{"id":33251,"date":"2020-02-04T23:05:37","date_gmt":"2020-02-04T23:05:37","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2020\/02\/04\/pentagon-watchdog-raises-concerns-over-navy-warship-readiness\/"},"modified":"2026-08-08T19:19:26","modified_gmt":"2026-08-08T19:19:26","slug":"pentagon-watchdog-raises-concerns-over-navy-warship-readiness","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/02\/04\/pentagon-watchdog-raises-concerns-over-navy-warship-readiness\/","title":{"rendered":"Pentagon watchdog raises concerns over Navy warship readiness"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Navy leaders up and down the chain of command identified \u201ctraining deficiencies\u201d during the maintenance and deployment cycles for multiple guided-missile destroyers \u201cbut did not address the identified deficiencies,\u201d according to a <a href=\"https:\/\/www.dodig.mil\/reports.html\/Article\/2073489\/audit-of-readiness-of-arleigh-burke-class-destroyers-dodig-2020-056\/\" target=_blank>Pentagon watchdog report<\/a> on fleet readiness released Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the <a href=\"https:\/\/www.dodig.mil\/reports.html\/Article\/2073489\/audit-of-readiness-of-arleigh-burke-class-destroyers-dodig-2020-056\/\" target=_blank>Defense Department Inspector General<\/a> report is the latest to raise concerns about readiness in the surface fleet, Navy leaders say most of the shortcomings identified in the audit have been rectified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IG\u2019s assessment looked at the multi-phase, 36-month, <a href=\"https:\/\/navylive.dodlive.mil\/2014\/01\/15\/what-is-the-optimized-fleet-response-plan-and-what-will-it-accomplish\/\" target=_blank>optimized fleet response plan<\/a>, or OFRP, and other records for a dozen destroyers from 2013 to 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Introduced in 2014, the OFRP ensures ships and their crews are fully trained and certified before deployments, creating predictable and sustainable readiness levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The audit took place from February 2018 to November 2019 and scrutinized four destroyers forward-deployed to Rota, Spain \u2014 <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg64\/Pages\/default.aspx\" target=_blank>Carney<\/a>, <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg75\/Pages\/default.aspx\" target=_blank>Donald Cook<\/a>, <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg78\/Pages\/default.aspx\" target=_blank>Porter<\/a> and <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg71\/Pages\/default.aspx\" target=_blank>Ross<\/a> \u2014 plus <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg95\/Pages\/default.aspx\" target=_blank>James E. Williams<\/a>, <a href=\"https:\/\/www.navy.mil\/local\/ddg72\/\" target=_blank>Mahan<\/a>, <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg55\/Pages\/default.aspx\" target=_blank>Stout<\/a> and <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg79\/Pages\/default.aspx\" target=_blank>Oscar Austin<\/a> in Norfolk; the San Diego-based <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg79\/Pages\/default.aspx\" target=_blank>Howard<\/a> and <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg79\/Pages\/default.aspx\" target=_blank>Pinckney<\/a>; <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg79\/Pages\/default.aspx\" target=_blank>Chafee<\/a> in Hawaii and <a href=\"https:\/\/www.public.navy.mil\/surflant\/ddg79\/Pages\/default.aspx\" target=_blank>Kidd<\/a> in Everett, Washington.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/11\/16\/watchdog-swo-ship-driving-test-scores-continue-to-lag\/\" class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Watchdog: SWO ship-driving test scores continue to lag<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A report this week raises questions about the sea service&#039;s ongoing efforts to shore up shoddy seamanship and ship handling skills.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While detailed findings for each ship are redacted in the public version of the report, it states that for nine of the 12 destroyers \u201ccommanding officers reported training deficiencies, such as the inability to be certified or maintain proficiency in mission areas such as Electronic Warfare or Undersea Warfare.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report notes that \u201cNavy fleet commanders, type commanders and unit commanding officers identified training deficiencies during the Arleigh Burke-class destroyers\u2019 OFRP cycles but did not address the identified deficiencies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it came to deployment certifications for the dozen destroyers, five out of 12 \u201chad training deficiencies such as training that was either incomplete, or not completed under established conditions or standards,\u201d IG found.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Four of the 12 surveyed ships also \u201cdid not complete repetitive training exercises, which are required to maintain proficiency in mission areas,\u201d the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Examples of those shortcomings were redacted in the report released to the public, but IG indicated the deficiencies persisted because the Navy did not always complete its training requirements in accordance with the Surface Force Readiness Manual, the sea service\u2019s blueprint for how ships should go through the OFRP.