{"id":37438,"date":"2015-10-13T14:32:13","date_gmt":"2015-10-13T14:32:13","guid":{"rendered":"https:\/\/one.sightlinemg.com\/navytimes\/uncategorized\/2015\/10\/13\/new-pfa-rules-allow-sailors-to-save-their-careers\/"},"modified":"2026-08-08T19:38:55","modified_gmt":"2026-08-08T19:38:55","slug":"new-pfa-rules-allow-sailors-to-save-their-careers","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2015\/10\/13\/new-pfa-rules-allow-sailors-to-save-their-careers\/","title":{"rendered":"New PFA rules allow sailors to save their careers"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Fitness amnesty is here \u2014 but it comes with strings attached.<\/p>\n\n\n\n<p>Sailors facing separation for three physical fitness assessment failures in four years, and those who are one failure away from separation, are getting a chance to reset on Jan. 1<span class=\"rte rte-comment\">their failures next year<\/span>.\u00a0<span class=\"rte rte-comment\">and like anything in the Navy &#8212; there&#8217;s rules to get it.\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, the Navy is easing body-fat standards, and changing the way it administers the tape test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The moves are an attempt to create a more realistic set of fitness standards that vary with both age and gender,\u00a0keep more worthy sailors in uniform and, it is hoped, help establish a new culture of fitness that is less punitive but still draws a clear line as to what is acceptable and what is not.<\/p>\n\n\n\n<p>Right now, <span class=\"rte rte-comment\">Currently there&#8217;s\u00a0are <\/span>nearly 34,000\u00a0active, full-time-support\u00a0<span class=\"rte rte-comment\">FTS <\/span>and reserve sailors have failed the PFA once or twice within the past four years and face serious consequences if they fail again.<span class=\"rte rte-comment\">two or more times within the past four years\u00a0with\u00a0two or more PFA\u00a0failures<\/span>.<span class=\"rte rte-comment\"> on the Physical Fitness Assessment who will be reset to one starting in January. And those who are getting kicked out for three failures in four years can stay. All these sailors need to do to activate their amnesty\u00a0is<\/span> Another 2,400 sailors already have three failures on the books\u00a0\u2014 they must<span class=\"rte rte-comment\">If they<\/span> pass a real or mock Navy physical readiness test <span class=\"rte rte-comment\">\u2014 the\u00a0exercise portion of the PFA \u2014 <\/span>this fall to activate their amnesty and begin\u00a0<span class=\"rte rte-comment\">, and they&#8217;ll start <\/span>2016 with just one failure on their records.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">But don&#8217;t celebrate yet.In <\/span>But there is a catch, in exchange for that one-time amnesty and the Navy&#8217;s new, looser body-fat restrictions, sailors will now be administratively separated after two PFA failures in three years.\u00a0<span class=\"rte rte-comment\">the new rules also lower the administrative separation mark to two failures in three years. <\/span>This means that anyone going into next calendar year with just one failure within that three-year window\u00a0<span class=\"rte rte-comment\">the past three years <\/span>is just <span class=\"rte rte-comment\">only <\/span>one slip\u00a0away from being booted.\u00a0<\/p>\n\n\n\n<p>The new are part of the Navy&#8217;s <span class=\"rte rte-comment\">an <\/span>overhaul of how it assesses the fitness of sailors<span class=\"rte rte-comment\">in how sailors are assessed to be fit<\/span>, with officials also aiming to boost fitness culture throughout the service<span class=\"rte rte-comment\">Navy\u00a0at commands<\/span>.<\/p>\n\n\n\n<p>It&#8217;s the second set of changes\u00a0<span class=\"rte rte-comment\">rules change<\/span><span class=\"rte rte-comment\">policy announcement <\/span>since\u00a0the Navy announced in August that it would change\u00a0<span class=\"rte rte-comment\">a new set of <\/span>PFA rules and give those<span class=\"rte rte-comment\">\u00a0\u00a0in August that a new set ofphysical readiness assessment rules was on the way, officials also confirmed that those<\/span> facing separation or re-enlistment eligibility problems <span class=\"rte rte-comment\">would be getting <\/span>a break and an opportunity to continue their careers.<span class=\"rte rte-comment\">\u00a0shot to save their careers.