{"id":36864,"date":"2022-04-05T09:27:41","date_gmt":"2022-04-05T09:27:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2022\/04\/05\/how-the-navys-beard-policy-discriminates-against-black-sailors\/"},"modified":"2026-08-08T19:38:52","modified_gmt":"2026-08-08T19:38:52","slug":"how-the-navys-beard-policy-discriminates-against-black-sailors","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/04\/05\/how-the-navys-beard-policy-discriminates-against-black-sailors\/","title":{"rendered":"How the Navy\u2019s beard policy discriminates against Black sailors"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Despite suffering from a skin condition as beyond his control as his skin color, the Black Navy chief placed grooming standards above the damage that shaving wrought on his face.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Roughly <a href=\"https:\/\/academic.oup.com\/milmed\/article\/186\/1-2\/e52\/5948064\" target=\"_blank\">45 percent of Black servicemembers<\/a> grapple to varying levels with <a href=\"https:\/\/skinofcolorsociety.org\/patient-dermatology-education\/1408-2\/\" target=\"_blank\">pseudofolliculitis barbae<\/a>, known in the military as PFB and to the civilian world as razor bumps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like several Black Navy men who spoke with Navy Times for this report, the chief realized he had the condition years ago, when he started shaving daily in boot camp.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each day, those cut hairs curled back and grew into his skin, producing a mass of angry, inflamed bumps on his neck.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt became that you\u2019re shaving over the bumps, that\u2019s cutting the heads off them, you have bleeding and severe discomfort,\u201d the chief said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"599\" height=\"406\" src=\"\/wp-content\/uploads\/2026\/08\/pfb-neck.png.png\" alt=\"\" class=\"wp-image-70307\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-neck.png.png 599w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-neck.png.png?resize=300,203 300w\" sizes=\"auto, (max-width: 599px) 100vw, 599px\" \/><figcaption class=\"wp-element-caption\">Pseudofolliculitis barbae, also known as razor bumps, is a skin condition where  shaved facial hair grows back into the neck, resulting in painful bumps. (Photo courtesy Skin of Color Society)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Those bumps had no time to heal before the razor came out again, he said, and medical did little more than recommend hot towels and tweezers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He tried to shave the hairs in the recesses around the bumps. More pain, bleeding and scarring ensued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the chief gritted through it, because his superiors had told him to shave and the Navy was his future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI came from a super-small town,\u201d he said. \u201cJust me being in the Navy was a huge thing. I was willing to do just about anything to keep from going back.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like countless past and present PFB sufferers, most of them Black men, the chief eventually obtained relief via a shaving waiver, or \u201cno-shave chit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Men of any race can suffer from PFB, but the curly nature of a Black man\u2019s facial hair means it hits them particularly hard, afflicting up to <a href=\"https:\/\/www.aocd.org\/page\/PseudofolliculitisB\" target=\"_blank\">three out of five African American men<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And according to several Black sailors who spoke with Navy Times, growing a beard brought them pain relief but ushered in a raft of professional obstacles, petty indignities and institutional side-eye from a Navy that has carried both a formal and informal aversion to facial hair for decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou never see a sailor on a poster with a beard,\u201d another chief told Navy Times.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018The service isn\u2019t meant for you\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Several Black enlisted and commissioned sailors suffering from PFB shared the same sentiment: that the Navy\u2019s formal policies toward their condition \u2014 and the sea service\u2019s informal attitude toward beards \u2014 renders them as less-than among their shipmates, even as the Navy has joined other American institutions in much-publicized efforts to better consider diversity following the police murder of George Floyd in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because PFB mainly afflicts Black men, they say, Navy PFB rules and the norms surrounding shaving and beards end up discriminating against Black sailors in ways big and small, all because of a skin condition they were born with.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe razor bump issue is actually as much of a rock in my shoe as Confederate flags on base,\u201d one Black officer said. \u201cThe current climate sends a bad message to Black males that the service isn\u2019t meant for \u2018you.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy is the only service that doesn\u2019t allow permanent or years-long medical shaving waivers, a policy couched around safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a new study launched last month at the direction of Navy Secretary Carlos Del Toro suggests such policies could change yet again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the auspices of the department\u2019s ongoing diversity, equity and inclusion efforts, the new study will offer a fresh assessment of whether a beard prevents a proper facemask seal during shipboard firefighting, while examining other literature on the topic and potential alternatives for bearded sailors and Marines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The study could potentially lead to changes in PFB and beard policies that some Black sailors feel have unfairly singled them out for decades.