class=\"wp-block-paragraph\">There are <a href=\"https:\/\/www.cafepress.com\/+sky_penis_army_shot_glass,174703331\" target=\"_blank\">shot glasses<\/a> commemorating the event and it birthed <a href=\"https:\/\/www.reddit.com\/r\/navy\/comments\/7inl8o\/go_navy\/\" target=\"_blank\">memes<\/a> ahead of the annual Army-Navy game.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the inside story of how an <a href=\"https:\/\/www.navy.mil\/navydata\/fact_display.asp?cid=1100&#038;tid=950&#038;ct=1\" target=\"_blank\">EA-18G Growler<\/a> jet crew drew a penis across the clear blue skies of Washington state in 2017 has never been told.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Until now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was the work of two junior officers with the \u201cZappers\u201d of <a href=\"https:\/\/www.vaq130.navy.mil\/index.htm\" target=\"_blank\">Electronic Attack Squadron 130<\/a>, who had sky time to kill and noticed that the white contrails their jet produced were particularly robust that afternoon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they never counted on those contrails lingering long enough for folks on the ground to see their phallic rendering, according to a copy of the military\u2019s sky penis investigation obtained exclusively by Navy Times.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/11\/17\/penis-skydrawings-were-our-doing-navy-says\/\" Island.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.krem.com\/article\/news\/local\/okanogan-county\/graphic-navy-admits-to-being-involved-in-obscene-skydrawings-spotted-in-okanogan-co\/293-492496113\" target=\"_blank\">KREM 2<\/a>, a local TV station, broke the news after a woman snapped pics of the sky drawings on Nov. 16, 2017, near a training area for the squadron, which is based in western Washington at <a href=\"https:\/\/www.cnic.navy.mil\/regions\/cnrnw\/installations\/nas_whidbey_island.html\" target=\"_blank\">Naval Air Station Whidbey Island<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA mother who lives in Okanogan who took pictures of the drawings reached out to KREM 2 to complain about the images, saying she was upset she might have to explain to her young children what the drawings were,\u201d <a href=\"https:\/\/www.krem.com\/article\/news\/local\/okanogan-county\/graphic-navy-admits-to-being-involved-in-obscene-skydrawings-spotted-in-okanogan-co\/293-492496113\" target=\"_blank\">the station reported<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The story of the sky penis took wing from there, spreading umbrage and juvenile glee to all corners of the internet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also prompted nervous commanders to file urgent communiques to Navy leadership back in Washington, D.C., letting them know that this was about to turn into a thing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within hours of the phallic rendering, the squadron sent an alert to higher ups in an \u201cofficial information dispatch\u201d that reached the Office of the Chief of Naval Operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAircrew maneuvered an EA-18G aircraft in a pattern that resulted in contrails depicting an obscene symbol when viewed from the ground,\u201d it warned. \u201cMedia attention is expected.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flying as \u201cZapper 21,\u201d the lieutenants responsible for the drawing took off from Whidbey with another jet at about noon that day, according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The squadron\u2019s commanding officer would later praise the pilot as a shy introvert and \u201ca \u2018whiz kid\u2019 who managed our training and readiness with higher efficiency and effectiveness than anyone else I have seen in a squadron,\u201d according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His cockpit partner that day, an electronic warfare officer, or EWO, was \u201cmy best junior officer,\u201d the CO noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What discipline the Zapper 21 duo faced remains unknown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Citing privacy regulations, officials declined to provide such records, and all names are redacted in the report copy provided to Navy Times in response to a Freedom of Information Act request.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link class=\"wp-block-paragraph\">The day\u2019s flight was to be a standard 90 minutes of training over the skies of north-central Washington.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their partner jet soon flew to another section of their training area, and the lieutenants got an idea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EWO broached it first, according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy initial reaction was no, bad,\u201d the pilot wrote in a statement after the incident. \u201cBut for some reason still unknown to me, I eventually decided to do it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their sky penis plan of attack was captured on their cockpit video recording system, a transcript of which is included in the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDraw a giant penis,\u201d the EWO said. \u201cThat would be awesome.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat did you do on your flight?\u201d the pilot joked. \u201cOh, we turned dinosaurs into sky penises.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou should totally try to draw a penis,\u201d the EWO advised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI could definitely draw one, that would be easy,\u201d the pilot boasted. \u201cI could basically draw a figure eight and turn around and come back. I\u2019m gonna go down, grab some speed and hopefully get out of the contrail layer so they\u2019re not connected to each other.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They theorized on the second-order effects of their nascent sky drawing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDude, that would be so funny,\u201d the pilot said. \u201cAirliner\u2019s coming back on their way into Seattle, just this big (expletive)ing, giant penis. We could almost draw a vein in the middle of it too.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soon, the EWO reported they were definitely \u201cmarking.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They had found the sweet altitude, and the contrail sky penis was being born in their wake.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBalls are going to be a little lopsided,\u201d the pilot advised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBalls are complete,\u201d he reported moments later. \u201cI just gotta navigate a little bit over here for the shaft.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhich way is the shaft going?\u201d the EWO asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe shaft will go to the left,\u201d the pilot answered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s gonna be a wide shaft,\u201d the EWO noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t wanna make it just like 3 balls,\u201d the pilot said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLet\u2019s do it,\u201d the EWO said. \u201cOh, the head of that penis is going to be thick.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome like Chinese weather satellite right now that\u2019s like, \u2018what the (expletive)?