{"id":33906,"date":"2018-01-08T13:01:15","date_gmt":"2018-01-08T13:01:15","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2018\/01\/08\/former-navy-official-sean-stackley-joins-l3-technologies\/"},"modified":"2026-08-07T22:28:07","modified_gmt":"2026-08-07T22:28:07","slug":"former-navy-official-sean-stackley-joins-l3-technologies","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2018\/01\/08\/former-navy-official-sean-stackley-joins-l3-technologies\/","title":{"rendered":"Former Navy official Sean Stackley joins L3 Technologies"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The former assistant secretary of the U.S. Navy for research, development and acquisition is heading to industry \u2014 though not with one of the mainstay naval primes as some might have predicted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sean Stackley, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/02\/13\/stackley-gets-lead-role-in-transforming-defense-acquisition\/\" title=\"\" class=\"\" target=\"_blank\">who also served as the acting secretary of the Navy<\/a> from Jan. 20 to Aug. 3, 2017, kicked off his tenure as corporate vice president at L3 Technologies on Jan. 8, leading the company\u2019s strategic advanced capabilities and technologies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a whole new world,\u201d Stackley said of his new role during an exclusive interview with Defense News on Jan. 3, the day after he officially wrapped up his tenure in government. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Looking for more on the U.S. Navy\u2019s surface fleet? <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/surface-navy-association\">Get the latest here.<\/a><\/b><br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As one would figure for a high-level official from the Defense Department, Stackley did have options \u2014 he said he was approached by a number of market leaders. (He wouldn\u2019t name which specifically.) He wasn\u2019t ready to engage and settle with a single defense company, nor was L3 even on his radar as a possibility until he got the call from the company\u2019s new chief executive. Chris Kubasik, <a href=\"https:\/\/www.defensenews.com\/home\/2017\/07\/23\/l3-ceo-michael-strianese-to-retire-at-end-of-year\/\" title=\"\" class=\"\">who stepped into the CEO role at the start of the year <\/a>after serving as chief operating officer since 2015, has worked with Stackley on government projects on and off for about a decade.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2017\/12\/11\/interview-l3-ceo-michael-strianese-reflects-on-two-decades-of-leadership\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/34_Strianese.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Interview: L3 CEO Michael Strianese reflects on two decades of leadership<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">L3 Technologies touts more than $10 billion in revenue, 84 percent of which supports defense. But about two decades ago, L3 was an amalgamation of businesses divested by Lockheed at a time when defense spending nosedived.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cOur strategy and vision has gained traction and is appealing to a lot of leaders,\u201d Kubasik told Defense News. \u201cSean and I are completely aligned as to how L3 can help our customers with their important missions, and he was one of the most respected leaders in the Pentagon. We are excited to have him on board.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Stackley, the fact that L3 is a company built upon acquisitions, thus far maintaining some of the speed and agility that can come more easily for smaller companies, is an advantage. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe government and our closest defense firms tend to grow up together; organizationally and structurally, they tend to become mirror images,\u201d Stackley said. \u201cFor all the goodness \u2014 and I have four decades of public service and nothing but love and respect for what we do \u2014 the government is not credited with being really quick. L3, unlike its larger defense companies, did not take on that mirror image of the government. It\u2019s kept its roots that came from the smaller companies that formed it. That\u2019s a strength.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That said, among the priorities for both Stackley and Kubasik is to further unify a corporation that remains relatively segmented \u2014 \u201cto integrate all these parts of the companies to make something bigger,\u201d in the words of the former Navy official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In terms of his Navy tenure, Stackley remained rather mum about <a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;cad=rja&amp;uact=8&amp;ved=0ahUKEwiOtLbQtcjYAhUKbRQKHRdkCr4QFggpMAA&amp;url=https%3A%2F%2Fwww.defensenews.com%2Fbreaking-news%2F2017%2F11%2F01%2Fnavy-crews-at-fault-in-fatal-collisions-investigations-find%2F&amp;usg=AOvVaw0viMeUQgo-_E2Rp4bgGz1u\" title=\"\" class=\"\" target=\"_blank\">the recent challenges faced by the service<\/a>, voicing strong support for the current leadership\u2019s ability to address challenges and saying only that the June 2017 collision involving the destroyer Fitzgerald while he was serving as acting secretary \u201cshook us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He did, however, speak to his optimism about the current administration\u2019s approach to defense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMore so than some of the past administrations that I\u2019ve worked closely in or with, there\u2019s been a heavy focus on the industry side with this administration,\u201d Stackley said. \u201cThat brings with it a greater understanding of some of the challenges that industry faces, coupled with an understanding of the opportunities that the government has in terms of dealing with industry \u2014 from acquisition strategies to contract negotiations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re at year one of the administration,\u201d he continued. \u201cBut the team in place has a good respect for and understanding of industry, which lends itself to smart policies that protect the health and welfare of industry, but at the same time puts the department in a strong position to be a demanding
