{"id":31795,"date":"2016-03-31T17:26:01","date_gmt":"2016-03-31T17:26:01","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2016\/03\/31\/the-navy-just-approved-the-military-s-best-tattoo-rules\/"},"modified":"2026-08-08T19:37:26","modified_gmt":"2026-08-08T19:37:26","slug":"the-navy-just-approved-the-military-s-best-tattoo-rules","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2016\/03\/31\/the-navy-just-approved-the-military-s-best-tattoo-rules\/","title":{"rendered":"The Navy just approved the military&#8217;s best tattoo rules"},"content":{"rendered":"\n<p>The Navy is easing its <span class=\"rte rte-comment\">tough <\/span>tattoo policy in a bid to recruit and retain more sailors from the millennial generation, of whom more than 1 in 3 sport body art.\u00a0<span class=\"rte rte-comment\">years after enacting tough rules on tattoos\u00a0the Navy is lifting nearly all it&#8217;s rules on the\u00a0sizes and location of permanent art on sailor\u2019s bodies.\u00a0<\/span><\/p>\n\n\n\n<p>Sailors will be allowed to have neck tattoos, sleeves and even markings behind their ears under the new policy, <span class=\"rte rte-comment\">which is <\/span>the most lenient of any military service. Only their heads are off limits under the new policy, which the Navy&#8217;s top sailor has called a reality check on the permanent art favored by sailors<span class=\"rte rte-comment\"> and, increasingly,\u00a0a big portion of the nation<\/span>.\u00a0<span class=\"rte rte-comment\">on their neck<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s a The move makes that puts the Navy&#8217;s tattoo policies as arguably the most liberal of any of the military services in what the Navy&#8217;s top enlisted sailor is calling a reality check in recognizing it&#8217;s own fleet culture and that of the nation as a whole.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We just got to the point where we realized we needed to be honest with ourselves and put something in place that was going to reflect the realities of our country and the needs of our Navy,&#8221; Master Chief Petty Officer of the Navy (AW\/NAC) Mike Stevens said in a March 30 interview. &#8220;We need to make sure that we&#8217;re not missing any opportunities to recruit and retain the best and the brightest because of our policies.&#8221;<\/p>\n\n\n\n<p>The new rules, announced Thursday and taking effect <span class=\"rte rte-comment\">March 31 which go into effect <\/span>April 30, will allow sailors to:\u00a0<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Have multiple or large tattoos below the elbow or knee, including the wrists and hands, effectively allowing sleeve tattoos that can be seen even while wearing short sleeve uniforms.<\/li><li>Have one tattoo on their neck, which includes behind the ear, and it may not exceed 1 inch\u00a0in length or height in either or both directions.<span class=\"rte rte-comment\">any direction.<\/span><\/li><li><span class=\"rte rte-comment\">The move also lifts current restriction on <\/span>Sailors with <span class=\"rte rte-comment\">such <\/span>visible tattoos will now be eligible for\u00a0<span class=\"rte rte-comment\">from <\/span>recruiting duty <span class=\"rte rte-comment\">assignments <\/span>or leading recruits at boot camp in Great Lakes, Illinois. These tough assignments often give sailors a leg up to make rank.\u00a0<span class=\"rte rte-comment\">pushing recruits at Great Lakes.\u00a0<\/span><\/li><\/ul>\n\n\n\n<p>The rules do not change the <span class=\"rte rte-comment\">Still in place are the <\/span>Navy\u2019s content guidelines that apply to body art &#8220;anywhere on the body,&#8221; the policy says. \u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>What do you think of the new tattoo rules and what other changes would you like to see to for permitted piercings, tattoos, and branding? Tell us at <a href=\"mailto:Navylet@navytimes.com\">Navylet@navytimes.com<\/a>.<\/em><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">These rules were <\/span>The service reiterated these in the updated policy, banning\u00a0&#8220;tattoos that are obscene, sexually explicit, and or advocate discrimination based on sex, race, religion, ethnicity, or national origin.&#8221;\u00a0<span class=\"rte rte-comment\">the policy states.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;In addition, tattoos that symbolize affiliation with gangs, supremacist or extremist groups, or advocate illegal drug use are prohibited \u2014\u00a0waivers will not be given for tattoos with prohibited content,&#8221; the service said.<\/p>\n\n\n\n<p>The updated tattoo policy does not apply to Marines, even ones serving at Navy commands, according to a spokesman for Commandant of the Marine Corps Gen. Robert Neller. The Marines are easing their tattoo rules\u00a0but do not allow sleeves, which would be visible with short-sleeved uniforms like PT uniforms. <span class=\"rte rte-comment\">the khaki and green\u00a0service uniform &#8216;C.&#8217;<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2015, the Army updated its rules to allow sleeve tattoos, but it does not permit soldiers to have ink on their necks or hands, which would be visible in the Army Service Uniform.<\/p>\n\n\n\n<p>Sailors tattoos must be documented in <span class=\"rte rte-comment\">Tattoos The Navy requires sailors to have their tattoos documented in <\/span>the administrative remarks section of their service record<span class=\"rte rte-comment\"> also requirement that&#8217;s still in place<\/span>.<\/p>\n\n\n\n<p>Sailors found to have tattoos with prohibited content could face disciplinary action and even involuntary discharge. It\u2019s left up to commanding officers <span class=\"rte rte-comment\">and leadership triads <\/span>to decide what crosses the line. <span class=\"rte rte-comment\">if questionable tattoos meet Navy standards. Thibodeaux\/Navy<\/span><\/p>\n\n\n\n<p>Stevens said the changes came from sailors&#8217; feedback, with many complaining that their body art unfairly barred them from jobs like recruit division commanders that can help them get advanced.\u00a0<span class=\"rte rte-comment\">that the change originated from his conversations he had during fleet visits with sailors, who wanted the standards eased. \u00a0Many, he complained because they had applied for recruiting or training duties, but their tattoos were preventing them from going.\u00a0<\/span><\/p>\n\n\n\n<p>Stevens said he believes that society is more accepting of tattoos, with some estimates that as much as nearly half of the demographic the military recruits from has tattoos.\u00a0<span class=\"rte rte-comment\">Doing his homework, he found that society as a whole is more accepting of tattoos than in years past and that among the prime recruiting ages in the country&#8217;s general population the percentages of those with tattoos was nearly half and arguably rising.\u00a0<\/span><\/p>\n\n\n\n<p>&#8220;This isn\u2019t official,\u00a0but in my research, I saw estimates that the\u00a0percentage of people with tattoos\u00a0in the 18 to\u00a025 age group as being between 37 and 40 percent<span class=\"rte rte-comment\"> who have a\u00a0tattoo of some kind<\/span>,&#8221; he said.
