{"id":35964,"date":"2019-04-09T18:12:33","date_gmt":"2019-04-09T18:12:33","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/04\/09\/why-big-navy-is-running-low-on-tuition-assistance-dollars\/"},"modified":"2026-08-08T19:30:03","modified_gmt":"2026-08-08T19:30:03","slug":"why-big-navy-is-running-low-on-tuition-assistance-dollars","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/04\/09\/why-big-navy-is-running-low-on-tuition-assistance-dollars\/","title":{"rendered":"Why Big Navy is running low on Tuition Assistance dollars"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Navy will deplete its fiscal year 2019 <a href=\"https:\/\/www.navycollege.navy.mil\/tuition-assistance\/steps-for-tuition-assistance.htm\" target=_blank>Tuition Assistance<\/a> coffers in a few weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe estimate funding will be exhausted by May, but continue to explore alternative funding options,\u201d Capt. (Mass Communication Specialist 3rd Class Emily Johnston\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The current crunch came because of rising demand for TA funding, according to records released to Navy Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of March 22, the military counted 5,384 more sailors using TA this year compared to 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That figures out to 19 percent more sailors receiving TA assistance to pay for 36 percent more courses than officials anticipated. Add it up and it\u2019s $15.9 million in unexpected costs, Derrick said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Derrick and other military leaders told Navy Times that doesn\u2019t mean sailors who want to use TA this fall won\u2019t get it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve never walked away from Tuition Assistance,\u201d <a href=\"https:\/\/www.navy.mil\/navydata\/bios\/bio.asp?bioID=935\" target=_blank>Master Chief Petty Officer of the Navy Russ Smith <\/a>told Navy Time. \u201cThe Navy has always believed in it and we always will. We are committed to it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2017, for example, the Navy budgeted $85 million but had to find $2 million to cover a shortfall at the end of the fiscal year. (Mass Communication Specialist 3rd Class Cosmo Walrath\/Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The rising popularity of Tuition Assistance is being driven by Navy reforms that made it easier for sailors to apply for the funds and take more courses while they\u2019re in the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That began in 2016, when the service shuttered 20 base Navy college offices and began ramping up virtual education counseling online.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen we closed the Navy college offices and went to the centralized, online system, many predicted we\u2019d have fewer people enrolling in college,\u201d Smith said. \u201cBut, in fact, it\u2019s gone way up because we\u2019ve made it easier to enroll, easier to get into a class, the process is more simplistic and streamlined to get approval.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MCPON told Navy Times that he had reservations the internet-based system would work well, but he was happy to discover that the shift \u201chad a tremendous effect and impact\u201d by making it a more convenient way to enroll in college courses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then the Navy decided last year to loosen limits on how much TA sailors can use.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Previously, the service had capped TA-funded coursework at 16 credits annually per student, with no more than $250 allotted for each credit hour.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Starting last June, however, the Navy nixed the caps, letting sailors take as many courses as they could handle, up to a $4,500 annual spending limit set by the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That led to sailors of all ranks taking 5 percent more courses than in 2017, a trend that apparently continued this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe see the increased demand signal for TA as a good thing, because college teaches critical thinking,\u201d MCPON Smith said. \u201cWe\u2019re happy about that.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"4928\" height=\"3280\" src=\"\/wp-content\/uploads\/2026\/08\/TA4.jpg.jpg\" alt=\"\" class=\"wp-image-69732\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/TA4.jpg.jpg 4928w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/TA4.jpg.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/TA4.jpg.jpg?resize=768,511 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/TA4.jpg.jpg?resize=1024,682 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/TA4.jpg.jpg?resize=1536,1022 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/TA4.jpg.jpg?resize=2048,1363 2048w\" sizes=\"auto, (max-width: 4928px) 100vw, 4928px\" \/><figcaption class=\"wp-element-caption\">A university representative speaks with a sailor in 2016 about educational programs.  (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But the increasing popularity of the Navy\u2019s TA program comes amid greater uncertainty about the shape it might take in an era of radical changes in the sea service\u2019s higher educational system and diminishing dollars allotted for outside college credits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rolled out on March 12, the White House\u2019s 2020 defense spending plan whittled $6 million out of next year\u2019s TA budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That announcement came only five weeks after Secretary of the Navy Richard Spencer launched his \u201c<a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/02\/13\/why-secnav-is-launching-naval-university\/\" target=\"_blank\">Education for Seapower\u201d<\/a> campaign, a push to hike and hone critical thinking skills in the Navy and Marine Corps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spencer\u2019s Feb. 5 memo hinted at a major restructuring of the educational system for both officer and enlisted personnel under a single department university accredited to grant diplomas, from two-year associate degrees up to advanced post-graduate work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spencer\u2019s proposed reforms also called on military leaders within the next two years to craft a community college similar to what the Air Force offers its enlisted personnel, but there\u2019s been no public announcement about which courses and majors it will offer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During a Jan. 16 address at the annual <a href=\"http:\/\/www.navysna.org\/\" target=_blank>Surface Navy Association<\/a> conference in Arlington, Virginia, Spencer raised eyebrows when he candidly called for the \u201ceducation that we need as a naval force,\u201d the sort of \u201cprofessional management\u201d training that will \u201cbenefit the corporate body.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t really care about someone, to be very frank with you, going off and getting an art history major. I\u2019m being totally selfish, but if these are my dollars, I want you to be learning something that is going to help this institution,\u201d he said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/02\/13\/why-secnav-is-launching-naval-university\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/NPS.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why SECNAV is launching Naval University<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Pentagon hopes to combine the education efforts for both enlisted and officer personnel under a single Department of the Navy university that\u2019s accredited to grant diplomas, from associate degrees up to advanced post-graduate work.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That\u2019s not how TA works today.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Envisioned by Congress as an educational assistance program to benefit individual sailors, mostly off-duty enlisted personnel, TA covers tuition costs at accredited colleges, universities and vocational\/technical institutions recognized by the U.S. Department of Education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Records released to Navy Times reveal that in FY 2016 and 2017, the TA program averaged 33,241 participants annually in pay grades E-1 through E-6.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it was disproportionately used by first and second class petty officers, who combined to make up 59 percent of all Navy students getting TA help.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, during those two years 4,600 more first class petty officers used TA than all the officers, warrant officers and chiefs in the program combined, according to the Navy data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With fewer dollars budgeted to the Navy\u2019s TA program and growing concerns that junior personnel are spending too much of their time on volunteer work, collateral duties and college coursework, debate continues on whether leaders need to clamp down on TA for petty officer third class sailors and below.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy records show they gobble up about 20 percent of the Navy\u2019s annual TA funding but the larger concern is that they need to master their ratings before going to college.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are still taking a look at it, the impacts and the budget to make sure we\u2019re being as responsible as we can,\u201d MCPON Smith said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To Smith, if the Navy\u2019s goal is to \u201celiminate distractions\u201d so that junior sailors know how to do the job they volunteered to do \u201cin order to fight and defend this country,\u201d then it might be time to pare back the amount of college coursework they\u2019re trying to complete.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But sailors who mastered their ratings can expand their critical thinking skills through college courses, making them better leaders, too.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/02\/12\/mcpons-marching-orders\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"170\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/MCPON-football.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">MCPON\u2019s marching orders<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The 15th Master Chief Petty Officer of the Navy dishes on what he wants to do at his post: no uniform changes but focusing again on what sailors need to know to fight and win wars at sea.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Revamping the Navy\u2019s TA system isn\u2019t a call MCPON makes. That burden falls on his superior flag officers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re still looking at all that and I\u2019m sure they\u2019ll come to a right decision,\u201d Smith said. \u201cBecause at the end of the day, if we put to sea and come under attack and our sailors aren\u2019t prepared, because they\u2019ve been distracted and not focused on their job, the end result won\u2019t be good.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s leaders have restricted TA in the past. Concerned by a rising number of unfinished courses, in 2010 they blocked sailors in their first year at new duty stations from seeking the tuition aid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But four years later they greenlighted commanding officers to approve TA for junior sailors who can balance their day jobs with college coursework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are reviewing our current TA policy in light of decreased funding to ensure it meets the needs of our sailors and is balanced with the needs of the Navy,\u201d spokeswoman Derrick said, \u201cThe current policy remains in effect.