<\/span><\/p>\n\n\n\n<p>&#8220;If you really want to stay, and feel you have a shot, we\u2019re going to give you that opportunity,&#8221; Vice Adm. Bill Moran, the Navy&#8217;s chief of personnel<strong>,<\/strong> told sailors during a web-based all-hands call <span class=\"rte rte-comment\">on <\/span>Oct.<span class=\"rte rte-comment\">ober<\/span> 6<span class=\"rte rte-comment\"> when asked about the new policy<\/span>.<\/p>\n\n\n\n<p>&#8220;[The new policy] gives everybody an opportunity to reset their clocks; if you want to stay\u00a0\u2026\u00a0<span class=\"rte rte-comment\">and <\/span>you have to the end of this calendar year to get there.&#8221;\u00a0<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">And more messages, impacting other fitness rules such as the promised<\/span>More fitness-related changes, including details about the\u00a0upcoming fitness award program, <span class=\"rte rte-comment\">updates about the forthcoming\u00a0fitness award and other details <\/span>will be announced in separate messages before the end of the year, officials said, as they continue to\u00a0<span class=\"rte rte-comment\">\u00a0say, to work toward <\/span>improve the Navy&#8217;s fitness program and make it <span class=\"rte rte-comment\">not only <\/span>more sailor-friendly and more closely aligned with today&#8217;s fitness trends.<span class=\"rte rte-comment\">to sailors, but also make it better based in today&#8217;s fitness reality.<\/span><\/p>\n\n\n\n<p>&#8220;Last year, we threw out over 1,500 sailors for BCA failures \u2014 1,500 sailors who were enormously talented,&#8221; Moran said. &#8220;Some of those sailors let themselves go and gave up trying to be in standard. They deserved to go. But for those who wanted to stay, but who were built differently\u00a0\u2026\u00a0<span class=\"rte rte-comment\">and <\/span>maybe we didn\u2019t give [them] the counseling and help [they needed].&#8221;<\/p>\n\n\n\n<p>The Navy has learned, he said, that fitness\u00a0is far harder to define than previously thought\u00a0and includes much more than just a body-fat standard<span class=\"rte rte-comment\">, he said<\/span>.<\/p>\n\n\n\n<p>&#8220;We needed wider variance in our standards to get more people to take the PRT and truly decide whether [they] <span class=\"rte rte-comment\">you <\/span>were healthy enough to assist &#8230;\u00a0<span class=\"rte rte-comment\">your <\/span>shipmates at sea in stressing situations,&#8221; he said<strong>.<\/strong> &#8220;That ought\u00a0<span class=\"rte rte-comment\">aught <\/span>to be the ultimate test.&#8221;\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We needed wider variance in our standards to get more people to take the PRT and truly decide whether you were healthy enough to assist your shipmates at sea in stressing situations \u2014 that aught to be the ultimate test.<\/p>\n\n\n\n<p>The <span class=\"rte rte-comment\">ose <\/span>new BCA regulations take effect Jan. 1, but <span class=\"rte rte-comment\">there are <\/span>second chances are being offered now\u00a0for those facing separation in the final months of this year, according to <span class=\"rte rte-comment\">NavAdmin\u00a0message<\/span>NAVADMIN\u00a0233\/15<strong>,<\/strong> released\u00a0Oct. 5.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Earning amnesty<\/strong><\/p>\n\n\n\n<p>All told, exactly 2,400\u00a0<span class=\"rte rte-comment\">This\u00a0situation\u00a0applies to\u00a0Currently\u00a02,400\u00a0<\/span>sailors have failed the PFA three times in four years and can now\u00a0save their careers, according to official figures<span class=\"rte rte-comment\">,&#8211; who can now\u00a0save their careers now<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy&#8217;s fitness program \u2014 especially how the services measures body fat and deals with those who don&#8217;t meet standards \u2014 \u00a0will go through massive changes on January 1.\u00a0The main focus of this latest message is to lay out an \u00a0&#8220;amnesty program&#8221; that will give all those who meet certain requirements before January a &#8220;reset&#8221; to just one fitness failure\u00a0on Jan. 1<\/p>\n\n\n\n<p>Even sailors who are currently in the\u00a0<span class=\"rte rte-comment\">For those on the bubble for or currently in the <\/span>administrative separation process have an opportunity to remain <span class=\"rte rte-comment\">, this means a\u00a0chance to stay <\/span>on active\u00a0duty. The Navy is offering them the opportunity to extend their enlistment and pass their fitness test this fall. <span class=\"rte rte-comment\">keep on the good side of the Navy\u2019s fitness rules going forward. \u00a0But Before you start the party, here&#8217;s the