{"id":31011,"date":"2020-09-25T23:56:15","date_gmt":"2020-09-25T23:56:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/09\/25\/a-few-months-after-getting-home-the-theodore-roosevelt-is-about-to-deploy-again\/"},"modified":"2026-08-08T19:27:03","modified_gmt":"2026-08-08T19:27:03","slug":"a-few-months-after-getting-home-the-theodore-roosevelt-is-about-to-deploy-again","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/09\/25\/a-few-months-after-getting-home-the-theodore-roosevelt-is-about-to-deploy-again\/","title":{"rendered":"A few months after getting home, the Theodore Roosevelt is about to deploy again"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Less than three months ago, the stricken sailors of the aircraft carrier <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/09\/21\/fresh-insights-into-theodore-roosevelts-covid-19-outbreak-provided-in-newly-released-records\/\" target=_blank>Theodore Roosevelt<\/a> trundled off their ship in San Diego following a deployment that saw them waylaid in Guam after a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/09\/21\/fresh-insights-into-theodore-roosevelts-covid-19-outbreak-provided-in-newly-released-records\/\" target=_blank>COVID-19<\/a> outbreak killed one shipmate and infected roughly a quarter of the approximately 5,000 others onboard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, the TR is getting ready to deploy again in the coming months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several sources from within the carrier\u2019s community tell Navy Times that the crew has been told to expect to deploy anywhere from November to January, with a restriction-of-movement period, or ROM, taking place as soon as next month to make sure everyone is COVID-19-free before they ship out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy won\u2019t comment on the deployment\u2019s specifics, but officials noted TR is in a phase where it must be ready to deploy on \u201cshort notice\u201d and that \u201cdeployment resiliency\u201d resources and other assistance are being provided to the carrier\u2019s crew and family members.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some community members said this week that while they had been previously told to expect back-to-back deployments ahead of TR\u2019s homeport move to Washington state for maintenance in 2021, the harrowing cruise earlier this year makes another deployment so soon sting that much more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s a lot of pent-up frustration with Big Navy,\u201d said one TR spouse, who along with others interviewed for this report requested anonymity to avoid repercussions against their sailors. \u201cLike, what are you doing?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cdouble pump\u201d of the TR \u2014 sending it out on two deployments in the same 36-month readiness cycle \u2014 follows news that the carrier <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/09\/20\/after-a-grueling-deployment-the-carrier-eisenhower-gets-set-for-a-dubious-double-pump\/\" target=_blank>Dwight D. Roosevelt completed her midlife overhaul and refueling seven years ago, meaning overuse is sapping its planned 50-year hull life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Families feel the Navy is demanding too much of the crew in the middle of a pandemic and is not adequately communicating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For some sailors and spouses, it feels like the two carriers that shouldered the heaviest burden this year \u2014 TR and Ike \u2014 are getting screwed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The double whammy of this year\u2019s nightmare deployment, which saw the Theodore Roosevelt\u2019s popular captain fired by the acting secretary of the Navy, and a second deployment over the holidays is leading some members to reconsider their future in the Navy, while others fear how Big Navy will respond if another outbreak happens onboard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the COVID, world, why are we pushing the two ships that had the worst deployments possible back out so quickly?\u201d another asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s not a question Big Navy appears willing to answer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials declined to discuss when TR will ship out or why it\u2019s going back out again so soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Cmdr. Zachary Harrell, a spokesman with Naval Air Forces, said TR is currently in the sustainment phase of the Optimized Fleet Response Plan, or OFRP, where \u201cthe ship and crew are expected to maintain readiness to conduct deployed operations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While most operations conducted during the phase are planned well in advance, Harrell said that forces in that phase can also be tasked on short notice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe recognize support to our Sailors and their families is a significant part of mission readiness and the U.S. Navy is committed to keeping Sailors and families informed about current and future deployments to the best of our ability, allowing families time to prepare and plan,\u201d Harrell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy also has \u201ca number of resources and programs&#8221; too help sailors through such times, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are working with the Theodore Roosevelt to supplement their resources and maximize available assistance,\u201d Harrell said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>\u201cEvery single day with this ship is exhausting\u201d<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But 10,000 feet below Big Navy, on the ground in San Diego, such official reassurances have thus far provided neither stability nor predictability for some TR sailors and spouses, who feel they are getting a raw deal.