Truman<\/a> early.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s a move officials say could save the sea service $30 billion over 25 years but it\u2019s sparked bipartisan outrage on Capitol Hill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spencer\u2019s comments regarding plans to cancel the mid-life refueling for the Nimitz-class carrier scheduled for 2024 came during a <a href=\"https:\/\/armedservices.house.gov\/hearings?ID=9C4258C7-3E40-43C1-B81D-E6504C618F3C\" target=_blank>House Armed Services Committee hearing<\/a> on the Navy\u2019s budget request for Fiscal Year 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Focusing on buying two Ford-class carriers and forgoing Truman\u2019s refueling would allow the Navy to focus on next-generation capabilities, Spencer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ford-class carriers will enjoy a higher sortie launch rate, require fewer sailors and be easier to maintain, Spencer told lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He pointed to the oil, trucking and aviation industries, where old equipment routinely gets ditched for new gear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen, in fact, a new platform is presented to anyone who\u2019s modernizing \u2026 people abandon assets to make the case to move toward more effective, more efficient, and in our case, more lethal platforms,\u201d Spencer said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2019\/03\/26\/the-pentagons-plan-to-decommission-an-aircraft-carrier-looks-half-baked-and-dead-on-arrival\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The Pentagon\u2019s plan to decommission an aircraft carrier looks half baked and dead on arrival<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After queries from Defense News seeking clarification on what analysis was conducted prior to the decision to announce Truman\u2019s decommissioning 25 years early, the Office of the Secretary of Defense was unable to produce any such characterization or point to any analysis.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">He acknowledged the hesitance that lawmakers in the House and Senate have with junking Truman.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWalking away from 25 years, abandoning an asset, is not an easy decision,\u201d Spencer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut as far as the modernization argument, we believe it was a way to put the statement forward that we can take those monies and invest in Force 2.0,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. <a href=\"https:\/\/thornberry.house.gov\/biography\/committees.htm\" target=_blank>Mac Thornberry<\/a>, the ranking member of the committee, expressed skepticism about Truman\u2019s early retirement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPrevailing opinion on the committee is to refuel the carrier,\u201d the Texas Republican told Spencer and <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/02\/16\/cno-defends-hiding-scathing-internal-report-on-fitzgerald-collision-from-public\/\" target=\"_blank\">Chief of Naval Operations Adm. James Inhofe<\/a>, who chairs the Senate Armed Services Committee, said in March that he was \u201cdisturbed by the idea that we will be taking Truman out of the system,\u201d and raised concerns about carrier numbers, <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/03\/26\/the-pentagons-plan-to-decommission-an-aircraft-carrier-looks-half-baked-and-dead-on-arrival\/\" target=_blank>Defense News reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy is working to complete a new force structure assessment, or FSA, which is used to examine fleet composition and its future needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Navy\u2019s most recent shipbuilding plan, decommissioning the Truman early could cut the number of carriers to nine by 2046, three less than the current 12-carrier requirement, Defense News reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Joe Courtney, chairman of the House\u2019s Seapower and Projection Forces Subcommittee, told <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/02\/28\/house-seapower-chairman-early-aircraft-carrier-decom-is-a-non-starter\/\" target=_blank>Defense News<\/a> that there was \u201czero\u201d chance that his committee would authorize the Truman plan this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Truman is only about 25 years old, which (in terms of) an aircraft carrier is actually pretty young,\u201d the Connecticut Democrat told Defense news.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe just approved a two-carrier block buy in September. Joe Courtney, D-Connecticut, told reporters he there was no chance the measure would be endorsed by his subcommittee this year.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">During a discussion about posture and presence worldwide and the size of the fleet, Marine Corps Commandant Gen. Robert Neller told lawmakers that \u201cthere are about 10 capabilities that the Department of Defense has that are never met for the (combatant commanders).\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words, COCOMS regularly do not get all the assets they request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re unconstrained in their requests,\u201d Neller said. \u201cBut naval forces, submarines, cruiser destroyers, carrier strike groups, amphibious ready groups, our (Marine Expeditionary Units), are always deficient.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/luria.house.gov\/\" target=_blank>Rep. efforts at Marine Corps Base Camp Pendleton, Spencer added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the Marines wait on supplemental disaster appropriations to fund $3.1 billion in repairs needed to fix Camp Lejeune in the wake of September\u2019s <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2018\/09\/14\/hurricane-florence-has-arrived-and-marines-aboard-embattled-camp-lejeune-have-decided-to-party\/\" target=_blank>Hurricane Florence<\/a>, Neller warned that delaying repairs could threaten the training and retention of troops.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe expect our folks when they forward deploy to operate in austere conditions,\u201d Neller said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t expect them to operate in that environment in their home
