{"id":30980,"date":"2020-01-21T21:28:17","date_gmt":"2020-01-21T21:28:17","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/01\/21\/here-are-the-latest-navy-retention-numbers\/"},"modified":"2026-08-08T19:26:35","modified_gmt":"2026-08-08T19:26:35","slug":"here-are-the-latest-navy-retention-numbers","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/01\/21\/here-are-the-latest-navy-retention-numbers\/","title":{"rendered":"Here are the latest Navy retention numbers"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In the face of a booming economy, the Navy kept about 74 percent of its enlistment eligible sailors during fiscal 2019, <a href=\"https:\/\/www.navy.mil\/submit\/display.asp?story_id=111805\" target=_blank>figures released by the sea service<\/a> earlier this month show.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors in their first decade of service, which includes two \u201czones\u201d \u2014 A, which covers years one through six and B, covering years six through 10 \u2014 reenlisted at rates of 64 and 72 percent respectively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service had set a benchmark of 57 percent for Zone A and 67 percent for Zone B.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors in Zone C, or those with 10-14 years of service, reenlisted at 85 percent, above the service\u2019s benchmark of 82 percent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An <a href=\"https:\/\/www.public.navy.mil\/bupers-npc\/reference\/messages\/Documents\/NAVADMINS\/NAV2020\/NAV20003.txt\" target=_blank>administrative message<\/a> declared the latest numbers prove sailors \u201care proudly declaring that the Navy remains their employer of choice.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/12\/14\/planning-your-next-career-move-check-out-this-navy-website\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Rossiter.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Planning your next career move? Check out this Navy website!<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">MyNavy Assignment replaces the old CMS-ID.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The recent annual figures are slightly down from last year\u2019s numbers, when 78 percent of those who were retention eligible stayed in uniform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.navy.mil\/navydata\/people\/cnp\/Burke\/Resource\/Fleet%20Master%20Chief%20Wes%20Koshoffer%20Bio.pdf\" target=_blank>Fleet Master Chief Wes Koshoffer<\/a> said the slight decline stemmed from policy changes during previous years that hiked retention, such as reforms to <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/06\/21\/navy-increases-up-or-out-limits-for-petty-officers\/\" target=_blank>high-year tenure<\/a> and <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/12\/21\/navy-grants-fitness-amnesty-to-48000-sailors-who-failed-test\/\" target=_blank>physical readiness assessments<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe no longer had that residual effect of the policy change so we think this is more akin to what our natural retention would be as seeking to be an employer of choice in the global job market here,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said that\u2019s why the Navy isn\u2019t \u201cdeclaring this year as that much more remarkable.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the U.S. unemployment rate hovering around its lowest in decades \u2014 at 3.5 percent in December according to the <a href=\"https:\/\/www.bls.gov\/\" target=\"_blank\">U.S. Bureau of Labor Statistics<\/a> \u2014 the Navy has relied on<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/04\/16\/big-navy-sweetens-retention-incentives-starting-now\/\" target=\"_blank\"> targeted incentives, including selective bonuses<\/a>, to retain top talent, plus new initiatives under <a href=\"https:\/\/www.public.navy.mil\/bupers-npc\/career\/talentmanagement\/Documents\/Sailor2025Glossy.pdf\" target=\"_blank\">Sailor 2025<\/a> intended to offer sailors and their families more transparency and flexibility over their careers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Koshoffer said it remains much more cost effective to retain an experienced sailor than it is to recruit and train a new one.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/03\/04\/why-big-navy-wants-to-do-more-to-retain-sailors\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"152\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/reenlist2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why Big Navy wants to do more to retain sailors<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Navy plans to add 17,000 billets by the end of Fiscal Year 2023.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Still, some rates remain a challenge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you want to know where we are most challenged, you follow the money to the highest bonuses,\u201d Koshoffer said in an interview earlier this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those ratings include special warfare operators, nuclear operators and sailors who specialize in <a href=\"https:\/\/www.public.navy.mil\/bupers-npc\/enlisted\/community\/crypto_it\/Pages\/CTN.aspx\" target=_blank>cryptologic computer networks. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s just a massive growing job market in cyber with huge salaries starting and otherwise. It\u2019s just an incredibly vibrant and growing market,\u201d Koshoffer said. \u201cThere\u2019s opportunity everywhere in cyber.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy will continue to grow throughout Fiscal Year 2020 and the sea service has set aggressive retention goals to meet its expanding manpower needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Benchmark retention goals for Zones A and B are 57 percent and 67 percent, respectively. Zone C is listed at 82 percent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It won\u2019t be a hard sell to Yeoman 2nd Class Thomas Mahoney, 26, who\u2019s been in the Navy for five years and is preparing for his second reenlistment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He joined the sea service after working in high-end restaurants, where he said he fought for shifts while attending community college.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy provides a streamlined structure, transparent expectations and a fair wage for wherever you\u2019re at and whatever you\u2019re doing,\u201d he said. \u201cWhat\u2019s making me stay in is, what other job in the world is going to pay you to do 20 years and retire after 20 years and then give you the experience for
