{"id":35177,"date":"2022-02-01T18:38:33","date_gmt":"2022-02-01T18:38:33","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2022\/02\/01\/new-burn-pit-bill-promises-immediate-help-for-vets-but-some-call-bs\/"},"modified":"2026-08-08T06:38:24","modified_gmt":"2026-08-08T06:38:24","slug":"new-burn-pit-bill-promises-immediate-help-for-vets-but-some-call-bs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/veterans\/2022\/02\/01\/new-burn-pit-bill-promises-immediate-help-for-vets-but-some-call-bs\/","title":{"rendered":"New burn pit bill promises immediate help for vets, but some call \u2018BS\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Promising \u201cswift action\u201d to help suffering veterans, leaders of the Senate Veterans\u2019 Affairs Committee unveiled new legislation Tuesday that would extend health care coverage for separating troops for at least 10 years and mandate more screening of veterans for<a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/01\/05\/new-in-2022-when-will-all-burn-pit-victims-finally-get-veterans-benefits\/?contentQuery=%7B%22section%22%3A%22%2Fhome%22%2C%22exclude%22%3A%22%2Fveterans%22%2C%22from%22%3A35%2C%22size%22%3A10%7D&#038;contentFeatureId=f0fmoahPVC2AbfL-2-1-8\" target=\"_blank\"> toxic exposure injuries<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the proposal was met by derision from some advocates, who called it less comprehensive than <a href=\"https:\/\/www.militarytimes.com\/veterans\/2022\/01\/19\/everyone-wants-to-help-military-toxic-exposure-victims-not-all-want-to-pay\/\" target=\"_blank\">proposed House legislation<\/a> and not ambitious enough considering the years of effort put into helping victims of military burn pits overseas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new measure \u2014 introduced by Senate Veterans\u2019 Affairs Committee Chairman Jon Tester, D-Mont., and ranking member Jerry Moran, R-Kansas \u2014 is expected to be advanced by that panel in a mark-up Wednesday and could get a vote on the Senate floor in coming weeks.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/pentagon-congress\/2022\/01\/19\/everyone-wants-to-help-military-toxic-exposure-victims-not-all-want-to-pay\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IraqCombatTroops.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Everyone wants to help military toxic exposure victims. Not all want to pay.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lawmakers support the idea but face problems paying for the nearly $300 billion plan.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cWithout action, post-9\/11 veterans will suffer as Vietnam veterans have, and every year more toxic exposure veterans will pay the ultimate price while waiting for the treatment that they need,\u201d Tester said in a press conference unveiling the measure. \u201cThat\u2019s why this bill is so critical.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal \u2014 expected to cost about $1 billion in coming years \u2014 would make all troops eligible for Veterans Affairs health care for 10 years after separation (currently it\u2019s five years) and creates a new one-year open enrollment period for younger veterans whose eligibility has already expired.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The idea is to provide more monitoring of veterans after their military service for signs of respiratory illnesses, rare cancers and other diseases linked to toxic smoke from military burn pits, used extensively in Iraq and Afghanistan to get rid of surplus and waste during combat operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere are approximately 3.5 million post-9\/11 combat veterans who have experienced some level of exposure to burn pits during their service,\u201d Moran said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMany of these veterans could be living with undiagnosed illness linked to military toxic exposures \u2026 We must respond to the immediate needs of those veterans by providing health care.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The legislation would also mandate toxic exposure questionnaires for patients during VA medical visits and increase training for VA staffers on recognizing and treating toxic exposure illnesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tester emphasized that the measure is just part of a multi-step approach to the issue of military toxic exposure issues, noting other pending legislative efforts and VA\u2019s own work to begin awarding presumptive benefits to some burn pit victims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He said the measure has the support of all the Republicans and Democrats on his committee, as well as a number of prominent veterans groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, hours before the press conference, John Feal \u2014 president of the FealGood Foundation, and a vocal advocate on the issue of burn pit benefits for years \u2014 took to social media to blast the Senate proposal as insufficient.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou are putting a band aid on an open sucking chest wound with your bullshit legislation,\u201d he wrote. \u201cThese men and women need better, deserve better, earned better and you failed them!\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Feal (along with comedian Jon Stewart and a large coalition of outside advocates) have been lobbying for months for Congress to advance the Promise to Address Comprehensive Toxics (PACT) Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That measure would provide new disability benefits to as many as one out of every five living American veterans, including individuals who served in Vietnam and smaller operations around the globe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PACT Act also carries with it a price tag of almost $300 billion, a figure that has caused significant concerns among Republicans in Congress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last month, House Veterans\u2019 Affairs Committee Chairman Mark Takano, D-Calif., said he is confident the PACT Act is the right path forward for both burn pit victims and other suffering veterans, and vowed to push ahead despite the concerns that the legislation is too encompassing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c[This bill] is definitive, it is bold, and it is the action our veterans deserve,\u201d he said in a statement. \u201cWith each passing day, more veterans will get sick.
