Christopher Mahoney said Thursday at the U.S. Naval Institute\u2019s Defense Forum Washington 2023 at the International Spy Museum in the nation\u2019s capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need a national plan to incentivize our youth to work in the shipbuilding industry, focus those trades on the shipbuilding industry,\u201d Mahoney said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A major theme of Mahoney\u2019s speech was the need for more resources to flow to the domestic shipbuilding industry in order to set the U.S. naval forces up for success in<a href=\"https:\/\/www.thedrive.com\/the-war-zone\/alarming-navy-intel-slide-warns-of-chinas-200-times-greater-shipbuilding-capacity\" target=\"_blank\"> competition with China, which has the edge over the United States<\/a> in terms of shipbuilding capacity. <a href=\"https:\/\/www.defensenews.com\/congress\/2023\/06\/13\/key-lawmakers-flex-new-positions-to-bolster-shipbuilding-industry\/\" target=\"_blank\">A dearth of workers<\/a> is the biggest challenge for the U.S. shipbuilding industry, naval advocates say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China <a href=\"https:\/\/media.defense.gov\/2023\/Oct\/19\/2003323409\/-1\/-1\/1\/2023-MILITARY-AND-SECURITY-DEVELOPMENTS-INVOLVING-THE-PEOPLES-REPUBLIC-OF-CHINA.PDF\" target=\"_blank\">has the largest navy in the world<\/a> by sheer number of vessels, with more than 370 ships and submarines, according to a Pentagon report released in October. The U.S. <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/04\/03\/gilday-expects-new-us-navy-force-study-to-call-for-more-than-373-ships\/\" target=\"_blank\">Navy, in contrast, has less than 300 ship<\/a>s, though the service\u2019s then-leader said in April the target should be 373 ships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marine Corps leaders wants the Navy to have <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/05\/02\/marines-want-31-amphibious-ships-the-pentagon-disagrees-now-what\/\" target=\"_blank\">a minimum of 31 amphibious ships<\/a> to transport the rapid-response-focused Marine expeditionary units around the globe, but the Pentagon plans to let the fleet shrink below that number in 2024.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2023\/12\/05\/del-toro-aims-to-reinvigorate-us-shipping-to-strengthen-fleet\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Untitled.png_792d53.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Del Toro aims to reinvigorate US shipping to strengthen fleet<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Navy secretary is warning the service won\u2019t be able to fulfill its mission without a strong commercial counterpart. Enter: \u201cmaritime statecraft.\u201d<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Mahoney said later on in his speech Thursday, \u201cI\u2019m ready today to start working with industry partners or whoever is interested to increase pathways for <a href=\"https:\/\/www.militarytimes.com\/news\/marine-corps-times\/2019\/10\/16\/marines-your-transition-time-out-of-the-corps-could-be-longer-heres-why\/\" target=\"_blank\">Marines seeking, once they exit,<\/a> to go into the trades and serve another way in the shipyards.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What that would look like remains a little unclear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When Marine Corps Times asked Mahoney how pathways to shipyards for Marine veterans would work, his spokesman, Maj. Joshua Larson, clarified that the notion was in the idea phase and wasn\u2019t a formal policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mahoney, who is performing the duties of Marine commandant while Commandant <a href=\"https:\/\/www.marinecorpstimes.com\/news\/your-marine-corps\/2023\/11\/09\/top-marine-recovering-from-cardiac-arrest-plans-to-return-to-work\/\" target=\"_blank\">Gen. Eric Smith recovers<\/a> from an Oct. 29 cardiac arrest, said part of the equation is leaders encouraging their Marines to consider working in the industrial base.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And there needs to be \u201ca place for them to land\u201d in shipyards, Mahoney told Marine Corps Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen I was down on the shipbuilding trip on the Gulf Coast, every single shipbuilder said, \u2018Look, our critical vulnerability, to use a military term, is our workforce,\u2019\u201d Mahoney said. \u201cBut they\u2019ve set up apprenticeships, they\u2019ve set up their own universities \u2014 go to this school and then we\u2019ll come hire you. Rachaelanne Woodward\/Marine Corps)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Navy leaders continually have called for increased <a href=\"https:\/\/www.defensenews.com\/outlook\/2023\/12\/04\/del-toro-aims-to-reinvigorate-us-shipping-to-strengthen-fleet\/\" target=\"_blank\">shipbuilding capability, both naval and commercial.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The nation\u2019s private shipyards, especially those in Gulf Coast states, are facing a labor shortage that has prompted companies to create apprenticeship programs and offer perks like flexibility <a href=\"https:\/\/www.defensenews.com\/industry\/2023\/04\/25\/gulf-shipyards-struggle-to-find-workers-amid-shipbuilding-spree\/\" target=\"_blank\">and even fried chicken<\/a>, Defense News previously reported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cEngineers right now are tough [to find], and designers,\u201d Bollinger Shipyards president Ben Bordelon previously told Defense News. \u201cI hate to say just the basic stuff, but shipbuilders, welders, electricians, painters \u2014 we have a need right now for a lot of different crafts.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The labor shortage also has affected the Navy\u2019s <a href=\"https:\/\/www.navsea.navy.mil\/Home\/Shipyards\/\" target=\"_blank\">four public shipyards<\/a>, for maintaining and modernizing certain vessels. <a href=\"https:\/\/www.defensenews.com\/naval\/2023\/01\/31\/workforce-woes-are-top-strategic-challenge-for-navy-admiral-says\/\">Vice Adm. Bill Galinis<\/a>, the head of Naval Sea Systems Command, said in January that hiring and retaining skilled shipyard workers was \u201cour No. 1 strategic challenge across the enterprise.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen we go to hire somebody, we talk about the entire package,\u201d Galinis told Defense News, referring to workers in Navy yards. \u201cCompensation is just a part of it. There\u2019s a training element, there\u2019s future benefits, but it\u2019s really an opportunity to become a part of something larger than yourself,\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat we ask our trades, in particular, and our shipyard workers \u2026 is to take on some really hard jobs, but also some very important jobs,\u201d the admiral
