{"id":30430,"date":"2021-11-10T21:51:35","date_gmt":"2021-11-10T21:51:35","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/11\/10\/russian-troop-movements-show-wider-conflict-is-possible-top-ukraine-official-says\/"},"modified":"2026-08-08T06:54:48","modified_gmt":"2026-08-08T06:54:48","slug":"russian-troop-movements-show-wider-conflict-is-possible-top-ukraine-official-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/flashpoints\/2021\/11\/10\/russian-troop-movements-show-wider-conflict-is-possible-top-ukraine-official-says\/","title":{"rendered":"Russian troop movements show wider conflict is possible, top Ukraine official says"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Ukrainian officials told Military Times that the gathering of Russian forces, tanks and short-range ballistic missile systems near the two countries\u2019 border could offer the Russians an easy way to escalate an ongoing conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While U.S. military leaders remain reluctant to discuss the massing of <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/09\/24\/milley-us-should-explore-more-military-talks-with-russia\/\" target=\"_blank\">Russian forces<\/a>, Ukrainian officials were more direct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAll available information indicates that the armed forces of Russia permanently sustain a powerful offensive grouping around Ukraine,\u201d Roman Mashovets, deputy head of Ukraine\u2019s Office of the President for national security and defense, told Military Times Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the second half of 2021,<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/09\/13\/as-zapad-military-drills-heat-up-signs-of-a-lasting-russian-footprint-in-belarus\/\" target=\"_blank\"> Russian forces<\/a> \u201cconducted a set of <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/05\/20\/us-russia-hold-parallel-military-drills-in-the-balkans\/\" target=\"_blank\">large-scale command and staff exercises<\/a> nearby the Ukrainian border,\u201d Mashovets said. However, combat and other military materiel like tanks, combat vehicles and \u201cIskander\u201d short-range ballistic missile systems have remained near the Ukrainian border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt allows Russian authorities in very short terms to redeploy personnel and to form combat striking groups ready for offensive actions on the territory of Ukraine,\u201d said Mashovets. \u201cThus, if Russia plans to extend aggression, additional redeployment of Russian \u201csubunits to the border of Ukraine will be conducted.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The equipment is visible in a series of satellite photos released this month from Maxar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a Wednesday afternoon press conference, Pentagon spokesman John Kirby described the Russian troop massing \u201cas unusual in size and scope\u201d but declined to expand on that assessment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe continue to see is unusual military activity inside Russia, but near Ukraine\u2019s borders, and we remain concerned about that,\u201d Kirby said. \u201cAnd it\u2019s not exactly clear what the Russian intentions are. We obviously would like to better understand that. And we don\u2019t want to see any action further destabilize what is already a very tense part of the world. (Satellite image \u00a92021 Maxar Technologies)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The gathering of Russian forces near Ukraine, and its continued occupation of Crimea, is more than just a concern for Ukraine, said Mashovets, the Ukrainian president\u2019s deputy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe see that the Russian Federation does not just show military aggression, but wages a full-scale hybrid war against Ukraine and the whole Western society,\u201d said Mashovets. \u201cIt should be understood that by its actions and armed aggression, Russia daily undermines foundations of a democratic world, and Ukraine now not only has a military conflict with the Russian Federation over its territories, but actually acts as a great wall to protect the entire civilized world from the Russian aggression. This seemingly \u2018small problem\u2019 in the center of Europe cannot be ignored.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of Nov. 10, more than 32,000 Russian troops were in Crimea, Mashovets said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All told, about 114,000 Russian troops are near the Ukrainian border and on the occupied territories of Donetsk, Luhansk and Crimea, Mashovets said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCurrently, 36 battalion tactical groups are in constant readiness nearby our borders, 31 of which are deployed on a permanent basis. And this has never ceased to concern Ukraine, because in fact our country is in a state of permanent escalation from the Russian Federation side.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each Russian BTG consists of about 300-500 troops, according to a Ukraine military official.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/11\/09\/how-army-special-ops-can-push-back-against-russian-aggression\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"189\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Lithuanian_defense_forces.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">How Army special ops can push back against Russian aggression<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Special operations forces can make a difference, but their roles need more definition.