Mike Gilday<\/a> said in a <a href=\"https:\/\/www.navy.mil\/Resources\/NAVADMINs\/Message\/Article\/2366564\/us-navy-covid-19-standardized-operational-guidance-version-30\/\" target=_blank>message<\/a> to the fleet late last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If that tally is limited to the sea service\u2019s 296 deployable ships, it would mean nearly 65 percent of the fleet has experienced some level of infection by the novel coronavirus.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials did not immediately clarify that point.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, \u201caggressive early action\u201d to isolate, quarantine and contact trace has helped contain outbreaks, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Precisely which ships have suffered outbreaks, and the extent of those outbreaks, remains unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following Pentagon regulations, the sea service <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/05\/06\/navy-puts-a-halt-to-daily-covid-19-updates-for-stricken-ships-theodore-roosevelt-and-kidd\/\" target=_blank>stopped reporting<\/a> COVID cases at local units this spring.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/pentagon-congress\/2020\/10\/08\/senior-military-leaders-will-have-access-to-same-covid-19-treatments-as-trump\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP20278605405487.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Senior military leaders will have access to same COVID-19 treatments as Trump<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Two four-stars have contracted COVID-19. Emily Wilkin told Navy Times this week that the 190 ships with at least one case onboard were a mix of ships at sea and in port.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have not had any [other] outbreaks like USS Theodore Roosevelt and USS Kidd,\u201d she said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TR showcased the harrowing virality of COVID this spring, when an outbreak on the ship eventually infected roughly a quarter of its sailors and forced an emergency diversion to Guam.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Infections onboard the guided-missile destroyer Kidd afflicted at least 78 sailors, which was the last tally provided by the Navy before it stopped releasing updates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilkin pointed to an outbreak onboard the aircraft carrier Ronald Reagan earlier this year that was successfully contained, with a handful of COVID-positive sailors flown off and the carrier able to continue operations without any new cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The revelation regarding how many ships have suffered COVID infection came about in updated guidance to the fleet sent Sept. 30 by the CNO regarding the novel coronavirus, which had infected 10,585 sailors as of Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Officials said Friday that Gilday has tested negative for COVID but continues to self-quarantine at home along with other members of the <a href=\"https:\/\/www.militarytimes.com\/news\/coronavirus\/2020\/05\/13\/masks-are-the-uniform-of-the-day-for-the-rank-and-file-why-arent-the-brass-following-suit\/\" target=_blank>Joint Chiefs of Staff<\/a> after the vice commandant of the Coast Guard tested positive earlier this week.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/coronavirus\/2020\/05\/13\/masks-are-the-uniform-of-the-day-for-the-rank-and-file-why-arent-the-brass-following-suit\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/WH-JS-meet.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Masks are the uniform of the day for the rank-and-file \u2014 why aren\u2019t the brass following suit?<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A White House photo from a meeting last weekend shows the Joint Chiefs of Staff meeting maskless with POTUS.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Roughly 35 percent of infected sailors have shown few to no symptoms, and Gilday wrote that \u201ctesting is the best way to uncover asymptomatic service members.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, Gilday warned that \u201ctesting resources are constantly strained and may become more strained during influenza season.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailor infection rates tend to mirror the local area, and three units have traced ship outbreaks \u201cto command dinners at a public restaurant,\u201d the CNO wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs the country continues to re-open, individual sailors and commands must show resolve in practicing proper health protection measures and avoid unnecessary risk,\u201d Gilday wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wilkin declined to identify which ships had suffered outbreaks traced to restaurants, citing the Pentagon policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While offering a high-level view on how the pandemic has impacted the Navy and its sailors, Gilday\u2019s recent guidance also offers more ground-level instructions for keeping everyone safe when a ship is on a cruise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSailors should alternate head\/foot where berthing configuration allows to minimize close contact,\u201d he wrote. \u201cWhere possible, spread out sleeping arrangements. Phillip Sawyer<\/a> made earlier this month, the deputy chief of naval operations for operations, plans and strategy gave a nod to the struggles COVID policies place on sailors and families.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe know these mitigations are hard on Sailors and their families, adding extra family separation onto the beginning of a deployment and foregoing the chance to visit and enjoy foreign ports,\u201d Sawyer said. \u201cBut it\u2019s a critical piece of protecting our young women and women who have signed up to serve.
