{"id":32221,"date":"2019-12-23T00:33:24","date_gmt":"2019-12-23T00:33:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/12\/23\/new-york-ready-to-fight-navy-and-contractor-over-pollution-plan\/"},"modified":"2026-08-08T19:34:53","modified_gmt":"2026-08-08T19:34:53","slug":"new-york-ready-to-fight-navy-and-contractor-over-pollution-plan","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/12\/23\/new-york-ready-to-fight-navy-and-contractor-over-pollution-plan\/","title":{"rendered":"New York ready to fight Navy and contractor over pollution plan"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">BETHPAGE, N.Y. \u2014 New York is moving forward with<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/05\/24\/ny-earmarks-585m-to-combat-navy-pollution\/\" target=_blank> a $585 million plan <\/a>to clean up a massive plume of underground contamination left from Long Island\u2019s heyday as a defense and aerospace manufacturing hub, and it\u2019s ready to take polluters to court over the bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gov. <a href=\"https:\/\/www.governor.ny.gov\/\" target=_blank>Andrew Cuomo<\/a> announced Sunday that if defense contractor Northrop Grumman and the U.S. Navy don\u2019t act swiftly, the state will start construction on its own on a system to contain and treat a nearly <a href=\"https:\/\/www.epa.gov\/hwcorrectiveactionsites\/hazardous-waste-cleanup-naval-weapons-industrial-reserve-plant-and-northrop\" target=_blank>7-square-mile (18-square-kilometer) swath of pollution<\/a> from former manufacturing facilities in Nassau County.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We&#8217;ll never wait for polluters to clean up their mess when it&#8217;s most convenient for them,&#8221; Cuomo, a Democrat, said in a statement. &#8220;The people of Bethpage deserve immediate action to treat the severe contamination caused by this plume and to stop it from spreading.&#8221;<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/05\/24\/ny-earmarks-585m-to-combat-navy-pollution\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"164\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/plume-map2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">NY earmarks $585M to combat Navy pollution<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Officials say a plume of pollution is spreading from the former Northrop and Grumman and Navy facilities in Bethpage, Long Island.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Messages seeking comment were left with representatives for Northrup Grumman and the Navy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the past, Grumman has called the state\u2019s remediation plan \u201cunnecessary, infeasible, and impractical.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The company built warplanes at the Bethpage plant for about six decades, until 1996. It was there that the Apollo Lunar Module used in the moon landings came to life. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy had an adjacent, Northrup Grumman-operated facility on the 600-acre (2.5-square-kilometer) site for researching, testing, engineering and assembling military aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The plume, discovered in the 1970s, contains 24 contaminants, according to the state\u2019s Department of Environmental Conservation. They include <a href=\"https:\/\/www.epa.gov\/assessing-and-managing-chemicals-under-tsca\/risk-management-trichloroethylene-tce\" target=\"_blank\">TCE<\/a>, which has been found to be carcinogenic, and <a href=\"https:\/\/www.atsdr.cdc.gov\/phs\/phs.asp?id=953&amp;tid=199\" target=\"_blank\">1,4-dioxane<\/a>, which is possibly carcinogenic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contamination is about 4 miles (6.5 kilometers) long and more than 2 miles (3 kilometers) wide in some places and has polluted 11 public water supply wells while threatening another 16, according to the DEC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The polluted wells are being treated for TCE and related compounds, allowing continued use for drinking water purposes, the DEC said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To clean up the mess, Cuomo said the state has chosen an &#8220;aggressive plan engineered to achieve the highest cleanup standards possible.&#8221; It includes two-dozen groundwater extraction wells, five treatment plants, four recharge basins and 24 miles of piping.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The estimated cost is for building
