{"id":37408,"date":"2016-05-06T20:12:13","date_gmt":"2016-05-06T20:12:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2016\/05\/06\/new-navy-rules-make-tattooed-sailors-more-welcome\/"},"modified":"2026-08-08T19:50:57","modified_gmt":"2026-08-08T19:50:57","slug":"new-navy-rules-make-tattooed-sailors-more-welcome","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2016\/05\/06\/new-navy-rules-make-tattooed-sailors-more-welcome\/","title":{"rendered":"New Navy rules make tattooed sailors more welcome"},"content":{"rendered":"\n<p>For Mike Martin, the Navy&#8217;s updated tattoo policy is a welcome change that will keep in more inked sailors, who&#8217;d felt isolated under the restrictive rules before.\u00a0<span class=\"rte rte-comment\">t&#8217;s about time.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;With these new rules, the Navy is finally getting in step with 2016,&#8221; Martin said in a May 3 phone interview. &#8220;This is really good on a number of levels, as it&#8217;s good for sailors already in the Navy and gives them more options \u2014 but it also makes it easier for good people with tattoos to be able to serve their country.&#8221;<\/p>\n\n\n\n<p>Martin is an expert on Navy tattoo culture. He&#8217;s a retired Navy SEAL master chief who\u00a0runs a tattoo parlor in Imperial Beach, Calif., that caters to military clients who seeking body ink of\u00a0military symbols from SEAL Tridents to chief anchors, and he&#8217;s\u00a0the president of the Alliance of Professional Tattooists, an <span class=\"rte rte-comment\">professional <\/span>organization of skin artists with about 500 members nationwide.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And he&#8217;s excited about the Navy&#8217;s change to their tattoo rules, having followed the Navy&#8217;s tattoo policies since they first developed some restrictions in 2003. The highly restrictive rules of the past decade, he says, have isolated those with multiple tattoos and have made many not feel welcome at times, now, he hopes that will begin to change.<\/p>\n\n\n\n<p>As a retired master chief, he <span class=\"rte rte-comment\">still <\/span>feels a responsibility to counsel sailors<span class=\"rte rte-comment\">, especially<\/span> about getting tattoos when they visit his business, Flesh Skin Graphix Tattoo, which he runs with his wife.<span class=\"rte rte-comment\"> and works hard to stay up with the Navy\u2019s rules.\u00a0<\/span><\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Already <\/span>He\u2019s already seen a difference between the rules and how sailors are interpreting them. <span class=\"rte rte-comment\">how sailors are interpreting the the new rules and what the actual reality is.\u00a0<\/span><\/p>\n\n\n\n<p>&#8220;I\u2019ve heard a number of them talking and I think there\u2019s an opinion out there that they can do anything they want on their neck, now,&#8221; he said. &#8220;And I guess they can, as long is it\u2019s not more than an inch in any direction \u2014 sailors can tend to interpret the rules the<span class=\"rte rte-comment\">y<\/span> way they want them to read and that\u2019s not always the reality.&#8221;\u00a0<\/p>\n\n\n\n\n\n<p>Over the years, he\u2019s advised some, gently, that their ink ideas could lead to\u00a0<span class=\"rte rte-comment\">had to temper sailors getting tattoos about content, too, but with some gentle guidance he\u2019s usually able to get them to see that some of their ideas \u2014 if brought to reality on their bodies \u2014 might just cause them <\/span>problems in the Navy.\u00a0Martin was twenty-four years old when he got his first tattoo.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He&#8217;d already served one hitch in the Navy without darkening the door of a skin art establishment \u2014 but that wouldn&#8217;t last long.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1681\" height=\"2061\" src=\"\/wp-content\/uploads\/2026\/08\/635979657320427053-nav-mike-martin-3-jpg.jpg\" alt=\"\" class=\"wp-image-70702\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657320427053-nav-mike-martin-3-jpg.jpg 1681w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657320427053-nav-mike-martin-3-jpg.jpg?resize=245,300 245w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657320427053-nav-mike-martin-3-jpg.jpg?resize=768,942 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657320427053-nav-mike-martin-3-jpg.jpg?resize=835,1024 835w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657320427053-nav-mike-martin-3-jpg.jpg?resize=1253,1536 1253w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657320427053-nav-mike-martin-3-jpg.jpg?resize=1670,2048 1670w\" sizes=\"auto, (max-width: 1681px) 100vw, 1681px\" \/><figcaption class=\"wp-element-caption\">Master Chief Mike Martin BMCM (SEAL) <\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><span>Mike Martin, a tattoo artist and retired SEAL master chief, advises troops about body art that is in step with the military&#8217;s rules.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span>Photo Credit: Courtesy Mike Martin<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I was kind of a late starter and I was part of a motorcycle club and that&#8217;s how it started for me,&#8221; he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, it&#8217;s his second \u00a0career and has been for 22-years, Martin a retired master chief boatswain&#8217;s mage and Navy SEAL, retired from the Navy in 2003. During his days in special warfare, it was his wife who handled the day-to-day business of their business, Flesh Skin Graphix, .<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now, he&#8217;s not only the owner of his own shop in Imperial Beach, California, he&#8217;s also the president of the Alliance of Professional Tattooists, a professional organization of skin artists with about 500 members nationwide.<\/p>\n\n\n\n<p>But it\u2019s not just those in the service already <span class=\"rte rte-comment\">in the Navy <\/span>that Martin helps. <span class=\"rte rte-comment\">extends a helping hand, to.