All were aimed at resuscitating a <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2020\/03\/09\/us-begins-troop-withdrawal-from-afghanistan-official-says\/\" target=_blank>U.S.-Taliban peace deal<\/a> signed in February. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Khalilzad returned to Washington late Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Khalilzad called for a reduction in violence by all sides in Afghanistan\u2019s protracted conflict that has kept <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2020\/03\/12\/american-commandos-to-hold-down-the-fort-in-afghanistan-as-us-troops-withdraw\/\" target=_blank>America militarily engaged<\/a> for 19 years. He also said too much time has been wasted getting to the second and critical phase of the peace deal, which calls for talks between the <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2020\/05\/06\/afghanistan-drawdown-proceeds-even-as-tenuous-peace-deal-continues-to-crack\/\" target=_blank>Taliban and Afghanistan\u2019s political leadership.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Abdullah will head those efforts as part of the deal he signed with Ghani to end their monthslong dispute over who won Afghanistan&#8217;s presidential election last September. (Sapidar Palace via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. President Donald Trump said again last week that American soldiers have wrongly been tasked with policing the country and called on Afghanistan to step up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. has about 12,000 soldiers deployed to Afghanistan, split between counter-terrorism and the NATO-led Resolute Support&#8217;s 16,500 troop mission, which trains and aids Afghanistan&#8217;s National Security Forces. Sonny Leggett, a spokesman for U.S. Forces Afghanistan, tweeted early Thursday morning that airstrikes on Wednesday killed three ISIS fighters in Kunar Province and forced 34 ISIS militants to surrender to Afghan forces in Tswokey district.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">U.S. Department of Defense officials have told The Associated Press their biggest worry in Afghanistan is an increasingly active ISIS affiliate headquartered in the east. The group has ties to Middle Eastern affiliates as well as militant groups like the Islamic Movement of Uzbekistan and the Chinese Uighur group, East Turkestan Islamic Movement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The officials, who spoke on condition of anonymity because of the sensitivity of the subject, say the ISIS affiliate in Afghanistan has been linked to foiled plots to attack America in recent years. The U.S. also blamed ISIS for <a href=\"https:\/\/www.militarytimes.com\/news\/2020\/05\/15\/us-blames-deadly-afghan-maternity-hospital-attack-on-isis-k\/\" target=_blank>a brutal attack on a maternity hospital<\/a> earlier this month in Kabul that left 24 people dead, including two infants and several mothers.<\/p>\n\n\n\n<style>.embed-container { position: relative; padding-bottom: 56.25%; height: 0; overflow: hidden; max-width: 100%; } .embed-container iframe, .embed-container object, .embed-container embed { position: absolute; top: 0; left: 0; width: 100%; height: 100%; }<\/style><div class='embed-container'><iframe src='https:\/\/www.youtube.com\/embed\/2r-jK19gxqo' frameborder='0' allowfullscreen><\/iframe><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The increased ISIS activity in Afghanistan has added urgency to U.S. efforts to resuscitate the peace deal, which commits the Taliban to fight terrorist groups in Afghanistan. The same Department of Defense officials said they want the Taliban in the battle to rout IS from Afghanistan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without intra-Afghan negotiations, the cease-fire Washington wants between the Taliban and the government won\u2019t happen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taliban representatives say a cease-fire will be on the agenda in any intra-Afghan talks, which were to start by mid-March. The delay has been blamed on Afghanistan\u2019s squabbling leadership in Kabul and disruptions in prisoner releases, which were promised as part of the peace deal ahead of intra-Afghan negotiations.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/flashpoints\/2020\/03\/04\/esper-says-taliban-not-honoring-deal-as-us-warplanes-bail-out-afghan-forces\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/afghanistan.jpg_9b3a0b.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Esper says Taliban not honoring deal as US warplanes bail out Afghan forces<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Defense Secretary Mark Esper said that the Taliban were honoring the agreement in terms of \u201cnot attacking U.S. and coalition forces, but not in terms of sustaining a reduction of violence.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In his tweets, Khalilzad called for the prisoner release to be completed. He also reiterated he is seeking Taliban assistance with U.S. citizens missing in Afghanistan, including U.S. contractor Mark Frerichs who disappeared in January. Several Taliban leaders contacted by The AP said they are not holding Frerichs and have told Khalilzad repeated times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suhail Shaheen, Taliban spokesman in Doha, said Wednesday the Taliban are committed to the deal and demanded its prisoners be released.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, in eastern Nangarhar province, where ISIS is headquartered, a suicide bomber targeted a district chief and his son Thursday as they were driving through Chaparhar district, said Attaullah Khogyani, the provincial governor\u2019s spokesman. Sediq Dawlatzai and his son were wounded in the attack and transferred to a hospital in the capital Jalalabad.
