Kenneth Whitesell<\/a> aimed to provide \u201can opportunity for our aviation commands to focus on how to further improve operational risk management and risk mitigation across the Naval Aviation enterprise.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stand down follows the crash of a <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/10\/25\/coast-guard-member-among-crew-killed-in-navy-plane-crash-in-residential-neighborhood\/\" target=_blank>T-6B Texan II<\/a> training jet Friday in Alabama that killed Coast Guard Ensign Morgan Garrett and Navy Lt. Rhiannon Ross.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2020\/10\/25\/coast-guard-member-among-crew-killed-in-navy-plane-crash-in-residential-neighborhood\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/garrett_ross_combo.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Navy lieutenant, Coast Guard ensign identified as service members killed in Navy plane crash<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Coast Guard Ensign Morgan Garrett and Navy Lt. Rhiannon Ross died in the Oct. 23 T-6B Texan trainer crash in Alabama.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">They were flying a routine mission out of nearby Naval Air Station Whiting Field, Florida, when the turboprop aircraft went down in a residential neighborhood, according to Navy officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ross was assigned to Training Squadron 2, a unit that provides flight training to other services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A few days before that fatal crash, an <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/10\/20\/super-hornet-crashes-in-central-california\/\" target=_blank>F\/A-18E Super Hornet crashed <\/a>near NAS near Naval Weapons Station China Lake, California, on Oct. 20. The jet was flying out of nearby <a href=\"https:\/\/www.cnic.navy.mil\/regions\/cnrsw\/installations\/nas_lemoore.html\">Naval Air Station Lemoore<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pilot was able to eject in that mishap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Navy aviation, it\u2019s a grim start to the new fiscal year, which began Oct. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Naval Safety Center reported <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2020\/10\/21\/mishap-milestone-navy-and-marine-corps-have-zero-fatal-aviation-mishaps-in-fy-2020\/\" target=_blank>no aviation-related fatalities<\/a> for the just-ended fiscal 2020, the first time such a feat had occurred since the service started tracking such incidents in 1922.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe safety of our personnel and our local communities is a top priority,\u201d the Navy said in a statement announcing the stand down. \u201cWe remain the greatest aviation force in the world and are
