He served as the keynote speaker in 2013 while serving as vice president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This will be Biden\u2019s first <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2016\/04\/12\/biden-returning-to-west-point-syracuse-for-commencement\/\" target=_blank>commencement address to a military service academy <\/a>as commander in chief and his first official visit to Connecticut as president.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt will be a memorable event for our community, as well as a great opportunity to showcase the academy and the city of New London on a national stage,\u201d Rear Adm. Harry Truman made the first presidential visit to the Coast Guard Academy in 1952.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A president last addressed the Coast Guard Academy graduating class in 2017, when <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2017\/05\/17\/trump-lashes-out-at-critics-naysayers-unfair-treatment\/\" target=_blank>President Donald Trump spoke<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The commencement exercises will be closed to the public and the number of guests will be greatly reduced from previous years as part of restrictions put in place because of the pandemic, school officials said.
