{"id":32770,"date":"2018-04-17T20:36:28","date_gmt":"2018-04-17T20:36:28","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/04\/17\/navys-new-west-pacific-command-to-oversee-maintenance-of-japan-based-ships\/"},"modified":"2026-08-08T19:32:22","modified_gmt":"2026-08-08T19:32:22","slug":"navys-new-west-pacific-command-to-oversee-maintenance-of-japan-based-ships","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/04\/17\/navys-new-west-pacific-command-to-oversee-maintenance-of-japan-based-ships\/","title":{"rendered":"Navy\u2019s new West Pacific command to oversee maintenance of Japan-based ships"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Navy last week officially established a new overseas command that will work to ensure that <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/02\/09\/navy-investigating-sailor-drug-ring-in-japan\/\" title=\"\" class=\"\" target=\"_blank\">Japan<\/a>-based ships get the maintenance, training and certification they need.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Answering to Naval Surface Force Pacific, the Naval Surface Group Western Pacific was first announced last fall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the group is touted as a way to help rectify the readiness issues in the West Pacific\u2019s 7th Fleet that came to light after <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/11\/01\/crushed-in-their-racks-inside-the-john-s-mccain-disaster\/\" title=\"\" class=\"\" target=\"_blank\">two fatal ship collisions<\/a> killed 17 sailors last summer, a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/12\/14\/new-secnav-report-criticizes-navy-culture-and-top-brass-decisions\/\" title=\"\" class=\"\" target=\"_blank\">strategic review<\/a> ordered by Navy Secretary <a href=\"https:\/\/www.navytimes.com\/outlook\/2017\/12\/11\/us-navy-secretary-the-path-to-restoring-naval-readiness\/\" title=\"\" class=\"\" target=\"_blank\">Richard Spencer<\/a> called it out by name as another example of unnecessary Navy bureaucracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy admirals said the group will help eliminate ambiguities of authority, but the review argued it would do just the opposite.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Strategic Review does not concur with establishment of Naval Surface Group West Pacific,\u201d the report states. \u201cStanding up an additional oversight layer provides another headquarters staff and administrative control function that is likely to perpetuate ambiguous and conflicting authorities.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spencer acknowledged in December that the new command was at odds with the review\u2019s call for lesser bureaucracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have to admit, it didn\u2019t dovetail perfectly,\u201d he said, adding that such initiatives would be reviewed.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/11\/01\/crushed-in-their-racks-inside-the-john-s-mccain-disaster\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/August-21-Frontlines-1.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Crushed in their racks: Inside the John S. The 10 sailors who drowned never had a chance to escape.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m not in a position to say we\u2019re going to tear it apart,\u201d Spencer said at the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new command will manage ship activities during the maintenance and basic phase, while enforcing the readiness assessment and certification process, according to a Navy statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It will also coordinate with the ship\u2019s commander until the ship is certified Basic Phase Complete by Naval Surface Force Pacific in an effort to bring formalized structure back to 7th Fleet maintenance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The group\u2019s first commander will be Capt. Rich Dromerhauser.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He will oversee efforts to ensure every Japan-based ship receives maintenance and training before recommending whether the ship is ready to go.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy team will be focused on enabling ships to achieve certified levels of readiness and a demonstrated ability to safely conduct operations at sea after extended periods of maintenance and modernization efforts,\u201d he said in a statement. \u201cWe owe it to our Sailors to provide them the focused training, system maintenance, and