details. there\u2019s details here you must understand.More of those specifics are outlined in NavAdmin XXX\/14 which was released on Oct. XX. \u00a0The good news is that as of January 1<\/span>,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This doesn&#8217;t mean anyone is\u00a0out of the woods. because\u00a0\u00a0The bad news is that those folks won&#8217;t be out of the woods because \u00a0Also starting January 1, the new rules that will change the admin separation threshold of\u00a0three failures in four years shifts to a new line in the sand \u2014 two failures in three years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those who have three failures in four years\u00a0\u2014 and are being\u00a0The new rules are But the this NavAdmin mostly directed at those who have already crossed the three failure in four years \u2014 and are being\u00a0administratively separated\u00a0\u2014 now have a new shot to stay in.\u00a0But that starts with passing their physical readiness test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All told, 2,400 This\u00a0situation\u00a0applies to\u00a0Currently\u00a02,400\u00a0sailors who have failed the PFA three times in four years\u00a0can save their careers, according to official figures,&#8211; who can now\u00a0save their careers now.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This NAVADMIN\u00a0NavAdmin\u00a0is designed to clarify the administrative process for those sailors who are currently being processed out of the Navy between now and Jan. 1, 2016, for three PFA Failures in the past four years,&#8221; said Lt. Cmdr.\u00a0Nate Christensen, spokesman for the chief of naval personnel.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">For admin sep sailors slated to discharge before the end of the year, the Navy is offering the chance to stay, for now and is offering them the chance to extend and try to pass their fitness test this fall. Even<\/span> But those\u00a0who have decided <span class=\"rte rte-comment\">really just want <\/span>to <span class=\"rte rte-comment\">just <\/span>take their administrative discharge and go home <span class=\"rte rte-comment\">and get out <\/span>should think twice; it could cost them a substantial amount of cash<span class=\"rte rte-comment\">\u00a0; it coupod cost\u00a0, because\u00a0it could cost you cash<\/span>.\u00a0<\/p>\n\n\n\n<p>That&#8217;s because even\u00a0though they\u2019re on an administrative discharge track, opting out of the amnesty\u00a0program\u00a0turns their involuntary discharge to a voluntary one. Technically, they\u00a0<span class=\"rte rte-comment\"><strong>,<\/strong> because they are technically <\/span>are turning down the chance to remain in uniform<span class=\"rte rte-comment\">stay in<\/span>.<span class=\"rte rte-comment\"> &#8212;<\/span>\u00a0\u00a0<\/p>\n\n\n\n<p>That <span class=\"rte rte-comment\">situation\u00a0<\/span>makes<span class=\"rte rte-comment\">ing<\/span> them ineligible for the\u00a0involuntary separation pay that typically <span class=\"rte rte-comment\">normally <\/span>comes with a fitness discharge<span class=\"rte rte-comment\">most fitness discharges<\/span>, according to the message<span class=\"rte rte-comment\"> said<\/span>.\u00a0A master-at-arms second class with eight years&#8217; service, for example,\u00a0stands to lose $28,333.<\/p>\n\n\n\n<p>&#8220;It is important for sailors to ask for an extension [of their enlistment] now so that an involuntary separation does not become a voluntary one,&#8221; Lt. Cmdr.\u00a0Nate Christensen, spokesman for the chief of naval personnel,<span class=\"rte rte-comment\">Christensen<\/span> said.<\/p>\n\n\n\n<p>Currently, 230 sailors are slated to get the boot before the end of the year\u00a0and will be given a one-time chance to extend<span class=\"rte rte-comment\">\u00a0and these sailors must act now to take part in the amnesty<\/span>.\u00a0To request amnesty, they must notify their chain of command of their desire for an\u00a0extension, which <span class=\"rte rte-comment\">who <\/span>can submit their intent to Navy Personnel Command.\u00a0<span class=\"rte rte-comment\">hey must\u00a0first\u00a0tell the Navy they want to stay and submit it Navy Personnel Command through their chain of command and\u00a0for now,<\/span>\u00a0<\/p>\n\n\n\n<p>That will stop\u00a0their discharge <span class=\"rte rte-comment\">will stop <\/span>in it<span class=\"rte rte-comment\">\u2019<\/span>s tracks\u00a0\u2014\u00a0temporarily<span class=\"rte rte-comment\"> \u2014 for now<\/span>.