordnance Disposal Group 1, Lt. Kara Yingling, declined to discuss details of the case, saying only that \u201cthe Navy conducted a thorough investigation into this matter\u201d and that White was \u201cheld accountable for his negligence in failing to maintain accountability of military property.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White\u2019s private attorney, <a href=\"https:\/\/militaryjusticeattorneys.com\/firm\/attorneys\/jon-shelburne-of-counsel\/\" target=_blank>Jon Shelburne<\/a>, said this week that the case did not involve a \u201cgrander, broader scheme to steal stuff from the Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe way this investigation unfolded \u2026there was a concern that they would find stuff on eBay, that they would find stuff on other auction websites,\u201d Shelburne said. \u201cNone of that existed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shelburne said his client failed to handle \u201cthe affairs as efficiently as he should\u201d but he\u2019s \u201cnot guilty of stealing anything.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe\u2019s not guilty of taking anything away. What he\u2019s guilty of is not staying on top of the accounting and in some cases delegating down and not supervising properly,\u201d the attorney said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shelburne also blamed systemic Navy problems for the lost gear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou don\u2019t have enough personnel to track everything, but it\u2019s also just a significant gap in the Navy process,\u201d he said. \u201cBut he\u2019s not pointing fingers at the Navy and he\u2019s not pointing fingers at the command.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White was guilty of giving superiors \u201cthe thumbs up that everything\u2019s accounted for\u201d when it was not, Shelburne said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re talking multiple commands, thousands of pieces of equipment,\u201d the attorney said. \u201cHe talked to the judge at length about the accounting, how over the course of years, items were recorded and lost, not recorded, there are multiple discussions with the judge about how things go missing in that environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White\u2019s unit reports to <a href=\"https:\/\/www.public.navy.mil\/NECC\/Documents\/NECC.pdf\" target=_blank>Navy Expeditionary Combat Command<\/a>, which oversees manning, training and equipping the service\u2019s expeditionary combat forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shelburne said he believed White\u2019s sentence was so low was because he cooperated with NCIS, \u201cand did everything he could to help them locate\u2026the missing equipment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs recently as three days before the trial, some of the items that were at least on the original charge sheet, one of the other commands found them,\u201d Shelburne said. \u201cThey revealed to us two days before the court-martial that we needed to amend some of the information.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unit spokeswoman Yingling declined to comment on Shelburne\u2019s allegations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shelburne said an NCIS agent testified on White\u2019s behalf and said \u201cthey were not able to find anyone else that would have been culpable\u201d in the missing equipment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NCIS spokesman Buice said an agent testified during the trial regarding the facts of the case, as is normal procedure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe said during questioning that White had cooperated with the investigation but noted the cooperation did not amount to recovery of the missing equipment,\u201d Buice said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White enlisted in 1992 and made chief in 2007, according to Navy personnel records.<\/p>\n\n\n\n<p
