The document outlines the terms of a cease-fire and its enforcement, calls for the protection of the rights of women, children and minorities and envisions a truth and reconciliation commission aimed at healing 42 years of conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was no immediate comment from the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/flashpoints\/2021\/02\/03\/taliban-on-diplomatic-blitz-after-afghan-peace-talks-stall\/\" target=_blank>The Taliban <\/a>received the draft and were reviewing it, said spokesman Mohammad Naeem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There was no immediate comment from Afghan President Ashraf Ghani on the draft proposal or <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/03\/07\/blinken-offers-plan-to-bolster-afghan-peace-process-report-says\/\" target=_blank>a sternly worded letter from U.S. Secretary of State Antony Blinken<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the letter, Blinken said Washington wanted to see progress on peace talks and mentioned the draft peace agreement, which calls for a new, inclusive government \u2014 which Ghani has resisted. In recent speeches, Ghani has said no interim government would be formed \u201cas long as I am alive.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Blinken was uncompromising in his letter, which was released by Afghanistan\u2019s TOLO TV. \u201cI am making this clear to you so that you understand the urgency of my tone regarding collective work,\u201d he wrote.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2021\/03\/07\/blinken-offers-plan-to-bolster-afghan-peace-process-report-says\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"213\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP21062609835275.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Blinken offers plan to bolster Afghan peace process, report says<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Secretary of State Antony Blinken also made clear in a letter to Afghanistan&#039;s president that the Biden administration continues to consider a \u201cfull withdrawal\u201d of the roughly 2,500 U.S. forces in the country by the May 1 deadline negotiated by Trump administration.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">In the letter, Blinken said <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/01\/28\/drawdowns-of-troops-in-germany-and-afghanistan-up-in-the-air\/\" target=_blank>a May 1 deadline for a final withdrawal of U.S. troops<\/a> \u2014 stipulated in a Taliban-U.S. deal last year \u2014 is still on the table. Even with America\u2019s $4 billion in aid to Afghanistan\u2019s National Security Forces, a U.S. withdrawal could mean quick territorial gains for the Taliban.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ghani\u2019s first vice president, Amrullah Saleh, said Monday that the president had received the letter and was unmoved by its contents. He said Ghani was not ready to embrace the secretary of state\u2019s accelerated pace toward a settlement. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are neither concerned about the letter nor has it changed our position,\u201d Saleh said. He thanked the U.S. for its sacrifices and financial assistance over the past 20 years but said the Afghan government won\u2019t succumb to dictation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will make peace with dignity, but never \u2026 an imposed peace,\u201d he said at a ceremony on the anniversary of the death of a former defense minister. Ghani has been accused by his political opponents of trying to cling to power at all cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fawzia Koofi, one of only four women at the negotiation table in Doha, warned against haste and a May 1 withdrawal of U.S. troops, saying it would cause chaos. The Taliban would remove all its military and military structures from neighboring countries \u2014 a reference to Pakistan, where the leadership currently resides. The draft agreement also calls for an independent commission to oversee cease-fire violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The preamble of the U.S. document says the draft peace agreement is intended to <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2021\/02\/23\/afghan-peace-talks-resume-but-path-is-anything-but-certain\/\" target=_blank>jump-start negotiations.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt sets forth principles for governance, security, and rule of law and presents options for power sharing that could help the two sides reach a political settlement that ends the war,\u201d it says.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The preamble portrayed the draft as a compilation of \u201cideas and priorities\u201d of Afghans on all sides of the political spectrum.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The draft lays out an ambitious road map that protects the rights of all, guarantees elections, demands transparency and a fight against corruption and the illicit drug trade. It demands guarantees of non-interference from Afghanistan\u2019s neighbors and guarantees from Afghanistan that the country won\u2019t be used to attack or interfere with another. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It proposes the establishment of a \u201cpeace government\u201d that would oversee the writing of a new constitution and elections held immediately afterward. The new constitution is to protect the rights gained in the last 20 years since the toppling of the Taliban.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the draft, the peace government would include separate, but equal branches, including the judiciary, and executive branch. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The draft also said there will be one national government, no parallel governments and no parallel security forces, which would mean an end to Taliban fighters and the many militias loyal to warlords holding sway in Kabul. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It promises to protect Islamic values and while an independent judiciary would have the ultimate authority, the High Council for Islamic Jurisprudence would have an advisory role.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe new peace plan offers a chance for a cease-fire, it offers a chance to bring the Taliban from the battlefield to the talks table to discuss thorny issues of religion and its role in (the state),\u201d without giving them all the power, said Torek Farhadi, former Afghan government adviser. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfghanistan is bordering on a failed state status and is sure to enter the category immediately after the withdrawal of the foreign forces absent a better political