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;There&#8217;s a lot of good people who have been turned away by the Navy and other services because of tattoos,&#8221; he said. &#8220;If this policy change helps allow people who happen to have tattoos to serve without restrictions, it will be an even better move \u2014 and it might just be what gets a good recruit into the Navy and not another service.&#8221;<\/p>\n\n\n\n<p>He says he helps\u00a0<span class=\"rte rte-comment\">Because of content restrictions, he says that he had an open door with <\/span>prospective recruits who have tattoo issues. Think, topless mermaid. <span class=\"rte rte-comment\">are rejected by tattoo content.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Mostly they&#8217;re simple things, for example a popular one is a topless bathing beauty or something like that,&#8221; he said. &#8220;Things that are very popular tattoos in the general public, but don&#8217;t meet the military&#8217;s content standards.&#8221;<\/p>\n\n\n\n<p>His standing policy with recruits:\u00a0<span class=\"rte rte-comment\">So he has a standing policy with the local recruiters \u2014 <\/span>Send them in and he&#8217;ll fix their art for free. <span class=\"rte rte-comment\">to me and I\u2019[ll fix their art so they join \u2014 for free.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For those already in, he says many of the most popular tattoos have to dow with their service \u2014 diving helmets and SEAL logos or anchors.<\/p>\n\n\n\n<p>Most sailors, he added, don\u2019t get too edgy with their tattoos<span class=\"rte rte-comment\"> content<\/span>. Martin says if it\u2019s not Navy specific, <span class=\"rte rte-comment\">he often does <\/span>many tattoo<span class=\"rte rte-comment\">\u2019<\/span>s <span class=\"rte rte-comment\">that <\/span>are patriotic in nature, like\u00a0<span class=\"rte rte-comment\">such as <\/span>American flags and depictions of the <span class=\"rte rte-comment\">New York&#8217;s <\/span>World Trade Center towers attacked on Sept. 11, 2001.\u00a0<span class=\"rte rte-comment\">Trade towers before 911 accompanied by patriotic words.\u00a0<\/span><\/p>\n\n\n\n<p>It\u2019s much the same <span class=\"rte rte-comment\">over <\/span>on the East Coast, where another former <span class=\"rte rte-comment\">enlisted <\/span>sailor has hung out her shingle as a skin artist. Going by &#8220;Sailor Cher,&#8221; she was once known as Journalist 1st Class Cheryl Mae Campbell.<\/p>\n\n\n\n<p>She&#8217;s been in the industry since 2004, starting out as body piercing specialist before migrating to skin art<span class=\"rte rte-comment\">, too<\/span>. Sailors often drive to Sailor Cher&#8217;s Body Piercing &amp; Tattoo\u00a0outside of Jacksonville, Fla., where she is known as <span class=\"rte rte-comment\">Now in business for her self in St. Augustine, she known as <\/span>one of the top artists in the Southeast<span class=\"rte rte-comment\"> and many sailors travel the 30-miles south to get inked by her<\/span>.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It&#8217;s about time the Navy wised up and allowed tattooed people to serve,&#8221; she said to Navy Times May 2. &#8220;I do a lot of Navy tattoos \u2014 people seem to seek me out because I am ex-Navy and they think it&#8217;s cool to get a Navy tattoo from a sailor.&#8221;<\/p>\n\n\n\n<p>She says <span class=\"rte rte-comment\">that <\/span>tattoos transcend rank and community in the Navy. \u00a0\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2448\" height=\"3264\" src=\"\/wp-content\/uploads\/2026\/08\/635979657371907713-nav-mike-martin-1-jpg.jpg\" alt=\"\" class=\"wp-image-70708\" srcset=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657371907713-nav-mike-martin-1-jpg.jpg 2448w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657371907713-nav-mike-martin-1-jpg.jpg?resize=225,300 225w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657371907713-nav-mike-martin-1-jpg.jpg?resize=768,1024 768w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657371907713-nav-mike-martin-1-jpg.jpg?resize=1152,1536 1152w, https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/635979657371907713-nav-mike-martin-1-jpg.jpg?resize=1536,2048 1536w\" sizes=\"auto, (max-width: 2448px) 100vw, 2448px\" \/><figcaption class=\"wp-element-caption\">Master Chief Mike Martin BMCM (SEAL) <\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><span>Rather than more edgy art, troops tend to opt for symbols like flags, insignia and anchors.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span>Photo Credit: Courtesy Mike Martin<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I do them all \u2014 officers, enlisted, pilots and machinist&#8217;s mates, males, females,&#8221; she said. \u00a0&#8220;They&#8217;ve all been respectful of the Navy&#8217;s restrictions, getting tatted where no one sees and everyone of them expressed their dismay at the Navy&#8217;s attitude towards tattoos.&#8221;<\/p>\n\n\n\n<p>She, like Martin, says that people love to commemorate their service \u2014 and that of those close to them \u2014 in tattoos. Sailors identify more with their occupations, qualifications and the symbols of their trade than with the ships and units where<span class=\"rte rte-comment\">at which<\/span> they served.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Not surprising, the most common thing I tattoo on Navy folk is anchors \u2014\u00a0anchors with flags, pretty anchors, plain anchors, anchors with flowers,&#8221; she said. &#8220;They want a permanent reminder of their time with the greatest Navy on earth.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Sailor Cher&#8221; as she is known, was once known as Journalist First Class Cheryl Mae Campbell whose colorful career in the 1970&#8217;s and 1980&#8217;s was primarily in San Diego, save for a tour pushing boots in Orlando.<\/p>\n\n\n\n<p>She<span class=\"rte rte-comment\">, too,<\/span> was a late comer to the body art, getting her first tattoo at age 42 after leaving the Navy.<\/p>\n\n\n\n<p>&#8220;I tried to get tattooed while I was in, but like I tell people, tattoo studio<span class=\"rte rte-comment\">&#8216;<\/span>s weren&#8217;t on every corner like they are now,&#8221; \u00a0she said. &#8221;\u00a0I went to one in downtown San Diego,\u00a0three times.
