{"id":30530,"date":"2021-11-01T02:00:00","date_gmt":"2021-11-01T02:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2021\/11\/01\/this-week-in-congress-only-four-weeks-of-legislative-work-left-in-2021\/"},"modified":"2026-08-08T06:41:50","modified_gmt":"2026-08-08T06:41:50","slug":"this-week-in-congress-only-four-weeks-of-legislative-work-left-in-2021","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2021\/11\/01\/this-week-in-congress-only-four-weeks-of-legislative-work-left-in-2021\/","title":{"rendered":"This week in Congress: Only four weeks of legislative work left in 2021"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Congress enters November with just four legislative weeks left in 2021 but a long list of work to be finished before the end of the year. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Atop the list for military advocates are three items: the <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2021\/10\/18\/senate-appropriators-back-5-percent-boost-in-defense-spending-for-fy22\/\" target=\"_blank\">defense budget<\/a>, the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2021\/09\/23\/plans-for-bigger-defense-budget-get-boost-after-house-authorization-bill-vote\/\" target=\"_blank\">annual defense authorization bill<\/a> and the federal debt ceiling. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first two require work by the Senate in coming weeks, as drafts of both measures are awaiting full chamber votes. The House has approved their versions, and will begin negotiations with Senate officials once their work is finished. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The debt ceiling issue presents more challenges, as it is likely tied to completing work on the fiscal 2022 budget. But officials have warned that a failure to raise the debt ceiling could have compounding problems for things like defense contracts, military pay and equipment purchases if it is not addressed by mid-December. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congressional leaders are unlikely to trim any of their planned recess around Veterans Day or Thanksgiving, but could work into late December if the lingering issues aren\u2019t settled earlier. <\/p>\n\n\n\n<strong>Tuesday, Nov. 2 <\/strong><br>\r\n<br>\r\nHouse Veterans&#8217; Affairs \u2014 10 a.m. \u2014 online hearing <br>\r\n<i>Electronic health records <\/i><br>\r\nVeterans Affairs officials will testify on the state of their 10-year overhaul of the department\u2019s electronic medical records. <br>\r\n<br>\r\nSenate Foreign Relations \u2014 10 a.m. \u2014 online hearing <br>\r\n<i>Nominations<\/i><br>\r\nThe committee will consider several ambassador nominations. <br>\r\n<br>\r\nSenate Foreign Relations \u2014 2 p.m. \u2014 G-50 Dirksen <br>\r\n<i>State Department training<\/i><br>\r\nOutside experts will testify on reforms and training needed at the State Department. <br>\r\n<br>\r\n<strong>Wednesday, Nov. 3 <\/strong><br>\r\n<br>\r\nHouse Select Intelligence \u2014 9:30 a.m. \u2014 2359 Rayburn <br>\r\n<i>Domestic terrorism<\/i><br>\r\nFBI and Department of Homeland Security officials will testify on domestic terrorism threats and ways to counter them. <br>\r\n<br>\r\nSenate Foreign Relations \u2014 9:30 a.m. \u2014 G-50 Dirksen <br>\r\n<i>Nominations<\/i><br>\r\nThe committee will vote on a series of pending nominations. <br>\r\n<br>\r\nHouse Foreign Affairs \u2014 10 a.m. \u2014 2172 Rayburn <br>\r\n<i>State Department operations<\/i><br>\r\nState Department Deputy Secretary Brian McKeon will testify on his agency\u2019s operations and planned reforms. <br>\r\n<br>\r\nHouse Homeland Security \u2014 10 a.m. \u2014
