The Navy\u2019s top uniformed <\/span>personnel official \u2014 Vice Adm. Bill Moran \u2014 collects command belt buckles.\u00a0<\/p>\n\n\n\n

His <\/span>It is not a large collection. , i <\/span>In fact, it\u2019s small and he\u2019s very picky as to what he collects.\u00a0<\/p>\n\n\n\n

You see, h His <\/span>The collection only contains buckles from commands he said he feels are special \u2014 those with the best leadership and crews hitting <\/span>firing on all cylinders.\u00a0<\/p>\n\n\n\n

He said he doesn\u2019t accept gifts, he <\/span>only decides <\/span>deciding which <\/span>if he’ll acquire a buckle\u00a0he wants <\/span>after seeing those <\/span>the dynamics of those command and crew dynamics with his own eyes.<\/p>\n\n\n\n

For much of the past year, Moran has worn one from the cruiser Normandy, which he visited last summer in the Persian Gulf,<\/span> while that ship<\/span> it was on her <\/span>its epic, \u2018round the world cruise.<\/p>\n\n\n\n

Pretty rare you say for a naval aviator to wear the colors of a surface ship, eh? But <\/span>Moran said he has his reasons and it has nothing to do with community \u2014 only performance.<\/p>\n\n\n\n

Oh, a <\/span>And look out, Normandy, he\u2019s now got another \u2014<\/span> a new buckle\u00a0from the San Diego-based amphibious assault ship Makin Island.\u00a0<\/p>\n\n\n\n

Moran spend<\/span>t time with the ship and her <\/span>its crew Jan. 6 as the first stop on a quick trip through San Diego, Jan. 6<\/span>. He\u2019s now in Japan, making stops at\u00a0Yokosuka Naval Base\u00a0and Naval Air Facility\u00a0Atsugi\u00a0before heading back home via Hawaii. He also visited sailors at the Point Loma Naval Base and the Navy\u2019s Third Fleet in California.\u00a0<\/p>\n\n\n\n

Moran said he\u00a0likes to talk to both <\/span>leadership and individual sailors and their leaders<\/span>. He said he wants to get the pulse of the command for himself and wants to hear what\u2019s on sailors’ minds \u2014 and see their reactions <\/span>and get substantive feedback on the policy changes the Navy has already <\/span>made.<\/p>\n\n\n\n

“Makin Island just came out of a significant maintenance availability and are now in the basic [training] phase and they’re due to deploy this fall,” Moran said in a Jan. 9 phone interview Jan. 9<\/span>.\u00a0<\/p>\n\n\n\n

“That’s a very quick turn around for any crew, but they’re making it happen \u2014 you feel it from the command’s triad down to the youngest member of the crew.”<\/p>\n\n\n\n

One specific thing he\u2019s checking on is t <\/span>The new physical fitness rules that went into effect Jan. 1,<\/span> \u2014\u00a0which tougheneding<\/span> the failure rules,<\/span> but also <\/span>givesing<\/span> amnesty to those facing discharge with three failures in four years,<\/span> going forward \u2014<\/span> as long as they stay in shape from now on.<\/span>\u00a0\u2014 is one of the specific things he said he is checking.<\/p>\n\n\n\n

“Last fall, they had more than a hundred people on the [fitness enhancement program] and in danger of being discharged with three failures in four years,” Moran said. “All but seven of those sailors are took advantage of the chance to get in standard and have a fresh start, that’s not insignificant,” Moran said.<\/p>\n\n\n\n\n\n

But he says <\/span>said not every program is perfect out of the box and there\u2019s always room to improve. and that\u2019s <\/span>Those are some of the reasons\u00a0why he said he sticks around a while after all hands calls, talking<\/span>\u00a0speaks one-on-one with sailors after an all hands to get their unfiltered viewpoints on current <\/span>policy changes and issues impacting <\/span>affecting\u00a0their lives.\u00a0<\/p>\n\n\n\n

“I’m looking forward to spending some time on the [aircraft carrier] Ronald Reagan\u00a0in particular, which was just involved in a major, three carrier swap, involving thousands of sailors and their families,” he said.<\/p>\n\n\n\n

“We worked hard \u2014 my staff and my people in Millington \u2014 as well as the fleet commanders to do everything we can, within the limits of policy and law to take care of our sailors, and sailors and families.” Moran said.\u00a0“I want to spend time with not only the command leadership but individual sailors to find out how this went for them.”<\/p>\n\n\n\n

Homeport swaps are something quite unique to the Navy, he said, and not easy to undertake. It’s\u00a0and <\/span>an area where, he says <\/span>said, the Navy probably still has a lot to learn. But he said he wants suggestions from those most impacted to make those <\/span>improvements. The aircraft carrier\u00a0Ronald Reagan changed its homeport from Southern California to Yokosuka, while the George Washington and Theodore Roosevelt flattops also changed their homeports.<\/p>\n\n\n\n\n\n

“This was probably one of the largest homeport changes that we’ve ever done,” Moran said. “While it’s fresh in their minds, I really want to find out what we did right and what we did wrong,” Moran said. “I also want to find out what remains to be done to make sure that no one falls through the cracks \u2014 if there’s things we can still fix for our people.”<\/p>\n\n\n\n

But in the end, he wants a s<\/span>long lessons learned from this mega-swap that can help shape policy in the future.\u00a0<\/p>\n\n\n\n

“I’m sure we have things that need to be fixed,” Moran said. “My goal is that the next time we have to swap ships or change home ports that we have even better policies in place.”<\/p>\n\n\n\n

As he heads back to Washington later this week, he\u2019ll <\/span>Moran will\u00a0make a stop in Hawaii to visit sailors there. , but o <\/span>One thing in particular he\u2019s looking for \u2014 rare for a P-3 patrol pilot \u2014 is spending some time underwater.\u00a0<\/p>\n\n\n\n

“We\u2019re going to t<\/span>go out to sea on the [submarine] Mississippi for an overnight,” he said. “She was the first fast-attack submarine to have women onboard, and I want to spend some time observing the crew and talking to everyone to get a feel for how this phase of integration is going.”\u00a0<\/p>\n\n\n\n