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Black sailors told Navy Times they already have to work twice as hard to prove themselves as minorities in a largely white organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019re just adding to it with the beard,\u201d a chief warrant officer said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"421\" src=\"\/wp-content\/uploads\/2026\/08\/pfb-explainer.png.png\" alt=\"\" class=\"wp-image-70311\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-explainer.png.png 900w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-explainer.png.png?resize=300,140 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-explainer.png.png?resize=768,359 768w\" sizes=\"auto, (max-width: 900px) 100vw, 900px\" \/><figcaption class=\"wp-element-caption\">A screenshot from a PFB &#8220;Commanding Officer&#8217;s Toolkit&#8221; Navy document. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Dozens of Black sailors suffering from PFB contacted Navy Times to share their thoughts, and those interviewed for this report all requested anonymity for fear of being punished for speaking out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several said they almost understand where the punitive policies come from, given that the sea service\u2019s largely white leadership has never had to live with or shave through such a skin condition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They echoed a shared dilemma: Keep shaving over their razor bumps to fit in with the rest of the clean-shaven fleet and appease some bosses who don\u2019t understand \u2014 enduring pain, scarring and skin made darker from ritualized razor abuse \u2014 or get a no-shave chit, grow a beard and look different in an organization whose ethos rests on everyone following the same standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under policies the Navy changed only last month, PFB sailors faced severe repercussions for their condition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They could be kicked out if they refused to undergo laser hair removal therapy, a painful regimen with mixed results that can impact a man\u2019s ability to grow a beard for the rest of their life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have seen the laser treatment scarring and blotches,\u201d one officer said. \u201cNo thank you.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"641\" height=\"529\" src=\"\/wp-content\/uploads\/2026\/08\/pfb-laser.png.png\" alt=\"\" class=\"wp-image-70319\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-laser.png.png 641w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-laser.png.png?resize=300,248 300w\" sizes=\"auto, (max-width: 641px) 100vw, 641px\" \/><figcaption class=\"wp-element-caption\">Laser hair removal can cause blisters and ulcers in darker-skinned men, according to the Military Medicine journal. (Photo courtesy of Military Medicine, the International Journal of AMSUS)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">While officials told Navy Times they have no record of a commander using laser therapy refusal to kick someone out, sailors said that fear has hung over many PFB sufferers throughout the years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They also faced relatively minor indignities, such as carrying around their no-shave chit to produce for every nosy senior who wanted to know why their face was out of regs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA DDG is 505 feet,\u201d one chief said. \u201cYou can\u2019t walk five to 10 feet without someone saying, \u2018let me see your no-shave chit.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Often, a sailor\u2019s ability to even get a chit depends on whether they have a sympathetic commanding officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSometimes throughout my career, I had a very understanding chain of command, and sometimes I didn\u2019t,\u201d one chief said. \u201cI was at my fourth command before I got my first no-shave chit. That lets you know about the process.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2019\/10\/14\/inside-big-navys-war-on-beards\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"173\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Beard-MAIN.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Inside Big Navy\u2019s war on beards<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Personnel with the permanent no-shave chits have six months to receive a medical reevaluation, which likely will trigger a new treatment regimen, according to the updated Bureau of Naval Personnel instruction.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cOn a personal level, is it discriminatory?\u201d said John Cordle, a white retired officer who <a href=\"https:\/\/blog.usni.org\/posts\/2021\/07\/22\/revisiting-the-navys-beard-guidance-with-an-eye-toward-inclusion\" target=\"_blank\">researched and wrote<\/a> about how PFB policy affected Black sailors following Floyd\u2019s killing. \u201cI\u2019m not picking on you because you\u2019re Black, but you have a condition that only affects Black men and I\u2019m picking on you because of that condition.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt certainly felt discriminatory to the folks I talked to,\u201d added Cordle, who said he was \u201cwoefully misinformed\u201d on the issue and its effect on his Black sailors while in command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although they spanned rates and ranks, the sailors interviewed for this report spoke of the same physical pain from shaving.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe bumps start out small and they get bigger,\u201d one Black chief said. \u201cSometimes it\u2019s a little bit of pus that comes out. It feels like your skin is constantly on fire. You try to scratch it, that makes it worse.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Black chief warrant officer said his face looked \u201clike the back of a Nestle Crunch\u201d after shaving.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/airforcetimes\/opinion\/2021\/10\/15\/shaving-waivers-disproportionately-affect-black-airmen-delay-promotions\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"214\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/07\/beard-waiver-medical.jfif_.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Shaving waivers disproportionately affect Black airmen, delay promotions<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">An article published in the Journal of Military Medicine in July demonstrated a significant association between shaving waivers and delays in promotion.