Timothy Conroy, calling him to task for sleeping with prostitutes and accepting improper gifts as part of the sprawling <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/03\/08\/fat-leonard-wrongdoing-not-a-definite-career-killer-for-navy-officers\/\" title=\"\" class=\"\" target=\"_blank\">\u201cFat Leonard\u201d<\/a> scandal, a bacchanal of West Pacific bribery, kickbacks and corruption that has ensnared scores of Navy officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou failed these officers, you failed your command, and you failed the Department of the Navy,\u201d Spencer wrote in the June 14 letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Service officials said Conroy\u2019s transgressions occurred in 2008, and he retired in 2010.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the career aviator was not finished with Navy life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As investigators scrutinized Conroy\u2019s role in the \u201cFat Leonard\u201d scandal back in 2016, another sector of the service was offering him a new civilian job, according to Navy records and officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators interviewed Conroy for at least the second time in January 2016, according to the letter of censure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A few months after that, the Navy hired him in April 2016 as a technical specialist doing Joint Strike Fighter-related work, according to Navy spokesman Cmdr. William Speaks.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/03\/08\/fat-leonard-wrongdoing-not-a-definite-career-killer-for-navy-officers\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/USS-Salvor.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Fat Leonard\u2019 wrongdoing not a definite career killer for Navy officers<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Disciplinary records show several officers found to have accepted gifts from &quot;Fat Leonard&quot; were recommended to retain command.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Conroy now spends his days pulling in a six-figure salary working in the <a href=\"http:\/\/www.public.navy.mil\/spawar\/News\/Documents\/Presentations\/PMW750_FallNDIA2017.pdf\" title=\"\" class=\"\" target=\"_blank\">PMW 750 Carrier and Air Integration Program Office<\/a>, coordinating costs, scheduling and performance for the Joint Strike Fighter, according to Navy officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Investigators also interviewed <span class=\"js-paste-start-34765AJDNZDSVKUMXEQEWVCDPI\"> Conroy <span class=\"js-paste-end-34765AJDNZDSVKUMXEQEWVCDPI\"> in March 2015, according to the censure letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It remains unclear whether the Navy had substantiated the allegations against Conroy when he was offered the new job, or whether the service factored in the \u201cFat Leonard\u201d allegations against Conroy before hiring him for the civilian job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaks did not respond to questions by Navy Times\u2019 deadline regarding Conroy\u2019s hiring and where it fell in connection to the investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conroy did not return a call this week seeking comment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conroy\u2019s transgressions occurred while he was <a href=\"http:\/\/www.public.navy.mil\/surfor\/ccsg7\/Pages\/default.aspx#.Wy060qdKjcs\" title=\"\" class=\"\" target=\"_blank\">Carrier Strike Group 7\u2019s<\/a> chief of staff in 2008, and set \u201ca wholly unethical tone,\u201d according to Spencer\u2019s letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is clear that you did not care about the reputation of the Navy or the example you were setting for subordinate officers,\u201d the letter states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/03\/15\/fat-leonard-admiral-keeps-high-level-security-clearance\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Adrian-Jansen.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Fat Leonard\u2019 admiral keeps high-level security clearance<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Rear Adm. Adrian Jansen was found guilty last year of taking thousands in wine and private dinners from &quot;Fat Leonard&quot; Glenn Francis and failing to report the interactions while serving as Naval Attach\u00e9 in Indonesia.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">During an October 2008 port call in Singapore, Spencer\u2019s letter said, Conroy and a subordinate junior officer \u201cliberty buddy\u201d took two prostitutes back to Conroy\u2019s suite, where he \u201cengaged in sexual activity\u201d with one of the women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spencer\u2019s letter states that the women were paid for by \u201cFat Leonard\u201d Glenn Francis, the scandal\u2019s ringleader and corpulent head of the in-port servicing company Glenn Defense Marine Asia, or GDMA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Francis pleaded guilty in federal court in 2015 to bribery and fraud charges in connection to a conspiracy that spanned more than a decade and involved scores of Navy officials, and millions of dollars in fraud, bribes and gifts, according to the U.S. Justice Department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"js-paste-start-ESQMH3EQSZAC3CCQHXJSDTB6L4\"> Francis <span class=\"js-paste-end-ESQMH3EQSZAC3CCQHXJSDTB6L4\"> plied Navy officials with gifts and perks and received classified and confidential information regarding ship schedules. At the same time, Francis\u2019s company was also overbilling the Navy for goods and services and receiving preferential treatment in the contracting process, according to the department. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Justice Department is prosecuting the highest-level cases and has referred hundreds of other cases back to the Navy for adjudication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During an August 2008 stop in Kuala Lumpur, Malaysia, Conroy attended an \u201copulent dinner\u201d hosted by Francis and his company, the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conroy was the senior officer there and was representing the strike group, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Strike Group Ethics Counselor later notified you of the potential issue that your attendance raised, but you took no action to address the impropriety of the dinner,\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the dinner, Conroy rode in a \u201cprivate Hummer\u201d to a night club party with other officers that featured food, booze and \u201cthe services of women identified as prostitutes,\u201d all paid for by Francis and his company, the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conroy was interviewed by Naval Criminal Investigative Service officials in March 2015, and by Defense Criminal Investigative Service officials in January 2016, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He told investigators he had consulted with judge advocates assigned to the strike group and the carrier Ronald Reagan, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the interview, Conroy said the legal officals told him to avoid insulting foreign hosts, \u201cand that as long as Mr. Francis was not giving you a physical gift, you could accept consumables such as food, alcohol and cigars, regardless of the amount,\u201d the letter states.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/05\/29\/why-the-fat-leonard-trial-of-cmdr-david-morales-is-up-in-the-air\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/navy-cmdr-david-morales.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why the \u2018Fat Leonard\u2019 trial of this Navy commander remains up in the air<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Whether the star witness in the ongoing Fat Leonard scandal will be allowed to testify could be decided this week in Norfolk.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But the strike group judge advocate \u201cspecifically denied providing any such advice and stated he notified you after the dinner in Kuala Lumpur of his concerns with the event but you took no remedial action to address the matter,\u201d according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere is no evidence to corroborate your assertion that you sought legal advice or disclosed all relevant circumstances in the conversations with either of these judge advocates in regards to any of the foregoing gifts,\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Conroy\u2019s senior position was the reason Francis plied him with the gifts, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYour willingness to accept those gifts provided the worst type of example for subordinate officers within your chain of command and other officers who observed your interaction with Mr. Francis,\u201d the letter states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou abused your position by accepting gifts from Mr. Francis\/GDMA, participating in inappropriate activities, and worse yet, leading officers under your charge to imitate your poor behavior.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Along the way, Conroy\u2019s behavior left subordinates vulnerable, according to the letter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBy encouraging subordinate officers to attend these events, you enabled Mr. Francis to identify and target other officers, and potentially recruit them for participation in his criminal scheme to defraud the United States,\u201d the letter states. \u201cYour improper personal behavior\u2026set a wholly unacceptable ethical tone.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Retired Rear Adm. Rick Wren and active-duty <a href=\"http:\/\/www.navy.mil\/submit\/display.asp?story_id=98318\" title=\"\" class=\"\" target=\"_blank\">Capt. Charles Johnson<\/a> also received letters of censure from Spencer this month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At least four other active-duty and retired officers have received such
