{"id":30900,"date":"2016-02-10T23:01:31","date_gmt":"2016-02-10T23:01:31","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2016\/02\/10\/navy-board-forces-219-chiefs-into-retirement\/"},"modified":"2026-08-08T19:24:14","modified_gmt":"2026-08-08T19:24:14","slug":"navy-board-forces-219-chiefs-into-retirement","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2016\/02\/10\/navy-board-forces-219-chiefs-into-retirement\/","title":{"rendered":"Navy board forces 219 chiefs into retirement"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">A total of 219 chiefs, senior chiefs and master chiefs will be forced to retire by Dec. 1 of the thousands whose records were reviewed in December for recent problems.<\/p>\n\n\n\n<p>The retirements were handed out by the fiscal 2016 Senior Enlisted Continuation Board, which met in December to review the service records of 6,683 active duty, full-time support, and <span class=\"rte rte-comment\">r<\/span>Reserve senior enlisted sailors.\u00a0<\/p>\n\n\n\n<p>Only those already retirement eligible are considered by the board. The 1,516 chiefs, 2,034 senior chiefs, and 2,912 master chiefs reviewed had to have at least 19 years of service and three years time in grade when the board convened<span class=\"rte rte-comment\">as of the board convening date \u2014 including MCPON get looked at<\/span>.<\/p>\n\n\n\n<p>No one is exempt except\u00a0for those who have already declared their retirements and\u00a0<span class=\"rte rte-comment\">as well as <\/span>those who\u2019ve<span class=\"rte rte-comment\"> just<\/span> been selected to their current paygrade in the past three years. Even the master chief petty officer of the Navy got a look.<\/p>\n\n\n\n<p>The 219 forced retirements constitute a selection rate of 3.3<span class=\"rte rte-comment\">28<\/span>\u00a0percent, roughly a percentage point higher than last year when 161 were finally selected from a larger pool of chiefs.\u00a0<span class=\"rte rte-comment\">332 more sailors were considered and 161 selected. The selection of 219 retirements this year, 58 more than last year\u2019s 161, combined with the fact there were 332 fewer eligible chiefs reviewed raised the retirement rate this year to 3.20 percent, nearly a percentage point higher than last year\u2019s 2.30 percent.<\/span><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Most <\/span>The majority of the increases came in the selected <span class=\"rte rte-comment\">r<\/span>Reserve<span class=\"rte rte-comment\">, where the 69 total retirements at 33 nearly doubled last years total of 36<\/span>. The active-duty count was 141<span class=\"rte rte-comment\">, 21 higher than last year\u2019s 120<\/span>. In the <span class=\"rte rte-comment\">r<\/span>Reserve full-time support community, the force-outs rose from five to nine.\u00a0<\/p>\n\n\n\n<p>The results were available to command leaders for notification on Feb. 3; those screened will be able to check their status on BUPERS Online starting Wednesday. <span class=\"rte rte-comment\">Feb. 10 beginning at 11:00 EST. \u00a0<\/span>On that site, &#8220;S&#8221; signifies &#8220;selected for continued service&#8221;; &#8220;N&#8221; means &#8220;not selected for continued service&#8221;; and &#8220;H&#8221; means &#8220;not selected for continuation \u2014 in a hold status.&#8221;<\/p>\n\n\n\n<p>Unlike advancement lists, there won\u2019t be any public release of the names<span class=\"rte rte-comment\">, only the breakdown of the numbers is released<\/span>.\u00a0<\/p>\n\n\n\n<p>&#8220;This is a performance-based board and there are never any quotas,&#8221; said Fleet Master Chief (AW\/SW) April Beldo, senior enlisted adviser to the chief of naval personnel, in a Feb. 5 phone interview<span class=\"rte rte-comment\"> with Navy Times<\/span>.\u00a0&#8220;These chief petty officers have served honorably, they will retire, they are not being separated \u2014 sometimes this comes as a shock because of majority of CPO<span class=\"rte rte-comment\">\u2019<\/span>s love their job and having a positive influence on the sailors they serve.&#8221;<\/p>\n\n\n\n<p>Active duty and full-time support sailors being retired must transfer to the Fleet Reserve or full retirement by Aug. 31, though an operational waiver<span class=\"rte rte-comment\">,<\/span> approved by <span class=\"rte rte-comment\">the the head of <\/span>Navy Personnel Command can keep them in the fleet until Dec. 1.<\/p>\n\n\n\n<p>Drilling reservists must transfer to the Retired Reserve by Sept. 1, however these sailors<span class=\"rte rte-comment\">,<\/span> too<span class=\"rte rte-comment\">,<\/span> can get an operational waiver to drill until Dec. 1<span class=\"rte rte-comment\">\u00a0theirs must be approved by the commander of Navy Reserve Forces Command<\/span>.<\/p>\n\n\n\n<p>The deadline for force-retired sailors to apply for transfer to <span class=\"rte rte-comment\">either <\/span>the Fleet Reserve,\u00a0the Retired Reserve, or to request\u00a0<span class=\"rte rte-comment\">as well as to apply for <\/span>operational waivers and readiness appeals is now March 15<span class=\"rte rte-comment\">, changed from the already passed Jan. 31 date announced in the original NavAdmin last year<\/span>.\u00a0<\/p>\n\n\n\n<p>The board has met every year except for fiscal <span class=\"rte rte-comment\">year <\/span>2014, when a scheduling conflict caused officials to scrap the bard. <span class=\"rte rte-comment\">cancel the panel for the year. <\/span>During those six years<span class=\"rte rte-comment\"> of boards<\/span>, the boards have chosen a total of <span class=\"rte rte-comment\">44,548 records have been reviewed with <\/span>1,761 <span class=\"rte rte-comment\">being selected <\/span>to retire<span class=\"rte rte-comment\"> \u2014 a retirement rate of nearly four percent<\/span>.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of those, 1,086 were active-duty, and 69 from the FTS community. A total of 606 selected reservists have been retired as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year, the board was originally set to start deliberations on Aug. 3, but an &#8220;inadvertent email release&#8221; of the board&#8217;s planned membership, which typically isn&#8217;t made public until the board is in session, delayed the proceedings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rescheduled board convened Dec. 7 and adjourned on Dec. 16.<br\/> The continuation board was devised in 2009, when overmanning in the E-7 and above ranks among sailors with 20 or more years of service was causing a significant slowdown in advancement opportunity.<\/p>\n\n\n\n<p>At the time, the Navy\u2019s senior leadership strongly considered mandatory quotas for the board, but then-Master Chief Petty Officer of the Navy <span class=\"rte rte-comment\">(SS\/SW) <\/span>Rick West opposed quotas and argued that the panel should make a pure &#8220;quality cut&#8221; of the senior enlisted ranks<span class=\"rte rte-comment\"> instead<\/span>.<\/p>\n\n\n\n<p>The board culls the records looking for any incidences of misconduct and <span class=\"rte rte-comment\">as well as documented <\/span>declining performance. If found, the board then examines that sailor&#8217;s\u00a0full record and makes a determination as to whether that person\u2019s continuation on active-duty &#8220;is in the best interests of the U.S. Navy.&#8221;\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sources tell Navy Times that many sailors with less than perfect records have been continued from each board and is a sign of the fairness of the board process.
