McCain<\/a> that led to the deaths of 17 sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The review found that <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/08\/22\/at-sea-disasters-came-during-the-most-basic-of-operations-pacific-fleet-co-says\/\" title=\"\" class=\"\" target=\"_blank\">proficiency in seamanship and navigation<\/a> competes for the time and attention with other duties \u2014 and gaps exist in how those skills are provided and tested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Seamanship and navigation are the core of what officers will do when they go to sea, according to the Naval Academy\u2019s seamanship and navigation chair Cmdr. Chad Graham. And while the time midshipmen spend in seamanship and navigation courses has gone down since his days at the academy as other priorities like cyberwarfare have emerged, the 1998 graduate said the courses he is responsible for are what makes the Naval Academy naval.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/08\/27\/navy-swos-a-culture-in-crisis\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NAV-swo-904.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Maybe today\u2019s Navy is just not very good at driving ships<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The two collisions \u2014 and a total of 17 sailors lost at sea this summer \u2014 have raised concerns about whether this generation of surface fleet officers lack the basic core competency of their trade.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Fundamentals of seamanship, basic navigation, advanced navigation and junior practicum courses are all part of <a href=\"https:\/\/www.navytimes.com\/news\/your-military\/2015\/11\/01\/naval-academy-reinstates-celestial-navigation\/\" title=\"\" class=\"\" target=\"_blank\">the school\u2019s core curriculum<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Graham is teaching two courses this semester, one for plebes and one for seniors. For the seniors, it\u2019s less academic rigor and more advice from an experienced sailor to a novice, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese are the things I\u2019ve done to be successful. Gillespie\/The Baltimore Sun via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Every word matters \u2014 the understanding between the meaning of \u201cmay\u201d and \u201cshall\u201d is huge, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo teach them where that happens in the rules, and making sure they understand where they have to do something, and where it\u2019s just best practice to do something,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Graham can teach students concepts like relative motion inside one of the school\u2019s bridge simulators, and also practice contact management \u2014 how to deal with other vessels on the water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe don\u2019t have signal lights out here and we don\u2019t have traffic lanes,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The faux bridge is surrounded by a panoramic screen, and the horizon line moves with the simulated vessel. It\u2019s not unheard of for people to get seasick. A quick call to a nearby control room, and Graham can change the location, weather, waves and type of vessel being simulated. Gillespie\/The Baltimore Sun via AP)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But the academy has another tool that offers a level of realism a simulator can\u2019t match \u2014 its Yard Patrol crafts. The ships, moored at Naval Support Activity Annapolis, have been used at the academy for decades to support what midshipmen learn in the classroom about how to operate a vessel at sea.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The review of the collisions called for an evaluation of how Yard Patrol craft are used across officer accession programs like at the academy. Officials said the evaluation should also look at the feasibility of expanding Yard Patrol craft use and other training programs to ensure every naval officer gets the core competencies laid out in the Officer Professional Core Competencies Manual.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/08\/17\/water-on-deck-get-out-the-navys-official-report-of-the-fitzgeralds-catastrophe-at-sea\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"209\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Screen-Shot-2017-08-17-at-5.48.43-PM.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Water on deck!\u2018 \u2018Get out!\u2018 \u2014 The Navy&#8217;s official report of the Fitzgerald&#8217;s catastrophe at sea<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Sailors had less than a minute to escape as seawater blasted through a massive hole in the destroyer Fitzgerald after a container ship struck its starboard side on June 19.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As Graham gave a tour of one of the vessels last week, midshipmen were checking charts and courses, and gathering for a navigation briefing in an on-board classroom and lounge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three boats, each with 30 midshipmen and a crew, were scheduled to travel to Philadelphia the first weekend in March, and the midshipmen were gathered to practice ahead of that cruise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They\u2019ll practice basic navigation and ship-handling requirements, work on maneuvering ships in a column and test out crew rotations to ensure each watch team is proficient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The academy conducts three weekend cruises a semester to ports like Baltimore, Philadelphia and Norfolk, Virginia, with two to four crafts each.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re going to find out where they\u2019re not good, work through some of those faults as a team and see where they need to do a little more work before they sail over the horizon,\u201d Graham said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Having a plan that everyone knows is key \u2014 that way if they go off course everyone can work through the problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf everyone has a piece of the plan, they can back each other up,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Graham\u2019s first trip on a Yard Patrol craft was also his first time sleeping on a ship, first time driving a vessel and first time taking a vessel into port.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The academy is in the midst of repairing and extending the life of six Yard Patrol crafts, which will expand the program\u2019s capacity.