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Such travails are not new.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Decades ago while on active duty, <a href=\"https:\/\/www.usni.org\/people\/reuben-keith-green\" target=\"_blank\">Reuben Keith Green<\/a>, a retired officer, and <a href=\"https:\/\/kempleadership.com\/\" target=\"_blank\">Raymond Kemp<\/a>, the former fleet master chief for U.S. Naval Forces Europe-Africa, also suffered from PFB.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Black old salts shaved and then sterilized a needle with a lighter before digging in and extracting the ingrown hairs at the heart of those bumps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have pulled hairs more than an inch long out of my face that were burrowed into my skin,\u201d recalled Green, a surface warfare officer who served from 1975 to 1997 and later authored the book <a href=\"https:\/\/www.amazon.com\/Black-Officer-White-Reuben-Keith\/dp\/1975747542\" target=\"_blank\">\u201cBlack Officer, White Navy.\u201d<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s like pulling a worm out,\u201d he said. \u201cI dreaded it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once, Green didn\u2019t wait for his skin to heal from the chemical burn caused by <a href=\"https:\/\/www.amazon.com\/SoftSheen-Carson-Razorless-Fragrance-Formulated-Depilatory\/dp\/B0048ZIFA0\" target=\"_blank\">Magic Shave<\/a> depilatory powder&#8211;a noxious hair removal option&#8211;and attempted to shave for a looming inspection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI wound up with these patches of skin coming off my chin and both cheeks,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To this day, Kemp said he can still smell the Magic Shave on his face, a burnt smell, \u201clike a woman getting a perm.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s a very time-consuming and painful thing,\u201d said Kemp, who retired in 2019. \u201cIt\u2019s also very embarrassing.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1997\" height=\"1489\" src=\"\/wp-content\/uploads\/2026\/08\/Keith-Green.png.png\" alt=\"\" class=\"wp-image-70322\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Keith-Green.png.png 1997w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Keith-Green.png.png?resize=300,224 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Keith-Green.png.png?resize=768,573 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Keith-Green.png.png?resize=1024,764 1024w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Keith-Green.png.png?resize=1536,1145 1536w\" sizes=\"auto, (max-width: 1997px) 100vw, 1997px\" \/><figcaption class=\"wp-element-caption\">An enlisted, and bearded, Reuben Keith Green in 1979 with his son, Alexander. (Photo courtesy Reuben Keith Green)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Several sailors said the fleet breeds animosity toward those who look different, and some end up viewing bearded shipmates as \u201cshitbag sailors,\u201d as one petty officer put it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re sailors just like you,\u201d he said. \u201cLet\u2019s scab your knee up and we\u2019ll shave it every morning and see how you like it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not every Black sailor who contacted Navy Times reported feeling adversely affected by the Navy\u2019s PFB and beard policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One Black chief said he was clean-shaven throughout his career and that more Black men need to learn how to use a <a href=\"https:\/\/www.theatlantic.com\/health\/archive\/2017\/02\/razor-bumps\/516804\/\" target=\"_blank\">safety razor<\/a>, which can mitigate razor bumps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not every PFB-afflicted sailor who spoke with Navy Times was Black. (Photo courtesy Raymond Kemp)<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018It\u2019s like we have no voice\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The majority of sailors who spoke with Navy Times for this report are Black senior-enlisted sailors and officers who have grappled with PFB for years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most spoke of their love for the Navy, but wondered why a skin condition for which they have no control makes it harder for them to wear the cloth of their nation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite his PFB, one officer said he stays clean-shaven because he worries that a beard would affect his chance at promoting and make him stand out in the wardroom for all the wrong reasons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy face, despite careful shaving hygiene with a safety razor, is discolored and scarred,\u201d he said. \u201cIt\u2019s not natural, and frankly demeaning, that we are told to \u2018get over it.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s like we have no voice.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another Black officer said they have to choose between not shaving or \u201cruining their face, ignoring their pain, to fit in with their often-white counterparts or supervisors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chief warrant officer still remembers the darkened skin on his grandfather\u2019s neck, collateral damage from decades spent shaving through PFB as a soldier and police officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier in his career, the warrant wondered if he would suffer the same fate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m risking my life being in the military,\u201d he said. \u201cShould I have to have scarring on my face even when I leave?\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"1294\" src=\"\/wp-content\/uploads\/2026\/08\/pfb-info-graphic.webp_.jpg\" alt=\"\" class=\"wp-image-70331\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-info-graphic.webp_.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-info-graphic.webp_.jpg?resize=232,300 232w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-info-graphic.webp_.jpg?resize=768,994 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-info-graphic.webp_.jpg?resize=791,1024 791w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">A Navy infographic on no-shave chit policy changes. (U.S. Naval History and Heritage Command)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier this month, the Navy updated its guidance again.