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cUSS Howard did not complete all Strike Warfare mission area exercises, such as those for Naval Surface Fire Support before deployment,\u201d according to the report. \u201cTherefore, the ship will not be able to conduct gunnery support, such as identifying where the ship is shooting.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other examples of problems tied to incomplete training are redacted in the public version of the report.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.navytimes.com\/naval\/2017\/09\/20\/gao-finds-worsened-trends-in-naval-maintenance-readiness-and-training\/\" class=\"smg-interstitial-link__fallback-link\">GAO finds worsening trends in naval maintenance, readiness and training<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">Howard\u2019s crew had to submit a waiver request stating that they were unable to execute all strike warfare mission area training exercises before deployment \u201cbecause the timing of training events coincided with the ship\u2019s deployment date.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe inability to complete the mission area exercises affect the proficiency of the teams and the ability of the ship to contribute to the joint fight ashore.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And while the manual allows for waivers, it had not addressed \u201cwhat happens if a ship does not clear a waiver before deployment,\u201d IG wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report notes that Navy leaders have announced dozens of surface fleet reforms following two systemic reviews in the wake of two lethal collisions involving the Japan-based destroyers <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/01\/14\/worse-than-you-thought-inside-the-secret-fitzgerald-probe-the-navy-doesnt-want-you-to-read\/\" target=_blank>Fitzgerald<\/a> and <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2017\/11\/01\/crushed-in-their-racks-inside-the-john-s-mccain-disaster\/\" target=_blank>John S. McCain<\/a> in 2017, but no warships homeported in the 7th Fleet\u2019s area of operations were included in the recent audit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a Jan. 17 response letter attached to the report, <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/navybio.asp?bioID=636\" target=_blank>Adm. Christopher Grady<\/a>, head of <a href=\"https:\/\/www.public.navy.mil\/usff\/Pages\/default.aspx\" target=_blank>U.S. Fleet Forces Command<\/a>, wrote that the OFRP cycles of the 12 audited destroyers spanned from 2013 to 2018, before most corrective actions stemming from those \u201cfindings could gain a foothold.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGiven the period of analysis supporting the report findings, the shortfalls addressed within the report have been corrected, and solid methodologies are in place to continue forging readiness and effective risk management, while preventing regression,\u201d Grady added.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/12\/12\/navy-improving-7th-fleet-but-sailors-work-100-hour-weeks-lack-sleep-watchdog-warns\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"230\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/mccampbell.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy improving  7th Fleet, but sailors work 100-hour weeks, lack sleep, watchdog warns<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Cruiser and destroyer reforms in the West Pacific are encouraging, but sailors report being overworked, a federal watchdog warned Congress on Wednesday.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Grady noted that, among other reforms, the Navy has since changed its Surface Force Readiness Manual, but IG determined \u201cthe update did not include any significant changes that would affect our findings, conclusions, and recommendations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IG recommended that U.S. Fleet Forces Command, U.S. Pacific Fleet and lower commands \u201cdetermine whether Arleigh Burke-class destroyers currently deployed or in the sustainment phase of the OFRP have outstanding training deficiencies; and direct Arleigh Burke-class destroyers to complete any outstanding training requirements immediately or as soon as the mission allows.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to the report, Rear Adm. Kenneth Whitesell \u2014 the deputy commander of Pacific Fleet \u2014 told investigators that all destroyers \u201ccurrently deployed or in the sustainment phase are fully certified.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Updates to the Surface Force Readiness Manual \u201ccontains checkpoints to ensure ships are Basic Phase certified before deployment,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ships undergo two readiness assessments when returning from deployment \u201cto ensure training certifications are maintained throughout the sustainment period, and to determine areas where focused training might be required,\u201d according to Whitesell.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Whitesell\u2019s comments \u201caddressed all specifics of the recommendations,\u201d the report indicated that IG\u2019s prescriptions would remain open until he &#8220;provides the methodology and supporting documentation used, including ships assessed and applicable certifications, to conclude that all Arleigh Burke-class destroyers currently deployed or in the sustainment phase are fully