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"891\" height=\"749\" src=\"\/wp-content\/uploads\/2026\/08\/tr-dub-pump.png.png\" alt=\"\" class=\"wp-image-62317\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/tr-dub-pump.png.png 891w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/tr-dub-pump.png.png?resize=300,252 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/tr-dub-pump.png.png?resize=768,646 768w\" sizes=\"auto, (max-width: 891px) 100vw, 891px\" \/><figcaption class=\"wp-element-caption\">Airman Alex Tate meets his newborn following the aircraft carrier Theodore Roosevelt&#8217;s return from deployment in July. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Some in TR\u2019s community wonder why they\u2019re the ones who have to go back out again so soon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEveryone has the ability to change who goes out and when they go out in Big Navy,\u201d a spouse said. \u201cAnd not to call the Lincoln out, but the Lincoln has been home since January of this year.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several TR spouses told Navy Times that this year\u2019s COVID-19 cruise, the looming deployment and the home port change next year have them looking to leave the sea service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s taken a toll on everyone\u2019s mental health, everyone that I know from the ship,\u201d one spouse said. \u201cIt\u2019s draining and exhausting and it never ends.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEvery single day with this ship is exhausting.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/09\/21\/fresh-insights-into-theodore-roosevelts-covid-19-outbreak-provided-in-newly-released-records\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/49837753263_155bce9e07_k.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Fresh insights into Theodore Roosevelt\u2019s COVID-19 outbreak provided in newly released records<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The new records, which include statements from leadership, emails and other materials, are part of an investigation released this summer.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Several TR spouses said they wouldn\u2019t be surprised if the ship sees an exodus in the near future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLook at the retention rates from the Roosevelt or the Ike in a few years and tell me the percentage that got out,\u201d one spouse said. \u201cLook at the numbers and look at the ships and look at the cultures that have been created.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe always thought we were going to be long term, stay in 20 years,\u201d one spouse told Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But this year\u2019s events \u201cput it into perspective that we\u2019re just numbers and not people,\u201d they added. \u201cIt\u2019s really changed both of our outlooks.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re trying to act like (this year\u2019s deployment) wasn\u2019t a big deal,\u201d the spouse said. \u201cI don\u2019t think they\u2019re taking into consideration the impact, mentally and physically, that the deployment took on them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The spouse expressed fear that, after Capt. Brett Crozier\u2019s firing \u2014 a move sparked by a plea for more help he sent to the brass that was leaked to the media \u2014 will stymy anyone advocating for TR sailors should infections occur again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat if numbers spike again, how do we know they\u2019re going to take action?\u201d one spouse asked. \u201cNo captain is going to want to put their neck on the line for them.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s absurd to plan back-to-back deployments in general,\u201d another said. \u201cYou\u2019re giving nobody time to recoup or get back together. Eric Anduze, who assumed command in late July after the ship returned to San Diego.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNothing from him, nothing from the ombudsman, no pre-deployment meetings have been scheduled,\u201d the spouse said. \u201cHow are you going to prepare families?