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur shipmates diagnosed with PFB are dealing with a medical condition,\u201d Chief of Naval Personnel Vice Adm. John Nowell said in a statement. \u201cOur personnel should be treated with respect and understanding while going through any medical treatment process, such as for PFB.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In one of the biggest changes, last month\u2019s policy update for the first time allows sailors to sculpt and shape their beards so they can look like a squared-away military man.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI can finally edge this up and not look like a hobo,\u201d one petty officer noted.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Safety concerns<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While the Army, Air Force and Marine Corps all offer PFB sufferers either permanent or multi-year shaving waivers, Navy policy has grown arguably more draconian in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In one of his most controversial personnel decisions \u2014 enacted before Floyd\u2019s murder and America\u2019s latest racial reckoning \u2014 Chief of Naval Operations Adm. Mike Gilday banned permanent no-shave chits in 2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When enacting the ban, Gilday and other leaders cited concerns over whether a bearded sailor could get an effective facemask seal when firefighting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prior to 2019, sailors were able to get permanent shaving waivers, a tacit acknowledgement that PFB is not a temporary condition that can be cured.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But these days, sailors have to shave using tactics prescribed by medical, then go show off their bumps, get a shaving waiver and do it all again in 90 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some studies and sailor observations question the safety rationale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials have in the past cited two Naval Safety Center reviews that found even a few days\u2019 stubble might impact a mask\u2019s seal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But safety center records show just one incident in roughly the past 30 years where a beard affected a mask seal, involving a civilian shipyard worker.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"1500\" src=\"\/wp-content\/uploads\/2026\/08\/pfb-training-graphic.webp_.jpg\" alt=\"\" class=\"wp-image-70343\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-training-graphic.webp_.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-training-graphic.webp_.jpg?resize=200,300 200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-training-graphic.webp_.jpg?resize=768,1152 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-training-graphic.webp_.jpg?resize=683,1024 683w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">A 2020 poster from aboard the aircraft carrier John C. (Navy)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy currently limits beards to a quarter-inch length, but a 2021 <a href=\"https:\/\/academic.oup.com\/milmed\/article\/186\/1-2\/e52\/5948064\" target=\"_blank\">Military Medicine<\/a> article referenced assessments showing that half-face respirators were 98 percent effective with an 1\/8-inch beard, and 100 percent effective with a 1\/16-inch beard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several sailors who spoke with Navy Times said their masks sealed up just fine over their beards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve worn gas masks in the field, I\u2019ve worn gas masks for fit tests,\u201d the chief warrant officer said, adding that Navy SEALs sport beards and manage to wear masks. \u201cHow are they swimming out of submarines with (full beards)?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have also gone through the confidence chamber containing tear gas just fine without breaking a seal,\u201d one petty officer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One chief wonders why he is expected to fight fires if he has a beard that Big Navy claims won\u2019t allow him to get a proper mask seal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhy am I still on my ship\u2019s in-port emergency team, and whenever we have to go to general quarters, I\u2019m still on a damage control station that requires me to wear a (self-contained breathing apparatus)?\u201d he said. \u201cSending me into a situation where you\u2019re worried if I can or cannot have a seal and still having me go, that\u2019s putting my life in danger.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018A company man\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">On the deckplates, far from where Navy PFB policies are made, sailors have utilized different tactics to rein in their condition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One chief had orders for a recruiting assignment and underwent laser hair removal therapy because his time in service taught him that recruiters are the face of the Navy, and sailors don\u2019t have beards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRecruiters have to be this poster boy sailor,\u201d he recalled. \u201cThis is the way I\u2019m supposed to look.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But every laser therapy session \u201cwas like sunburn,\u201d the chief said, and the process permanently darkened his skin.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"667\" src=\"\/wp-content\/uploads\/2026\/08\/pfb-soldiers.webp_.jpg\" alt=\"\" class=\"wp-image-70352\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-soldiers.webp_.