{"id":36690,"date":"2019-07-14T17:33:10","date_gmt":"2019-07-14T17:33:10","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2019\/07\/14\/delaware-man-campaigns-for-navy-to-name-new-ship-after-dover\/"},"modified":"2026-08-08T19:39:45","modified_gmt":"2026-08-08T19:39:45","slug":"delaware-man-campaigns-for-navy-to-name-new-ship-after-dover","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/07\/14\/delaware-man-campaigns-for-navy-to-name-new-ship-after-dover\/","title":{"rendered":"Delaware man campaigns for Navy to name new ship after Dover"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">DOVER, Del. \u2014 The skies have long been home to massive cargo aircraft from Dover Air Force Base, including the<a href=\"https:\/\/www.lockheedmartin.com\/en-us\/products\/c-5.html\" target=_blank> C-5 Galaxy <\/a>and <a href=\"https:\/\/www.boeing.com\/defense\/c-17-globemaster-iii\/\" target=_blank>C-17 Globemaster III <\/a>fleet, which have their home city\u2019s name \u201cDover\u201d emblazoned proudly on their tails.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That was one of several things that got Tony DePrima, a Navy veteran and former Dover city manager, interested in having a Navy ship bear the name &#8220;USS Dover,&#8221; to give the capital of the First State a presence on the wide-open seas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. DePrima said it&#8217;s been a long time \u2014 74 years to be exact \u2014 since the U.S. Navy has had a ship named in honor of Dover, and even that one, which was recommissioned, never made the active fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. DePrima is on a mission to change that. His latest stop was before members of Dover City Council on July 8 as he gave a presentation inside Council Chambers at City Hall as to why a Navy ship should be adorned with the name Dover.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think by the time I\u2019m done with my presentation you\u2019ll see that this is very long overdue,\u201d said Mr. DePrima, before he gave his nearly 15-minute case for a ship to honor Dover.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;How common is it to name ships after capital cities like ours, particularly ours being a very historic capital city, the capital of the First State, home of Dover Air Force Base and so many other important roles it has played in our history?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s very common.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It turned out Mr. DePrima\u2019s original assumption was correct as Dover city council members quickly voted unanimously 9-0 after hearing his presentation to pass <a href=\"https:\/\/www.cityofdover.com\/media\/Government\/Ordinances-Resolutions-Tributes\/2019\/Resolution%20No.%202019-09\" target=_blank>Resolution No. 2019-09<\/a>, requesting the Secretary of the Navy to consider naming a vessel the Dover.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"5915\" height=\"2825\" src=\"\/wp-content\/uploads\/2026\/08\/C-5.jpg.jpg\" alt=\"\" class=\"wp-image-70242\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-5.jpg.jpg 5915w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-5.jpg.jpg?resize=300,143 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-5.jpg.jpg?resize=768,367 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-5.jpg.jpg?resize=1024,489 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-5.jpg.jpg?resize=1536,734 1536w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/C-5.jpg.jpg?resize=2048,978 2048w\" sizes=\"auto, (max-width: 5915px) 100vw, 5915px\" \/><figcaption class=\"wp-element-caption\">The Delaware city is better known for its transport aircraft, like his C-5M Super Galaxy on  June 13 at Dover Air Force Base. I thank you for all the research that you\u2019ve done on this matter.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Council President Bill Hare was all for Mr. DePrima\u2019s mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMr. DePrima has made this presentation to numerous Rotary Clubs and we have also written letters of support,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The resolution recalled Dover\u2019s proud history in the founding of the United States of America, but also pointed out the city\u2019s role in defending its freedom.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Part of the resolution<a href=\"https:\/\/www.cityofdover.com\/media\/Government\/Ordinances-Resolutions-Tributes\/2019\/Resolution%20No.%202019-09\" target=_blank> stated<\/a>, &#8220;Whereas, Delaware was home to 18 Medal of Honor recipients dating back to the Civil War, as well as 878 Gold Star Heroes, according to Military Families United. Dover Air Force Base is also located within the capital and plays an indispensable role in the global transportation network, as well as fulfilling the nations most sacred commitment at the Air Force Port Mortuary, Charles C. Wells, now in the collections of U.S. Naval History and Heritage Command)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Mr. DePrima has been on this mission for a couple of years now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI first got interested in this subject when I learned and read about the commissioning of the USS Delaware, which is a submarine that was christened last year and is in sea trials now,\u201d he said. &#8220;It will be commissioned probably early next year, maybe even here in the Port of Wilmington in Delaware.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The submarine replaced the battleship, the last USS Delaware, which was over 100 years ago. You can go over to the (Delaware) Public Archives and you can see the silver set that&#8217;s there, it&#8217;s remarkable, the ship&#8217;s bell and the nameplate.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The story of the battleship Delaware got Mr. DePrima wondering if there had ever been a \u201cUSS Dover.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, he began researching naval ships named after state capitals and he learned that besides Frankfort, Kentucky, every state capital has at one time or another had a ship named after it, including Dover.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy research found that there were 45 ships named after capital cities sometime in the fleet,\u201d said Mr. DePrima. &#8220;Currently, there are 18 active ships in the fleet \u2014 11 of them are submarines, four are littoral combat ships, modern-day patrol gunboats and three are fast transports.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Only one capital city missed the boat and that was Frankfort, Kentucky. Then there was one that never actually made the active fleet \u2014 and that was the USS Dover. It served a short four years. It was a recommissioned ship.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(<b>Navy Times editor\u2019s note: <\/b>We didn\u2019t go through this entire list, but Michigan\u2019s state capital, Lansing, isn\u2019t really represented. Mears, 1967, now in the collections of U.S. Naval History and Heritage Command)\nCatalog #: NH 49465\nCopyright Owner: Naval History and Heritage Comman<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Ironically, the 44-year-old gunboat turned training vessel on Lake Erie, was originally launched as the Wilmington in 1897.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, on the eve of World War II, planners from the Navy decided they wanted to name a proposed gunboat after Wilmington \u2014 the state\u2019s largest city \u2014 leaving the original vessel Wilmington without a name.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They eventually chose Dover.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI like to say this was a hand-me-down ship from our big brother, the city of Wilmington,\u201d Mr. DePrima said. \u201cThis ship served very honorably. It was commissioned right before the Spanish-American War, was homeported in Key West (Florida), it served in the Spanish-American War and was in at least three battle engagements in Cuba.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the ship was renamed Dover in January 1941, it also was given the IX-30 designation, used for an unclassified miscellaneous auxiliary ship. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">There are naval vessels named after state capitals, but the name Dover hasn\u2019t been used since 1945. The Secretary of the Navy has the distinction of approving naval vessel names under the direction of the president <a href=\"https:\/\/fas.org\/sgp\/crs\/weapons\/RS22478.pdf\" target=_blank>and in accordance with congressional rule<\/a>s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy suggests that congressional offices wishing to express support to contact the office of the secretary of the Navy, which I have already done, and requested support from our congressional team,\u201d Mr. DePrima said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;What it really needs is the actual city to come forward and say, &#8216;We would like a ship named after our city, for all of the historical reasons.&#8217;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhy hasn\u2019t there ever been more of a presence on the USS Dover? I think nobody ever actually asked. I think it\u2019s time to ask.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The city of Dover officially supported a potential ship named Dover with its resolution on July 8 and now must wait to see how long Mr. DePrima \u2014 and the city\u2019s \u2014 dream stays afloat.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a