\u00a0Then,\u00a0<span class=\"rte rte-comment\">Still, to get the reset to one failure in the past three years on January 1,\u00a0<\/span>they must\u00a0must pass a\u00a0<span class=\"rte rte-comment\">either<\/span><span class=\"rte rte-comment\">\u00a0a mock or official\u00a0<\/span>physical readiness test \u2014 pushups, sit-ups and run \u2014 \u00a0by Dec.<span class=\"rte rte-comment\">ember<\/span> 1<span class=\"rte rte-comment\">, 2015<\/span>. This could be an official test or a &#8220;mock&#8221; test that follows the same rules.<\/p>\n\n\n\n<p>Fail that PRT and the discharge process picks up where\u00a0it left off, but\u00a0now as an involuntary separation<span class=\"rte rte-comment\"> with no extra pay<\/span>.<span class=\"rte rte-comment\"> no appeal. Those opting into the amnesty, but who fail their pushups, situps and run this fall will still be send home, but they\u00a0will be eligible for involuntary separation pay.\u00a0\u00a0<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those with But there&#8217;s also words of caution for others with multiple failures because hold rules are still effect until January 1 and continue to carry consequences for additional failures this fall.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>On the bubble<\/strong><\/p>\n\n\n\n<p>If those facing separation pass their next PRT, then\u00a0all 36,275 sailors with any PFA failures on the books will <span class=\"rte rte-comment\">get <\/span>begin the new year with just one on their record.\u00a0<span class=\"rte rte-comment\">reset to just one. \u00a0<\/span>But because the\u00a0new rules put the separation threshold at two failures, anyone who&#8217;s failed a PFA within three years of their next PRT\u00a0<span class=\"rte rte-comment\">in the past three years\u00a0<\/span>will be on the bubble<span class=\"rte rte-comment\"> in the new year<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you failed a PFA last year and fail again this spring, you will be gone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This fall also is critical to another group of sailors, the thousands\u00a0who now\u00a0have two PFA failures in the past four years and are scheduled to take their fall PRT soon.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Because the old policy is still in effect, <\/span>These sailors are still on the bubble. Failure to pass their fall PRT will send them into the administrative discharge process, <span class=\"rte rte-comment\">too <\/span>because<span class=\"rte rte-comment\">, the message says,<\/span> they are not eligible for the reset or separation amnesty<span class=\"rte rte-comment\"> \u2014 and they\u2019ll be processed immediately<\/span>.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">The message said\u00a0says that <\/span>For now, all the other administrative consequences of a PFA failure\u00a0remain in effect, according to the message,\u00a0and will likely continue in some form under the new testing and separation rules. These include the\u00a0possible suspension of PCS orders and mandatory low eval marks \u2014 and being prevented from competing for advancement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This means that mandatory evaluation knocks for fitness failures as well as advancement and transfer\u00a0prohibitions also\u00a0remain in effect the message says<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailors\u00a0with a PFA failure in the past three years will not be allowed to make a permanent change-of-station move, unless they\u00a0passed their during their most recent fitness cycle.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Those with multiple failures\u00a0<\/span>Sailors with at least one failure in the past three years will\u00a0remain ineligible to be recruiters, recruit division commanders, instructors, equal opportunity advisers or staff members in Washington, D.C., or at the Navy Personnel Command in Millington, Tennessee.\u00a0Additionally, they will be disqualified for overseas billets and individual augmentee tours.\u00a0<\/p>\n\n\n\n<p>Many of these consequences are tied to the old<span class=\"rte rte-comment\"> three failures in four years<\/span> threshold, with administrative consequences starting out light and increasing with the number<span class=\"rte rte-comment\">s<\/span> of failures.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Personnel officials are in the process of determining how this will work under the new system, but those details have yet to be finalized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But that&#8217;s not all.