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-soldiers.webp_.jpg?resize=300,200 300w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/pfb-soldiers.webp_.jpg?resize=768,512 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">Unlike the Navy, the Army offers soldiers afflicted with PFB, or razor bumps, permanent shaving waivers. (Army)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy hair never did take to it,\u201d he said. \u201cAt one point it just made my beard patchy, so I still had to shave it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As he climbed the ranks, retired Fleet Master Chief Kemp also realized he would need to abandon his beard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was a senior chief who told me, \u2018Kemp, you got to figure this out because you can\u2019t go any further without shaving,\u2019\u201d he said. \u201cIf I was a company man, I need to look like one.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He shelled out a couple hundred dollars for professional-grade edger, which he used to cut his facial hair so low that he appeared clean-shaven.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe closest I could come to mitigating it was fooling people into thinking I shaved,\u201d Kemp said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1000\" height=\"1500\" src=\"\/wp-content\/uploads\/2026\/08\/kemp-retirement.webp_.jpg\" alt=\"\" class=\"wp-image-70353\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/kemp-retirement.webp_.jpg 1000w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/kemp-retirement.webp_.jpg?resize=200,300 200w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/kemp-retirement.webp_.jpg?resize=768,1152 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/kemp-retirement.webp_.jpg?resize=683,1024 683w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><figcaption class=\"wp-element-caption\">Retired Fleet Master Chief Raymond Kemp had a no-shave chit for much of his career due to PFB. Green prepared to promote to the O-4 rank, a detailer called Green and asked if he wanted to become an admiral\u2019s aide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Green told the detailer about his PFB and his beard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI didn\u2019t want to go to work for the wrong guy who doesn\u2019t understand that and derail my career,\u201d he said. \u201cThey took that under consideration and didn\u2019t call me anymore.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A chief recalled winning a prestigious military award a few years ago, only to see that the command article about his distinction didn\u2019t feature any of the \u201csetup pictures\u201d of him on the job.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The chief was disappointed but not surprised when the admiral\u2019s staff contacted his boss, asking about his beard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy CO stated, \u2018well, yes, he has a no-shave chit, and his beard is in regulations,\u2019\u201d he recalled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re not going to run those pictures,\u201d the admiral\u2019s staff replied, according to the chief.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another chief said nearly every man in his division has a no-shave chit, and that \u201cwe\u2019re not looked at in a good light.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI don\u2019t know if that\u2019s part of the problem,\u201d the chief said. \u201cWhenever I ask if there\u2019s something we\u2019re doing wrong, everything is always perfect.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/11\/18\/cnp-the-navys-not-ready-to-pull-that-trigger-and-change-its-beard-policy\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"173\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Beard-MAIN.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">CNP: The Navy\u2019s not ready to \u2018pull that trigger\u2019 and change its beard policy<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Chief of Naval Personnel Vice Adm. John Nowell Jr. didn\u2019t rule out the possibility that the policy may change in the future.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While PFB predominantly affects Black men, white and mixed-race sailors suffering from the condition recalled their own stigma.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A white petty officer said he once went to medical and was told he couldn\u2019t get a no-shave chit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey could see it, but they still didn\u2019t want to do it,\u201d he said. \u201cIt quote-unquote only affected Black guys.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018A compassionate ear from the unimpacted\u2019<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Making the Navy a more inclusive place for PFB sufferers would involve formal and informal changes, active-duty and retired sailors say.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One chief warrant officer noted a conversation with a senior chief who was pushing for every bearded sailor in the command to either shave or get laser treatment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe was like, \u2018I don\u2019t understand all of these cultures,\u2019\u201d the warrant recalled the senior saying. \u201cI was like, \u2018hold up.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen you say the statement, \u2018I don\u2019t understand these cultures,\u2019 and you\u2019re supposed to be the senior enlisted advisor to the captain, that\u2019s saying something. beards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Times change, Green noted, and so has the Navy\u2019s institutional attitudes toward women\u2019s hair, tattoos and other onetime cultural flashpoints.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIs the objective to have a fully functional, qualified fighting force, taking into account the diversity of skin types, or is it to have the superficial \u2026 everyone has the same appearance?\u201d Green said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One chief said he thinks every man in the Navy should be able to grow a beard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you have a lot of PFB sailors with beards and no one else can get one, it\u2019s always going to be looked at in a bad light,\u201d he said. \u201cIt\u2019s something one sailor can get but another sailor can\u2019t.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the very least, by speaking out about his experience, Kemp said he hopes that shipmates who don\u2019t have PFB can better understand those who do.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere must be a compassionate ear from the unimpacted for there to be