\u2019\u201d the pilot surmised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The jet streaked across the sky, and the duo\u2019s magnum opus continued to take shape, showcasing the pilot\u2019s prowess in the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo get out of this, I\u2019m gonna go like down and to the right,\u201d the pilot said. \u201cAnd we\u2019ll come back up over the top and try to take a look at it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have a feeling the balls will have dissipated by then,\u201d his partner answered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s possible,\u201d the pilot said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They flew away to a distance where they could take in their work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They cracked up in the cockpit as their sky penis came into full view, snapping pics they would later delete once they realized their command would likely go apoplectic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOh yes, that was (expletive)ing amazing,\u201d the pilot said. \u201cThis is so obvious.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat\u2019s a (expletive),\u201d the EWO said. \u201cDude, I\u2019m amazed that this stayed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMishap pilot alpha said, \u2018Dude, I\u2019m gonna draw a (expletive),\u2019\u201d the EWO said. \u201cEWO alpha said, \u2018Yup, that\u2019s a great idea.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They waited to see if their partner jet would notice their work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYour artwork is amazing,\u201d the lieutenant commander EWO in the other jet radioed to them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGlad you guys noticed,\u201d the pilot replied.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/05\/01\/air-force-sky-penis-drawings-over-germany-were-not-intentional\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/air-force-sky-penis.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force: Sky penis drawings over Germany were not intentional<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Air Force officials in Europe said the contrails that some on the ground mistook for genitalia renderings were not intentional.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Their triumph was fleeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSoon after, I realized the extent of our actions,\u201d the pilot wrote. \u201cThat the contrails were remaining longer than predicted.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Evasive maneuvers became necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI remarked that we needed to take steps to try to obfuscate it,\u201d he wrote. \u201cI flew one pass over it essentially trying to scribble it out with my contrails. That pass was ineffective.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With fuel running low, the jet returned to Whidbey Island.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Back on the ground, the deputy commodore of Electronic Attack Wing Pacific soon contacted the squadron, looking for the executive officer, or XO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The XO confirmed that there had been squadron jets in the area of the sky penis that afternoon, according to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c(The deputy commodore) emailed pictures of the phallic-shaped object that were taken from the ground\u201d to the XO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When the XO asked the lieutenants if anything unusual had happened during their flight that day, the two immediately fessed up and apologized, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c(One lieutenant) stated that he deleted the sky drawing photographs from his phone out of shame and as an attempt at damage control to prevent further accidental spread of the photographs,\u201d the investigator wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey both apologized and were at once remorseful,\u201d the XO wrote in a summary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soon, the squadron\u2019s commanding officer arrived.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The XO showed his boss the sky penis pics and explained what happened.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe was immediately furious,\u201d the XO wrote. \u201cHe asked both (lieutenants) if they had any idea what the ramifications of their actions were going to be.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link quick to praise the artistry.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Neither lieutenants had any previous disciplinary problems, and the high jinks were conducted after the training was completed, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Navy officials said at the time of the incident that the two would go before a disciplinary board, the investigating officer recommended they receive \u201cnon-punitive letters of instruction.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile the sky writing conducted by (the lieutenants) was crude, immature, and unprofessional, it was not premeditated or planned and not in keeping with their character demonstrated prior to the incident,\u201d the investigator wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEven so, it has caused the United States Navy severe embarrassment in the public arena and jeopardizes the strategic narrative that underpins the justification of the flight hour program.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Growler training flights and their noise are a recurring complaint among some residents in areas of Washington state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAdditionally, the absence of relevant, effective, professional training highlighted by the sophomoric sky drawing indicates a potential waste and misuse of government resources,\u201d the investigator wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The XO defended the wayward lieutenants, calling them both \u201cfine officers and capable aviators.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey 100 percent need to be held accountable, but if they are allowed to continue in naval aviation this is not a mistake they will repeat,\u201d he wrote. \u201cMinus the current circumstances, they have never given me a reason to doubt their trustworthiness or their resolve to be officers in the Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The investigator interviewed squadron members of all ranks to see if the sky penis reflected larger problems at the command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Personnel across the board reported no concerns, according to the report.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A 2017 command climate survey had placed the squadron above or within Navy averages for nearly all measurable areas, the investigator wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe investigation revealed no indications of poor command climate and no evidence or allegations (of) overt sexism or misogyny,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it came to the sky penis, one squadron officer statement in the investigation appears to sum up the sentiment of the command regarding the historic act:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis was a really bad decision by some really good