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials with the ship pushed back on claims that the command has been out to touch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TR\u2019s leadership plans to hold a private online townhall next week for the community, according to Lt. Cmdr. Jacqueline Pau, the carrier\u2019s spokeswoman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Anduze has also conducted sailor focus groups, provided updates over the ship\u2019s main circuit and published information in the ship\u2019s magazine, while engaging with the family readiness group, Pau said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTheodore Roosevelt leadership understands how important clear communication is to our Sailors and our families,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Undue wear and tear<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The double pump deployments for Roosevelt and Eisenhower this winter raise questions about the Pentagon\u2019s stewardship of some of its priciest assets. Ike is nearing the end of its hull life and experts told Defense News that deploying the carrier twice in one year would almost certainly require the ship to enter a prolonged and expensive shipyard availability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TR has been in service for 34 years, the same age that Ike was during its last back-to-back deployment in 2012 and 2013. Ike\u2019s experience back then could portend what is to come for TR after its double pump.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those deployments in 2012 and 2013 came with enormous consequences for Eisenhower, with workers taking over two years to fix the ship during a maintenance period that was supposed to last just 14 months. When Ike deployed again in 2016, the ship was in such rough shape when it got <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2015\/06\/09\/carrier-truman-preps-for-hastened-deployment\/\" target=_blank>back that it couldn\u2019t get out of the shipyards in time<\/a> for a scheduled deployment, meaning the carrier <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/07\/05\/truman-carrier-strike-group-leaves-port-for-comptuex\/\" target=_blank>Truman had to<\/a> make <a href=\"https:\/\/www.military.com\/daily-news\/2019\/07\/11\/uss-harry-s-truman-prepares-third-deployment-4-years.html\" target=_blank>three deployments in just four years<\/a>, including a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/07\/05\/truman-carrier-strike-group-leaves-port-for-comptuex\/\" target=_blank>double-pump last year<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an email to Defense News earlier this month, the Navy fleet\u2019s deputy readiness officer said the service continues to manage the readiness challenges that forced Ike into a double pump in 2012 and 2013 as Fleet Forces Command implements its new deployment system, the Optimized Fleet Response Plan, and that sometimes two deployments in the same 36-month readiness cycle is just the best option.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1135\" height=\"749\" src=\"\/wp-content\/uploads\/2026\/08\/ike-return-3.png.png\" alt=\"\" class=\"wp-image-62322\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ike-return-3.png.png 1135w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ike-return-3.png.png?resize=300,198 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ike-return-3.png.png?resize=768,507 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/ike-return-3.png.png?resize=1024,676 1024w\" sizes=\"auto, (max-width: 1135px) 100vw, 1135px\" \/><figcaption class=\"wp-element-caption\">The aircraft carrier Dwight D. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe continue to recover readiness from the conditions that led to the introduction of OFRP in 2014,\u201d Capt. Dave Wroe wrote. &#8220;Specifically, over consumption of readiness, lack of budget stability, and the resulting impact to the industrial base. At six years of OFRP maturation, we are experiencing tangible improvements with manning, mission capable rates, and ship availability performance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the fleet was in such a deep readiness hole when OFRP was being implemented in 2014 and 2015, it is taking the entirety of a nine-year maintenance planning cycle to dig out, Wroe said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while fleet planners take the strain on an individual crew into account, \u201ca second deployment per cycle is sometimes the best overall course of action\u201d to spread the burden throughout the fleet and not set back the gains in readiness the fleet has made over recent years, Wroe added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But what the history of the Nimitz-class carriers makes clear is that the double-pump deployments for Ike and Roosevelt this year won\u2019t be without consequence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aircraft carriers are especially hard hit by being overused, said Bryan Clark, a senior fellow at the Hudson Institute, in an interview with Defense News earlier this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s hard for people outside the Navy to recognize how much of a readiness debt it is to deploy an older ship like the Eisenhower like that,\u201d Clark said. &#8220;When you force the ship deploy more than it was designed to deploy, especially a complicated ship like a carrier, so many things that fail or get degraded that it just takes a long time to dig out of that hole.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAnd because the carriers are so large and complex, and because it\u2019s hard to do the maintenance for them underway, the debt is very real and needs to be repaid.\u201d<\/p>\n\n\n\n<iframe loading=\"lazy\" width=\"200\" height=\"113\" src=\"https:\/\/www.youtube.com\/embed\/87EEPZ5mf1A?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen title=\"See the Navy's 2019 feature on Capt.