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Ukraine, Mashovets said, is especially concerned about Russian forces preparing Crimea \u201cfor deployment of their nuclear weapons. Relying on Crimea, Russia carries out military operation in the Middle East and Africa, and affects the Balkans.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, there is also concern about the security of Russia\u2019s border with Belarus, Mashovets said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian forces \u201chave already practically transformed Belarus in its internal military district,\u201d he said. \u201cRussia increases its military contingent on the territory of Belarus under pretext of combined exercises, performs assessments of preserved Belarusian military garrisons for possible deployment Russian subunits there.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, integration of military components of Russia and Belarus continues, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThus, after the active phase of \u201cZapad-2021\u2033 exercise, part of Russian materiel was left on the territory of Belarus and nearby the borders of Ukraine, that allows to create striking troops grouping quickly and covertly,\u201d Mashovets said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1504\" height=\"793\" src=\"\/wp-content\/uploads\/2026\/08\/07_early-indications-of-new-deployment_29sept2021_copernicus-sentinel-2-satellite-image_.jpg.jpg\" alt=\"\" class=\"wp-image-61575\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/07_early-indications-of-new-deployment_29sept2021_copernicus-sentinel-2-satellite-image_.jpg.jpg 1504w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/07_early-indications-of-new-deployment_29sept2021_copernicus-sentinel-2-satellite-image_.jpg.jpg?resize=300,158 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/07_early-indications-of-new-deployment_29sept2021_copernicus-sentinel-2-satellite-image_.jpg.jpg?resize=768,405 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/07_early-indications-of-new-deployment_29sept2021_copernicus-sentinel-2-satellite-image_.jpg.jpg?resize=1024,540 1024w\" sizes=\"auto, (max-width: 1504px) 100vw, 1504px\" \/><figcaption class=\"wp-element-caption\">This satellite image shows early indications of new deployment in Yelnya, Russia in late September. (Copernicus Sentinel-2 satellite image)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">As to what the Russian troop movements mean for Ukraine, Mashovets said they are nearing the \u201cstrategic encirclement of the territory of Ukraine.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDespite the sanctions and great concern of Western countries, the Russian Federation has almost realized its intentions regarding the strategic encirclement of the territory of Ukraine, including from the territory of Belarus, and continues to prepare the offensive actions on the Ukrainian territory,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recent Russian military exercises were aimed at practicing for an attack inside Ukraine, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cpresence of augmented troops grouping and also relocation of materiel clearly indicate that in plans of the Kremlin will further remain attack from Rostov oblast to the Crimean Peninsula with the aim to ensure control of the land corridor to the Crimean Peninsula for the Russian Federation,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Donbas, where Ukraine and Russian forces are trading fire, there are about 35,000 Russian troops, Mashovets said. They include top Russian officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCadre Russian generals and officers occupy key command positions,\u201d he said. \u201cIt is a common and systematic issue to have a \u2018combat\u2019 practice on the line of disengagement with the temporary occupied territories of Ukraine by special units of &#8230;the Russian Federation, especially by sniper groups.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recently, he said, \u201cRussian troops and their mercenaries have increased number of firings, which cannot but concern and outrage us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each day, there are about five to 10 cease fire violations, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe enemy strengthened forward subunits [with] tank groups and intensively uses UAVs and snipers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, Ukraine has also deployed drones it purchased from Turkey, said Mashovets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Bayraktar TB2 UAVs have been on combat duty in the area since spring 2021, Mashovets said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUAVs showed their effectiveness not only for intelligence,\u201d he said. On Oct. 26, the Bayraktar TB2 drones were used against a Russian battery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs it was expected, such operation received geopolitical resonance,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukrainian intelligence reported that \u201camong the occupation troops of Russia, and first of all among those who concentrated on the line of contact,\u201d there was \u201cincreasing demoralization due to understanding of vulnerability from Ukrainian UAVs,\u201d said Mashovets. \u201cCombatants of occupation troops attempt to avoid duty on the frontline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI suppose that this case best demonstrates our readiness to defend the lands of Ukraine, because the truth is on our side,\u201d he said. \u201cWe do not strive to seize other nation\u2019s territories, we justly defend our borders and are ready to do so in the future. Our warriors are constantly training and getting better every day, as NATO partners have repeatedly confirmed during joint
