Elaine Luria of Virginia<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Absence of such strategy is limiting the Navy from reaching a fleet of 355 ships, the official target established in the 2018 National Defense Authorization Act, Luria said Wednesday at the Association of the U.S. Navy\u2019s Legislative Awards ceremony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI just cannot beat the drum enough that we need to continue to grow the fleet\u2026 The truth is, we really need to frame the reasons behind why we need this fleet,\u201d <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2021\/02\/25\/lawmaker-seeks-answers-from-navy-over-proposed-cuts-to-internal-audit-agency\/\" target=\"_blank\">said Luria<\/a>, who was a recipient of AUSN\u2019s 2021 National Legislative Advocacy Award, along with Republican Sen. Roger Wicker of Mississippi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luria, a Democrat and a graduate of the U.S. Naval Academy, noted that although she didn\u2019t agree with everything in the Trump administration\u2019s <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/10\/06\/with-its-fleet-of-2045-the-us-militarys-chief-signals-hes-all-in-on-sea-power\/\" target=\"_blank\">Battle Force 2045 proposal<\/a>, the plan understood that the U.S. needs a large Navy and called for a fleet of more than 500 ships by 2045.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Navy \u2014 along with the other services \u2014 just seem to divvy up the Pentagon\u2019s topline based on what funding they believe they can secure when they present their budget requests to Congress, Luria said. That stems from an absence of strategy, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think that what happens is, there\u2019s a top line that goes over\u2026to the Pentagon, gets roughly split in thirds, and the Navy just has to come to us and essentially not say what they need based off the world and today\u2019s situation and China\u2019s nefarious actions, but just based off of a topline number,\u201d Luria said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should be the other way around, though. That way, the strategy then informs the requirements outlined in the budget request, she said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/09\/02\/what-war-with-china-could-look-like\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635774999538290744-mar-2015-dawn-blitz-5jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">What war with China could look like<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A host of scenarios could push China and the United States into some kind of conflict.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">For example, Luria said the U.S. must abandon its strategic ambiguity toward Taiwan as it has done for decades. Although President Joe Biden said in October that the U.S. would <a href=\"https:\/\/www.navytimes.com\/news\/your-army\/2020\/09\/01\/what-war-with-china-could-look-like\/\" target=\"_blank\">defend Taiwan if China attacked<\/a>, the White House later clarified that official policy remained unaltered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luria noted that Navy leaders like retired Adm. Phil Davidson, the former commander of U.S. Pacific Command, told members of Congress in March 2021 that China could take control of Taiwan in as soon as six years. Likewise, current commander of U.S. Pacific Command Adm. John Aquilino told lawmakers later that month he believed China seizing Taiwan is \u201cmuch closer to us than most think.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those sentiments, she said, require a sea change in thinking.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think that we need to change our policy to a policy of strategic clarity: if the United States will react to maintain the status quo,\u201d said Luria. \u201cIf China attempts to take Taiwan by force, the United States will react and maintain the status quo. And I think that overarching statement can help influence and shape what we\u2019re building our military to look like and what missions we need them to perform.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luria previously expressed that the Navy needs to better articulate its needs, and said at the Surface Navy Association conference in January that the \u201cnumber one thing I want to do is to be able to provide more resources to the Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut when the Navy comes before Congress, there really isn\u2019t a push to say, \u2018This is what the Navy needs, this is what the nation needs,\u2019\u201d she said in January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both chambers of Congress passed the National Defense Authorization Bill for FY22 and the White House signed it in December, adding $25 billion to the <a href=\"https:\/\/www.militarytimes.com\/news\/your-navy\/2022\/01\/14\/inflation-unpredictable-funding-straining-navy-readiness-says-top-officer\/\" target=\"_blank\">Pentagon\u2019s budget<\/a> from the previous year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, funding is stalled until the defense appropriations bill is passed, and the Defense Department is operating under a continuing resolution that expires on Feb. 18.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House passed a <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2022\/02\/08\/house-approves-short-term-bill-averting-federal-shutdown\/\" target=\"_blank\">stop gap spending measure<\/a> on Tuesday that funds the government through March 11, and does include funding for the Columbia-class submarine. The Senate is also expected to pass the measure before Feb. 18 to avoid a government shutdown, according to Senate Majority Leader Chuck Schumer, a Democrat from New York.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luria, who voted for the continuing resolution, stressed that her support was only to avert a shutdown and cautioned against a year-long stopgap funding measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cA year-long continuing resolution would cost the Department of Defense billions and prevent the Navy from quickly and adequately responding to threats and aggression around the world from adversaries like China,\u201d Luria said in a statement Tuesday. \u201cThe Navy would lose $14 billion in purchasing power over the next year, severely impacting our ability to acquire ships and weapons.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">It was a privilege to be recognized as a @AUSNTweets 2021 National Legislative Advocacy Award recipient today.
