{"id":36665,"date":"2017-11-02T18:34:03","date_gmt":"2017-11-02T18:34:03","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2017\/11\/02\/ship-crews-undergoing-readiness-for-sea-assessments\/"},"modified":"2026-08-08T19:40:48","modified_gmt":"2026-08-08T19:40:48","slug":"ship-crews-undergoing-readiness-for-sea-assessments","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/11\/02\/ship-crews-undergoing-readiness-for-sea-assessments\/","title":{"rendered":"Ship crews undergoing readiness for sea assessments"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In the wake of two destroyer collisions with commercial vessels this summer that killed 17 sailors, the Navy began an assessment of basic sailor skills among the surface fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy reports this week cited failures in basic tenets of seamanship as reasons for the fatal Fitzgerald and McCain collisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Fitz and McCain operate under the Japan-based 7th Fleet, which came under scrutiny following the disasters due to high operational demands and little time for training and maintenance.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/11\/01\/crushed-in-their-racks-inside-the-john-s-mccain-disaster\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/August-21-Frontlines-1.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Crushed in their racks: Inside the John S. The 10 sailors who drowned never had a chance to escape.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Ready for Sea Assessments, or RFSAs, have so far been conducted on nine ships, according to Naval Surface Force officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the two-day assessment deems a ship not ready for sea, \u201cPacific Fleet will assess the operational requirements versus correcting the deficiency in order to make an informed risk decision,\u201d Naval Surface Force spokesman Cmdr. John Perkins said in an email.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How those nine ships fared remains unclear, as the Navy is declining to make results public.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDue to operational security, we will not discuss the number of ships that have failed or passed these assessments,\u201d Perkins said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The assessment\u2019s first day focuses on administrative items like proper manning, qualifications, watch bills, training plans and equipment checks, according to a Navy release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second day is conducted at sea and looks at propulsion and navigation drills, watch team proficiency and other exercises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cShips that do not pass the administrative review on day one will not be allowed to go to sea for the second part of the evaluation,\u201d the release states. \u201cThe intent is to evaluate the ship\u2019s readiness, and if necessary, develop a remedial plan to fix any gaps.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once all 7th Fleet ships are assessed, the process will move to other West Pacific ships and on to the entire surface fleet. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese assessments are about taking an honest, hard look at how we do business and adjusting, as required, to remain the world\u2019s preeminent naval force,\u201d Naval Surface Force commander Vice Adm. Tom Rowden said in the release.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also this week, the Navy established a detachment exclusively focused on ensuring 7th Fleet ships are ready for