\u00a0Once the reset happens <strong>in<\/strong>\u00a0January 1, any sailor going forward with one failure in the past three years\u00a0is now just one failure away from an\u00a0admin discharge under the new and stricter two failures in three years rule.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Amnesty sailors<\/span>Sailors who earn amnesty this fall\u00a0will <span class=\"rte rte-comment\">will <\/span>only be allowed to stay in the Navy one fitness cycle at a time. Keep passing your PFA each cycle and you&#8217;re good to go, under the new rules. The standards of the BCA have been relaxed.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span>Photo Credit: MC3 Jonathan Nelson\/Navy<\/span><\/p>\n\n\n\n<p>Beginning Jan. 1, <span class=\"rte rte-comment\">2016, <\/span>body-fat limits, which until now have been standardized for sailors under age 40 and those over 40,\u00a0will be defined for four more age groups.<span class=\"rte rte-comment\">go beyond the previous under-40 and over-40 age standards, with four new groups.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The new maximum body-fat standards:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Men, ages 18 to 21, 22 percent<\/li><li>Men, ages 22 to 29, 23 percent<\/li><li>Men, ages 30 to 39,\u00a024 percent<\/li><li>Men, 40 and older, 26 percent<\/li><li>Women, ages 18 to 21,\u00a033 percent<\/li><li>Women, ages 22 to 29, 34 percent<\/li><li>Women, ages 30 to 39,\u00a035 percent<\/li><li>Women, 40 and older, 36 percent<\/li><\/ul>\n\n\n\n<p>&#8220;It&#8217;s a little more stringent than the DoD standard, but a bit more graduated by age than the current BCA standard,&#8221; <span class=\"rte rte-comment\">Vice Adm. Bill\u00a0<\/span>Moran<span class=\"rte rte-comment\">, the chief of naval personnel,<\/span>\u00a0told Navy Times in August. &#8220;It takes into account the physical changes that happen as we all age \u2014 so in that way, it&#8217;s a little more realistic set of standards.&#8221;<\/p>\n\n\n\n<p>Next year<span class=\"rte rte-comment\">Starting in January<\/span>, sailors who bust the height-and-weight chart\u00a0will first get a waist-only tape test, maxing out at 39 inches for men and 35\u00a0\u00bd\u00a0inches for women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you fail that, there&#8217;s one more chance, with the dreaded &#8220;rope and choke&#8221; tape test that measures at the neck and waist (plus hips for women) and uses the numbers to calculate a body-fat percentage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For those who exceed the Defense Department&#8217;s maximum of 26 percent for men and 36 percent for women, it&#8217;s a PFA failure. However, if you&#8217;re just over the Navy&#8217;s standard for your age group, but under the DoD&#8217;s maximum limit, you&#8217;ll be enrolled in the Fitness Enhancement Program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;When you look at the science, there is an obesity standard out there that the American Medical Association uses,&#8221; Moran said.\u00a0DoD&#8217;s maximum-allowed body-fat standards for men and women are based on that AMA standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;That&#8217;s where we took the limits for our BCA,&#8221; he said.\u00a0&#8220;If you are above those limits, then you are obese and you must come down or you will leave the Navy.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What&#8217;s next<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s been a lot of talk about the fitness program, especially a long-sought<strong>&#8211;<\/strong>after award for fitness excellence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We are in the initial stages of developing a PFA ribbon,&#8221; Christensen said.\u00a0&#8220;However, the eligibility criteria and timeline for release have not been determined at this time.&#8221;<\/p>\n\n\n\n<p>Moran said\u00a0<span class=\"rte rte-comment\">says <\/span>he&#8217;s open to looking at everything, and officials continue to evaluate other fitness options. That research includes<span class=\"rte rte-comment\"> and will<\/span> testing wrist fitness-tracking devices early next year in both the active fleet and the reserve force to see if they\u00a0<span class=\"rte rte-comment\">that <\/span>can help determine\u00a0<span class=\"rte rte-comment\">assist the Navy in determining <\/span>sailors&#8217; overall fitness and help them maintain it.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sailor feedback had a huge influence on the decision to update the BCA, Moran said.
