{"id":29785,"date":"2019-02-28T20:09:22","date_gmt":"2019-02-28T20:09:22","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/02\/28\/is-va-spending-enough-on-womens-health-programs\/"},"modified":"2026-08-08T06:32:43","modified_gmt":"2026-08-08T06:32:43","slug":"is-va-spending-enough-on-womens-health-programs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/veterans\/2019\/02\/28\/is-va-spending-enough-on-womens-health-programs\/","title":{"rendered":"Is VA shortchanging women\u2019s health programs?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Veterans Affairs officials say they are facing a \u201ctsunami wave\u201d of <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/12\/30\/military-women-female-veterans-are-shifting-away-from-gop\/\" target=\"_blank\">women veterans<\/a> entering their systems, but lawmakers worry that the department\u2019s annual budget requests aren\u2019t keeping up with that demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Funding for <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/12\/14\/do-military-women-have-higher-rates-of-infertility-than-civilians\/\" target=_blank>health services specifically for women<\/a> in VA has increased about 16 percent over the last five years, totaling just over $500 million in fiscal 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that figure is less than 1 percent of <a href=\"https:\/\/www.militarytimes.com\/news\/2018\/09\/21\/trump-oks-the-largest-va-budget-ever\/\" target=_blank>overall veterans health spending<\/a>, even though women veterans represent one of the fastest growing populations using department care. The number of women using Veterans Health Administration services has tripled since 2001, and is expected to grow even faster coming years.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/veterans\/2018\/09\/07\/secretary-promises-va-will-be-more-welcoming-to-women\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4580552.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Secretary promises VA will be more \u2018welcoming\u2019 to women veterans<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Women make up about 10 percent of American veterans today but are the fastest growing segment of the veterans population.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cTo me, that cries out for an increase in resources,\u201d said Rep. Debbie Wasserman Schultz, D-Fla., and chairwoman of the House Appropriations Committee\u2019s panel on veterans issues. \u201cI don\u2019t know how you don\u2019t, given the explosion in women coming to VA.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her comments came at a committee hearing about two weeks before the expected release of the White House\u2019s fiscal 2020 budget, one that President Donald Trump has publicly vowed will rein in spending on non-defense programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The VA budget broke $200 billion for the first time last year, but department leaders and outside advocates have argued that additional monies are needed in fiscal 2020 to keep up with demands on the system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About 10 percent of the veterans population in America today are women, but they make up nearly 16 percent of the active-duty military force. That points to a steady increase in the women\u2019s veterans population in coming years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">VA officials at Thursday\u2019s meeting on women veterans issues deferred on the possible budget requests for women-specific services but said they believe they have made significant progress in reforming the system in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Patricia Hayes, chief consultant for VA\u2019s Women\u2019s Health Services, said all VA hospitals nationwide and 90 percent of VA community outpatient clinics have on site at least two care specialists focused on women\u2019s health. Mammogram and maternity services at VA facilities have been expanded significantly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Hayes also acknowledged \u201csmall but persistent disparities in access for women veterans, who overall are waiting longer for appointments than males.\u201d Leadership is looking for answers to that problem, including accelerated hiring of staff and identifying locations with particular cultural challenges that could add to the problem.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2018\/11\/08\/as-more-female-vets-head-to-congress-lawmakers-update-efforts-to-change-vas-motto\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4813525.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">As more female vets head to Congress, there\u2019s a new push to change VA\u2019s male-focused motto<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Critics argue that the current department motto ignores the contributions of women in the military.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">More than 40 percent of women veterans in the VA system have been diagnosed with at least one mental health condition, adding to the need for trained staff personnel to provide them assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers said they believe some of those issues could be solved with more funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBe specific about what your needs are, where we can target extra money,\u201d Rep. John Carter, R-Texas, and ranking member of the veterans panel, asked the VA officials. \u201cWe are serious about this. We have to get this right.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hayes said the department would evaluate in coming weeks whether those concerns from Congress would require a boost to the president\u2019s already planned budget request for the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That budget draft is expected to be released the week of March 11.
